Mounting attack on the Opposition, PM Modi further claimed that the Congress party destroyed every agency that didn’t work according to them. “The party that has ruled the nation for the longest duration of time has always considered itself above law, judiciary, every agency and even above the nation. The Prime Minister also paid a visit to the ‘Akshayavat’ in Prayagraj before heading to Andawa to inaugurate various development projects to clean the Ganges and ghats ahead of the Kumbh Mela scheduled to begin from January 2019. Modi said that this time devotees will be able to offer prayers at Akhsay Vat, which has been under closure for years, during Ardha Kumbh.

Earlier in the day, while addressing a public gathering in Sonia Gandhi’s home turf Rae Bareli, Prime Minister Narendra Modi had attacked the Congress party saying the opposition party’s history in defence deals is that of uncle Quattrocchi.


“Congress’ history in defence deals is that of uncle Quattrocchi. Helicopter scam accused Christian Michel was brought to the country a few days ago. Everyone saw how Congress sent their lawyer to save him,” Modi said.

Notably, this was the first rally of PM Modi after Bharatiya Janata Party (BJP) suffered humiliating defeat in the recently held Assembly elections.

PM Modi also questioned the Congress on why it did not strengthen the Air Force despite demands by the military after the Kargil war.

In his first public remarks since the Supreme Court rejected judicial intervention in the Rafale deal, Prime Minister Narendra Modi Sunday targeted the Congress and said that the party is “lying” and is “frustrated” as there was no “Quattrocchi mama” or “Christian Michel uncle” in the NDA government’s defence deals.

Addressing a rally in former Congress chief Sonia Gandhi’s Lok Sabha constituency of Rae Bareli in Uttar Pradesh just days after the BJP lost power to the Congress in Rajasthan, Madhya Pradesh and Chhattisgarh, Modi questioned the Congress on why it did not strengthen the Air Force despite demands by the military after the Kargil war.

He said: “Humare liye dal se bada desh hai…Inhe desh ki parwah nahi hai…Modi ko woh kisi bhi tarah ek daag laga dena chahte hain…Lekin uske liye desh ko taak pe kyon rakh diya gaya hai. (For us, the country is bigger than the party. They (Congress) do not care about the country, they just want to put a blot on Modi…they have put the country at stake for that).” Asking if the Army should have modern weapons or not, Modi said: “Desh dekh raha hai ki Congress kin taakaton ke saath khadi hai…Aise kin deshon? (The country is watching who the Congress is standing with and what kind of forces and which countries).” The Prime Minister also asked why people clap in Pakistan, when “some politicians” in India speak.

Attacking the Congress on defence deals, Modi said: “Vayu sena ko majboot nahi hone diya. Kiske dabav mein? Raksha saudon ke mamle mein congress ka itihas Bofors ghotale wale Quattrochi mama ka raha hai. (The Congress did not strengthen the Air Force? Under whose pressure? In defence deals, the Congress’s history includes people like [Ottavio] Quattrocchi, steeped in the Bofors scam).”

Modi also said that when Christian Michel was brought to India in the AgustaWestland chopper deal, which took place during the Congress regime, “everyone saw how the Congress sent its lawyer to save” him.

Modi also said that the Congress is “frustrated” and “lying”. “Kya woh isliye bhadki hui hai…jhoot par jhoot bol rahi hai kyonki BJP sarkar jo raksha saude kar rahi hai koi Quattrocchi mama nahi hai, koi Christian Michel uncle nahi hai…kya isliye woh ab nyaya palika par avishwas ka mauhaul paida karne mein jut gayi hai,” he said.

“(Is it frustrated telling lies because defence deals in BJP Government do not have Quattrocchi Mama, nor does it have Christian Michel uncle? Is this why they are also creating an environment of mistrust against the judiciary?).”

The Prime Minister said that the UPA government did not care about Armymen or farmers and did not bother about implementing the Swaminathan Committee report. He said that the loan waiver promised by the Congress was a “fraud”.

“Karja nahi dhokha hai (It’s not a waiver but fraud),” he said adding that the BJP would go house-to-house, to tell the truth about the Congress.

Maintaining that he had a lot to share about the “sins of the Congress”, Modi said that if the Congress government had come back to power again in 2014, the Tejas aircraft would have been out of service and alleged that Congress could not even give proper bulletproof jackets to soldiers.


In Rae Bareli, Modi also inaugurated different projects worth Rs 1,000 crore and flagged off the 900th coach manufactured at the Modern Rail Coach factory in Lalganj, which was among Sonia Gandhi’s pet projects.

Alleging that previous governments did nothing for Rae Bareli, Modi said that the project was given approval in 2007 with a target of manufacturing 1,000 coaches in a year. However, even after its set-up was complete, the factory only fitted and painted coaches, which were actually manufactured in Kapoorthala. He said that until 2014, only 3 per cent of its machines were operational but within three months of forming the government, a coach was manufactured completely at this factory.

Modi, who will be in the state, will lay the foundation stone for Thane-Bhiwandi-Kalyan metro 5 and Dahisar-Mira Bhayander metro-9 in Kalyan in the neighbouring Thane district.

In the lead up to the Lok Sabha and the state assembly elections next year, Prime Minister Narendra Modi on Tuesday will launch infrastructure and housing projects worth around Rs 41,000 crore in the state.


Modi, who will be in the state, will lay the foundation stone for Thane-Bhiwandi-Kalyan metro 5 and Dahisar-Mira Bhayander metro-9 in Kalyan in the neighbouring Thane district.

The event will also see the launch of Navi Mumbai town planning authority City and Industrial Development Corporation of Maharashtra's (Cidco) mass housing scheme worth Rs 18,000 crore, which offers around 89,771 affordable homes under the Pradhan Mantri Awas Yojana (PMAY).

In an another event in Pune Tuesday, Modi will lay the foundation stone for the proposed third metro line between Hinjewadi and Shivajinagar, being implemented by the Pune Metropolitan Region Development Authority (PMRDA) on a public-private partnership basis after the new metro policy.


The Rs 8,416-crore 24.9-km long Thane-Bhiwandi-Kalyan metro-5 corridor is expected to carry around 2.29 lakh commuters daily in 2021, with the entire system designed for six-coach trains. The corridor will have 17 stations.

The 10.3-km elevated Dahisar-Mira Bhayander metro-9 corridor, comprising eight stations, is expected to be completed by 2022, and the cost of the project is estimated at Rs 6,607 crore.

Both the projects are being executed by the Mumbai Metropolitan Region Development Authority (MMRDA).

As per the proposal, metro-9 will be integrated with metro-7 (Dahisar to Andheri) and metro-2A (Dahisar and DN Road) as well as the Rs 3,600-crore Gaimukh-Shivaji Chowk (Mira Road) metro-10.


"Out of the total project cost for metro-9, the cost of land acquisition, resettlement and rehabilitation and civil works will be provided by the state government and MMRDA, which is around Rs 4,967.75 crore, while the cost of rolling stock and systems to the extent of Rs 1,639.25 crore is proposed to be met from loan assistance of JICA (Japan International Cooperation Agency)," an MMRDA official said.

The tendering process to appoint general consultants and contractors for civil works is in progress, and is expected to commence from March next year.

"Currently, the suburbs of Mira-Bhayander are connected to Mumbai via the suburban railways. After the metro-9 corridor is constructed, commuters will be able to take metro up to Mira-Bhayander from south Mumbai," the official said.


At present, work on several metro corridors is underway across the megapolis, including Dahisar to DN Nagar metro-2A, DN Nagar to Mankhurd metro-2B, Andheri (East) to Dahisar metro-7 and Colaba-Bandra-Seepz metro-3.

The proposed Rs 8,313-crore 23-km long third metro line between Hinjewadi and Shivajinagar will connect busy information technology (IT) part with Shivajinagar, where the other two metro lines will also join.

This project is being jointly executed by Tata Realty Infra and Siemens.

The recommendation of Niti Aayog of PPP model policy will give boost to the new national health protection scheme wherein, the private sector will support in terms of infrastructure and manpower and government will help in proving space and funding. It is partly for measures such as these that India has taken huge strides in terms of its reputation. According to the CPhI Worldwide Annual Industry Report 2018, with a Pharma Reputation Index of more than 40 countries, India saw an increase of 10.92 per cent rise in terms of reputation. This is extremely impressive given the quality and compliance issues it had faced previously.


Modicare and Hurdles :-

It is evident that a lot of genuine hurdles need to be overcome for the gap between the planned vision and active realities to be narrowed. Modicare or NHPS intends to offer 100 million poor families an annual cover of Rs 5 lakh each would make it the largest public health scheme. Besides, it also aims to upgrade the existing 150,000 sub-centres all across India to upgraded health and wellness centres (HWCs) providing a broader range of diagnostics and outpatient care. With health being a state subject, states already have their health schemes running whose aims are different --they cater to their entire population rather than the economically disadvantaged, aiming at a lesser amount of health cover. Of course, upgrading the sub-centres lacking in basic infrastructure or equipment is a mammoth task.

The announcement was made at the end of bilateral talks between the leaders of the two countries. Agreements signed included MoUs on establishing mutual cooperation to improve the Ecosystem for Agribusiness and a Joint Declaration on cooperation in the field of information & Communications Technology and Electronics.

Modi said that India will have full cooperation to improve connectivity between the two countries. “Good connectivity will lead to the exchange of goods and services, information, ideas, culture and people.” And to help in further strengthening partnerships in sectors including health, human resource development, infrastructure, agriculture, capacity building, ICT and tourism.

Both leaders agreed to work together for ensuring peace and stability in the Indian Ocean Region (IOR). Maldives is an Indian Ocean island nation.


The two countries agreed to strengthen cooperation to enhance maritime security in the IOR through coordinated patrolling and aerial surveillance, exchange of information and capacity building.

India has been pushing for a “Free and Open Indo-Pacific” and has been working along with US, Japan and Australia in the region.

The visiting leader reaffirmed his government’s “India-First Policy”, and commitment to working together closely with India and expressed appreciation on the generous assistance provided by India to Maldives.

“We agreed on the mutual need for regional stability and security in the Indian Ocean,” he said. Adding that the two leaders discussed cooperation in health, education and commerce among other areas,” Solih told the media.


It may be recalled that when Prime Minister Modi had visited that country for the swearing in ceremony of Solih, he had promised India’s firm commitment for assisting Maldives in its socio-economic development programmes.

The new president accompanied by his wife arrived on a three day visit to India on Sunday, his first foreign visit since assuming office on November 17.

In a joint statement released at the end of the talks, both sides reiterated their strong commitment and support for increased cooperation in combating terrorism in all its forms and manifestations both within the region and elsewhere.


India has decided to provide 1000 additional slots over next 5 years for training and capacity building in diverse fields including judicial, policing and law-enforcement, audit and financial management, local governance, community development, IT, and e-governance.

The two countries also reviewed efforts to promote bilateral trade and investment ties between the two sides and agreed to promote closer economic cooperation in sectors such as fisheries development, tourism, transportation, connectivity, health, education, information technology, new and renewable energy and communications.

While Maldives supported India’s candidature for permanent member to the UN Security Council, India welcomed Maldives’ decision to re-join the Commonwealth and as the newest member of the Indian Ocean Rim Association.
