Corps Commander Lt Gen K J S Dhillon of the Chinar Corps also requested mothers of Kashmiri militants to persuade their sons to surrender.

The Jaish-e-Mohammad leadership in Kashmir was eliminated within 100 hours of the February 14 terror attack in Pulwama, General Officer Commanding of Army's Srinagar-based 15 Corps Lt General K J S Dhillon added at a press conference along with IG Kashmir S P Pani and IG CRPF Zulfiqar Hasan.
On Monday, three Jaish terrorists were killed in a 16-hour operation in Pinglan area of south Kashmir's Pulwama district, 12 km from the spot of the February 14 terror attack on a CRPF convoy.
An Army major and four security personnel also lost their lives.
"The Jaish-e-Mohammad is the brainchild of Pakistan Army and it is the Pakistan Army and ISI that controls Jaish-e-Mohammad. The involvement of the Pakistan Army is 100 per cent and there is no doubt in it," Dhillon told reporters.
He also appealed to the parents of Kashmiri youth who have joined the ranks of militants to persuade their sons to surrender or face elimination.
"I would like to tell the parents of Kashmiri youth, especially the mothers... to request their sons, who have joined terrorism, to surrender and return to the mainstream.
"Anyone who has picked the gun in Kashmir will be eliminated, unless he surrenders. This is a message and request to all of them," he said.
Giving details of Monday's operation, he said the three Jaish terrorists killed included Kamran, the self-styled chief operations commander of the outfit in Kashmir valley.
"On specific information the day before (intervening night of Sunday and Monday), we hit this module and I am happy to inform the country that in less than 100 hours of the car bomb attack, we eliminated the JeM leadership in Kashmir," he said.
Security forces were tracking the Jaish's top leadership ever since the February 14 attack for which the group has claimed responsibility, the Army officer said.
"The attack was carried out by JeM and it was being controlled by Pakistan with the support of the ISI and the Pakistan Army. The local top commanders, most of them Pakistanis, who were in charge of controlling, coordinating, fabricating and execution of this operation were the main people of the JeM in the Valley," he said.
Last week's strike, when a suicide bomber drove an explosives laden car into a bus, was a first for Kashmir, he said.
"With this type of intensity, it has never happened before. However, similar incidents have happened in other countries like Syria, Afghanistan and Pakistan.

Asked if Gazi Abdul Rashid, one of the Jaish terrorists killed on Monday, had an Afghanistan connection, Dhillon said, "Many Gazis have come and gone. There is nothing new in it... We will handle it, Let any Gazi come."
Referring to infiltration attempts, he said there was not much activity along the Line of Control due to snowfall and terrain conditions over the past month but Pakistan has been pushing in infiltrators from other routes on the Jammu side.
"There has been infiltration on the other routes, that is from the international border sector and south of Jammu in the area of Samba, Hiranagar and Pathankot sector. That infiltration is continuing... Pakistan is carrying out infiltration into Kashmir for the results they want."
Nonetheless, the numbers have reduced in the recent past, Dhillon said.
"... anyone who enters Kashmir Valley will not go back alive," he warned.
According to him, radicalisation of the youth was a concern but efforts directed at reversing the trend had started.
"Inimical elements are involved in the radicalisation of youth of Kashmir but the efforts of government security forces and opinion makers have helped reduce it. I would say it is a work in progress and we will continue our efforts and attempts in a collective manner," he said.
Sending out a message to parents whose children had taken up the gun, he said the government had initiated a "very good surrender policy" so their children could join the mainstream.
The GOC said local recruitment had come down in recent months.
Elaborating, IG Pani said there was a significant dip in the recruitment of local youth in militant ranks due to the elimination of top commanders.
"There has not been much of it in the past three months. There are families who have played a key role and made a lot of effort to bring their sons back. Families and the community have an important role to play in this," Pani said.

Pakistan Prime Minister Imran Khan has denied his country’s role behind the Pulwama terror attack, the worst in Jammu and Kashmir in decades. He claimed that India does not have any evidence to prove Pakistan’s role in terror attacks in Kashmir.“You (India) have blamed the Pakistan government without any evidence...If you have any evidence, we will act,” Imran Khan said.
He said, “It is in our interest that nobody from our soil spreads violence. I want to tell Indian government that we will take action if evidence is found against anyone from Pakistan.”
“What has Pakistan to gain from this? Why will Pakistan do this at a stage when it is moving towards stability,” said Imran Khan adding that “this is a Naya Pakistan with a new mindset.”
Calling for a dialogue with India, he said, “If you thinks you will attack us and we will not think of retaliating…We will retaliate. We all know starting a war is in the hands of humans, where it will lead us only God knows. This issue should be solved through dialogue.”
Imran Khan’s reaction comes days after at least 40 CRPF jawans were killed in a terror attack in Jammu and Kashmir. Pakistan-backed terror outfit Jaish-e-Mohammad claimed responsibility for the attack.
Earlier, Pakistan sought an urgent intervention of UN Secretary-General in defusing tensions with India and help facilitate dialogue between the two countries.
Following the terror attack, India launched a diplomatic offensive against Pakistan with the ministry of external affairs reaching out to more than two dozen countries including P5 – the US, the UK, France, Russia and China, which has repeatedly blocked India’s bid to get Jaish-e-Mohammad chief Masood Azhar declared as global terrorist by the United Nations.
China has used veto to shield Masood Azhar. Pakistan has also denied its support to the terror group. On Monday, in a joint statement Imran Khan and Saudi Arabia’s prince Mohammed bin Sultan “underlined the need for avoiding politicisation of UN listing regime.” This is being viewed as a snub to India’s renewed efforts to isolate Pakistan over its continued support to terror outfits and corner Masood Azhar’s JeM.
India withdrew the most favoured nation (MFN) status accorded to Pakistan in 1996. The MFN status had not been revoked even during the 1999 Kargil War and in the aftermath of 2008 Mumbai terror attack that killed more than 160 people.

Jaish has claimed responsibility for the terrorist attack in Pulwama, the single bloodiest attack in Kashmir in the last three decades of militancy. The issue of Azhar’s listing and how China has been blocking Delhi’s efforts to designate Azhar as a global terrorist — at Pakistan’s behest — is a key issue the Indian Foreign Secretary has been highlighting in his meetings with envoys from G-20 countries, including Saudi Arabia.
There was no official response from the Ministry of External Affairs but the Saudi-Pakistan joint statement clearly belies India’s expectations.
It puts a stamp of approval on Pakistan’s narrative that India is trying to politicise the UN listing process.
Hours before the joint statement, the Ministry of External Affairs Secretary (economic relations) T S Tirumurti, who handles ties with the country, said that the Kingdom has shown “greater understanding” of India’s terrorism-related concerns and has agreed to work with India in countering this global menace.
“The Kingdom of Saudi Arabia has strongly condemned and denounced the terrorist attack on Indian security forces in Pulwama on 14 February. We appreciate Kingdom’s cooperation in security and counter terrorism areas over the years. During the visit of PM Modi to Saudi Arabia in 2016, an MoU on cooperation in exchange of intelligence related to money laundering and terrorism financing was signed,” understanding of our terrorism-related concerns and also agreed to work with India in countering this global menace,” Tirumurti said on Monday.
But the joint statement did not reflect these sensitivities as it not only praised Pakistan’s “achievements” in the war against terrorism but was also seen to be backing Islamabad on the listing regime.
“The Kingdom of Saudi Arabia and the Islamic Republic of Pakistan reiterated their commitment to continue combating extremism and terrorism and expressed their deep appreciation for the achievements and sacrifices made by the two sides in the war against terrorism.
They also applauded the martyrs who sacrificed their lives in order to confront this serious scourge and called on the international community to shoulder its responsibilities to join all international efforts to combat global terrorism. They also underlined the need for avoiding politicization of UN listing regime,” the joint statement said.
The Saudi Crown Prince “praised openness and efforts of Prime Minister Imran Khan for dialogue with India and the opening of the Kartarpur crossing point for Sikh pilgrims, the joint statement said.
It also pointed out to the “efforts exerted by both sides, stressing that dialogue is the only way to ensure peace and stability in the region to resolve outstanding issues”.

Prime Minister Narendra Modi on Sunday inaugurated three medical colleges and laid foundation for four hospitals in Jharkhand – a move that is expected to give a major boost to healthcare facilities in the State.Each of the three medical colleges, in Hazaribagh, Dumka and Daltonganj, is to have 100 seats. The 500-bedded hospitals will come up in Hazaribag, Dumka, Palamu and Jamshedpur. The construction of the colleges cost around Rs 885 crore, while the cost of constructing the four hospitals will be around Rs 1,904 crore, officials said.
“After AIIMS in Deoghar, we will now have four more hospitals in Jharkhand. The boost to health facilities in the State is a result of combined efforts of the Governments at the Centre and State,” Modi said while launching the schemes and projects in Hazaribag’s Gandhi Maidan.
Besides, Modi inaugurated eastern India’s first Women’s Engineering College in Ramgarh, which he said will provide a fillip to the career aspirations of women in the State. The Prime Minister also laid the foundation for The Centre for Tribal Studies at Acharya Vinoba Bhave University in Hazaribag. This, he said, will encourage the study of tribal languages and culture.
He launched water supply schemes in areas inhabited by Particularly Vulnerable Tribe Groups (PVTG) and distributes cheques of Rs.2000 to select farmers for purchasing mobile phones under the e-NAM scheme.
Around 27 lakh farmers will get free smart phones under the scheme. In the first phase of the project, at least 21,778 farmers will get Rs 2,000 each as Direct Benefit Transfer (DBT) for buying smart phones, officials said.
“We want to free our farmers from the shackles of agents and middlemen, and our DBT schemes have helped us achieve this target to a large extent,” Modi said.
The water supply projects included Rs 517 crore drinking water project in Hazaribag and pending and new irrigation projects worth Rs 60 crore.
He also launched Gift Milk Scheme by distributing packaged milk to school students. The scheme is targeted at combating malnutrition in Jharkhand.
Under Namami Gange scheme, he launched Sahibganj Sewerage Treatment Plant.
The PM announced handing over of houses under Pradhan Mantri Awas Yojana to at least 5000 families and laid foundation for 15,000 more such houses for the poor.
