Shortly after his address to the nation today, Prime Minister spoke to scientists involved with the successful conduct of Mission Shakti, via video conference.

The successful conduct of Mission Shakti today, has made India the fourth nation in the world, with the capability to successfully target satellites through an Anti-Satellite Missile.

He said that in line with the "Make in India" initiative, the scientists have given a message to the world that we are less than no one.

The Prime Minister said that India follows the philosophy of Vasudhaiva Kutumbakam - the world is one family. He however, also emphasized, that the forces which work for peace and goodwill, must remain ever-powerful, for the achievement of peace.

The decision to conduct the missile test in space was taken “a few months” after the NDA government took charge in 2014, Union Defence Minister Nirmala Sitharaman said on Wednesday. Speaking to The Indian Express, she dismissed criticism of the Prime Minister making the announcement. “He is the Minister for Space, isn’t he?” she said. “If people are questioning the decision of the PM to address the nation, they should know the importance of this achievement.”

1. As Defence Minister, how do you view today’s successful test of an ASAT?


It is a major achievement. This is because we are now the fourth in an elite club of nations which have demonstrated capabilities of striking live satellite targets in space. But what I would like to emphasise and what people must understand is that the integrated technology used is something we could not borrow or buy from another country. There is no country which will sell or share this technology with us or even do a Transfer of Technology. The success of this mission is because we have now indigenously developed and demonstrated the capability of space strikes.

India developed its satellite programme over decades…the Opposition says the capability was acquired long ago…

Yes, there have been achievements. Heavy satellites, light satellites, clusters of satellites have been launched in the past. Nobody denies that. But having said that, there was a considered need to integrate and string together the technical strength and capability to hit live targets. That is what we have demonstrated today — that is, first develop the arsenal and then precisely hit a live target 300 km away in space.

2. Why did the permission come so late in this Government’s tenure?


It has not come late, it is very timely and the last Government did not give permission at all. In 2012, when India test-fired the Agni-V missile, the DRDO did not get permission from the then Government. It was this Government that decided our anti-satellite capabilities must come to a fruition. So nobody is claiming that nothing was done in the past it is just that they did not give permission as Arun Jaitleyji has also said.

3. Was there a need for the Prime Minister to announce the space strike via an address to the nation?


Tell me : - who is Minister of Space? If I am Minister for Defence, Jaitley ji is Minister for Finance, Prime Minister is the Minister for Space, isn’t he? And if there is an announcement of this scope and of this magnitude when we have developed and proven our deterrent capabilities, should the nation not know? And, excuse me, if people are questioning the decision of the Prime Minister to make an address to the nation they should know the importance of this achievement for our national security.

4. When did the Government decide to go ahead with Mission Shakti?


The decision was in late 2014 itself, a few months after the Government came to power and this was one of the several long-term critical projects we had listed among our priorities. The timing was critical because a live satellite which was already in orbit was the target and had to be in a particular position. These are all part of the technical details of the mission.

5. What strategic message is Mission Shakti meant to send?


That when satellites are seen by the world as part of future warfare, India cannot be seen lagging behind. So I am personally very very happy with the Mission. There are many benign satellites or bonafide satellites, like satellites that map the sea or forecast weather. But there are also malafide satellites and malignant satellites and we have today demonstrated that we have the tools, the technology and striking power to target them if we want to do that.

At 11:10 am on Wednesday, India launched a mission to test its anti-satellite capabilities, becoming the fourth country in the world to have a potent armoury that can bring down satellites to protect its rapidly growing space programme.

The indigenous technology was available with the DRDO in 2012 and the government under then PM Manmohan Singh had the option to carry out a similar test but it was not done.

"We gave presentations in 2012, seeking project clearances for the Anti- Satellite (ASAT) weapon, unfortunately, the government didn't respond. The current government appreciated the need for such a capability," former DRDO chief, VK Saraswat, told India Today TV.

PM Narendra Modi made the announcement in a televised address soon after the tests were successfully conducted.

"Mission Shakti operation was a difficult target to achieve but was completed successfully within three minutes of launch," PM Modi said. The tests named 'Mission Shakti', was launched from the Dr. APJ Abdul Kalam Island in Odisha.


"The interceptor missile was a three-stage missile with two solid rocket boosters. Tracking data from range sensors has confirmed that the mission met all its objectives," it added. The DRDO's BMD interceptor was used, which is part of the ongoing ballistic missile defence programme.

The significance :-

India has for the first time tested and successfully demonstrated its capability to intercept a satellite and shoot it down in space based on complete indigenous technology.

The tests also send a strong message of deterrence to countries like China, that carried out a similar exercise first time in 2007 and the latest one last year. 


ASATs are assets :-

Targeting and destroying satellites of the enemy can completely halt communication systems of a country and during a conflict, this would mean the enemy could fail to use its missiles or drones. 

SATs are space weapons can destroy satellites for strategic military purposes. 


Why the test now?

Amid India's rapidly growing space programme that has picked up speed in the last five years such deterrence is much needed. 

India has undertaken 102 spacecraft missions consisting of communication satellites, earth observation satellites, experimental satellites, navigation satellites, apart from satellites meant for scientific research and exploration, academic studies and other small satellites. 

India's space program is a critical backbone of India's security, economic and social infrastructure, a statement by the Ministry of External Affairs said.

The tests were carried out after assessing the capabilities to ensure its success. 

New Delhi made it clear that the capability is only to send a strong message of deterrence and does not target any particular country.

"The capability achieved through the missile test provides credible deterrence against threats to our growing space based assets from long range missiles, and proliferation in the types and numbers of missiles," the MEA statement said.

Opposition leaders Rahul Gandhi and Mamata Banerjee criticised Prime Minister Narendra Modi on Wednesday for allegedly dramatising and taking credit for Indian space scientists’ work. Earlier, in a special address to the nation, Modi announced that India has shot down a live satellite in space and earned a place among global space powers.

Banerjee said her party, the Trinamool Congress, will file a complaint with the Election Commission for Modi’s “gross violation” of the Model Code of Conduct. “Today’s announcement is yet another limitless drama and publicity mongering by Modi desperately trying to reap political benefits at the time of election,” Banerjee said in a series of tweets.

“There is no great urgency in conducting and announcing the mission now by a government past its expiry date,” she added. “It seems a desperate oxygen (sic) to save the imminent sinking of the BJP boat. We are lodging a complaint with the Election Commission.”

She added that research, space management and development were “a continuous process” that took place over the years. “Modi, as usual, likes to take the credit for everything. Credit to those who really deserve it, our scientists & researchers,” she said. “India’s Mission Programme is world-class for many many years. We are always proud of our scientists, @DRDO_India, other research & space organisations.”

Later in the day, Banerjee held a press conference where she said that the scientists who worked on the project should have announced the success of the operation, ANI reported. “It’s a political announcement, scientists should have announced it, it’s their credit,” she said at a press conference. “Only one satellite was destroyed, that wasn’t necessary, it was lying there since long, it’s the prerogative of scientists, when to do it.”

She took a jibe at Modi and asked if he worked at the Defence Research and Development Organisation. “What was the need for Modi at the time of election to violate the Model Code of Conduct to take the credit? Is he going to space?” ANI quoted her as saying.

They were responding to queries on whether Prime Minister Narendra Modi's announcement of India's successful demonstration of anti-satellite missile capability violated the poll code.

"The Cabinet Committee on Security (CCS) had met. Decisions taken by it and issues such as disaster management do not fall under the model code of conduct and require no prior nod," a functionary said.

New Delhi: In a significant twist to the prestigious ‘Mission Shakti’, former DRDO chief Dr VK Saraswat on Wednesday countered Congress’ claims that Prime Minister Narendra Modi had deliberately chosen the timing of the announcement regarding the successful launch of the Anti-Satellite (A-SAT) missile in the run-up to the 2019 polls. The former DRDO chief, who was at the helm of the affairs when the project was initiated, said that Prime Minister Modi had “never set a deadline” and had told the scientists “that we launch when we are ready.”



Saraswat said he had written to the UPA government in 2012, explaining that the DRDO had the capability to carry out the crucial test. “A-SAT Missile test was not allowed earlier,” Saraswat told Times Now on Wednesday. The former DRDO chief speculated that perhaps it was the “fear psychosis” in the UPA administration that probably prevented the Manmohan Singh government to give a mission clearance for carrying out the test. 



“The clearance was given to the DRDO by this (Modi) government. Such kind of courage was not present in the previous government,” the UPA-era DRDO chief told Times Now.


“Every experiment in science and technology has two parts.  One part is simulation, which was done and carried out in 2012 and based on that I had said that we have the capability,” Saraswat said.  Stating that though he had no idea about the exact date when the Modi government gave its nod for the exercise to proceed, he estimated that clearance for such an endeavour would have to be given for almost a year before the test.

Talking to news agency ANI, Saraswat also said, "We made presentations to National Security Adviser&National Security Council, when such discussions were held, they were heard by all concerned, unfortunately, we didn't get positive response (from UPA), so we didn't go ahead." He added, "When the proposal was put up by Dr Satheesh Reddy & NSA Ajit Doval to PM Modi, he had the courage & based on that he gave a go ahead. If the clearances were given in 2012-13, I'm quite certain that the launch would have happened in 2014-15."


The opposition has raised questions regarding the timing of the announcement, with Congress president Rahul Gandhi taking a jibe at the PM with a “Happy World Theatre Day” wish. TMC supremo Mamata Banerjee also said that termed the announcement a gross violation of the model code of conduct and said that there was “no great urgency” of announcing the mission by a government “past its expiry date”. She also stated that the TMC would file a complaint with the Election Commission for the same.
