The Prime Minister Shri Narendra Modi today addressed the Rozgar Mela of Uttar Pradesh Government via a video message. In the Mela, appointment letters were provided to direct recruits for Sub Inspectors in UP Police and equivalent posts in Nagrik Police, Platoon Commanders and Fire Department Second Officers.

Addressing the occasion, the Prime Minister expressed happiness that he is getting an opportunity to address a Rozgar Mela almost every week in BJP ruled states and the country is continuously getting many talented youth who bring new thinking and efficiency in the government system.

Highlighting the special importance of the UP Rozgar Mela today, the Prime Minister said that this will bring happiness to 9 thousand families and will enhance the sense of security in Uttar Pradesh as the new recruitments will strengthen the Police force in the state. The Prime Minister said that with more than 1.5 lakh new appointments in UP Police since 2017, both employment and security improved under the present dispensation.

Shri Modi emphasized that today, Uttar Pradesh is recognized for its law and order and development orientation, a far cry from the earlier image of the mafia and crushed law and order situation. This, he said, has led to new opportunities of employment, business and investment.

Highlighting the efforts of the double-engine government, the Prime Minister listed new airports, dedicated freight corridor, new defence corridor, new mobile manufacturing units, modern waterways, a new infrastructure that is bringing in unprecedented employment opportunities. He said that UP has the most number of expressways and highways are being developed constantly. These are not only creating employment but paving the way for more projects in the states. He pointed out the push to tourism by the state has led to a rise in employment. Shri Modi also noted the enthusiastic response in the recent Global Investor Summit and how that will push employment in the state.

“The combined power of security and employment has given new impetus to the economy of UP”, said the Prime Minister. He cited collateral- free loans up Rs 10 lakh under the Mudra Scheme, One District One Product scheme, flourishing MSME and vibrant startup ecosystem.

To the new appointees, the Prime Minister talked about the new challenges and responsibilities and asked them to keep the learner alive in them. He asked them to keep working on their personality development, progress and knowledge.

“When you come to this service, you get a ‘Danda’ from the police, but God has given you a heart too. That's why you have to be sensitive and make the system sensitive” the Prime Minister told the new recruits. He dwelled on the training also that will improve sensitivity and modern areas like cyber crimes, forensic science to promote smart policing.

The Prime Minister stressed that new recruits will have the responsibility of both security and giving direction to society. “You can be a reflection of both service and strength for the people”, the Prime Minister concluded.

The Prime Minister, Shri Narendra Modi laid the foundation stone and inaugurated multiple development projects worth more than Rs 3,600 crore at Shivamogga, Karnataka today. He also inaugurated the Shivamogga Airport and took a walk-through of the facilities. The Prime Minister also laid the foundation stone for two railway projects in Shivamogga which include Shivamogga – Shikaripura – Ranebennur new Railway line and Koteganguru Railway coaching depot. He also laid the foundation stone for multiple road development projects to be developed at a cumulative cost of more than Rs 215 crore. He also inaugurated and laid the foundation stone of multi-village schemes worth more than Rs 950 crore under the Jal Jeevan Mission. He also inaugurated 44 Smart City Projects worth more than Rs 895 Crores in Shivamogga city.

Addressing the gathering, the Prime Minister bowed his head to the land of national poet Kuvempu whose sense of dedication towards Ek Bharat Shreshtha Bharat has been kept alive even today. Referring to the newly inaugurated airport in Shivamogga, the Prime Minister said that the needs of the citizens have been fulfilled today after a long time. Remarking on the splendid beauty and construction of the airport, the Prime Minister highlighted the amalgamation of the traditions and technology of Karnataka.  He remarked that it is not just an airport but a campaign where the dreams of the younger generations can take off. He also touched upon the road and rail projects along with the ‘Har Ghar Nal Se Jal’ projects whose foundation stones are being laid today and congratulated the citizens of these districts.

The Prime Minister wished Shri BS Yeddyurappa on his birthday today and recalled his contribution to public life. He said his recent speech in the Assembly is an inspiration for everyone in public life. The Prime Minister’s request to honor Shri BS Yeddyurappa by raising the flashlights of the mobiles evoked a massive response among the crowd and people expressed their love for the senior leader.

The Prime Minister said that the development of Karnataka is on the move. This path of progress, the Prime Minister said, is paved by strides in roadways, airways and iways (digital connectivity. The Prime Minister said that the double-engine government of Karnataka is powering the chariot of the progress of Karnataka. The Prime Minister also highlighted the wider spread of development in Karnataka to villages and tier 2-3 cities under the double-engine government as opposed to the big city-centric development of the earlier times. “The development of Shivamogga is the result of this thinking process”, he said.

The Prime Minister reiterated that the airport in Shivamogga is being inaugurated at a time when the enthusiasm for air travel is at an all-time high in India. He informed that only recently, Air India completed a deal to purchase the largest passenger aircraft in the world. He pointed out that before 2014 during the Congress regime, Air India was generally discussed in a negative light and its identity had always been associated with scams where it was deemed a loss-making business model. Highlighting the Air India of today, the Prime Minister said that it is recognized as the potential of the new India where it is soaring to the heights of success. He noted the expanding aviation market of India and informed that the country will require thousands of aircrafts in the near future where thousands of youthful citizens will be needed as a workforce. Even though we are importing these aircraft today, the Prime Minister emphasized that the day is not far when the citizens of India will fly in Made in India passenger aeroplanes.

The Prime Minister elaborated upon the policies of the government that have led to an unprecedented expansion of the aviation sector. He informed that, unlike the approach of previous governments, the current government pushed for airports in smaller cities. He informed that till 2014 the country had 74 airports in the first 7 decades of independence whereas in the last 9 years, 74 more airports have been added, connecting many smaller cities. The Prime Minister also mentioned the UDAN scheme for affordable air travel to realize his vision that Hawai Chappal-wearing common citizens should be able to travel in Hawai Jahaj.

“The new airport is going to open doors of development for Shivamogga, the land of nature, culture and agriculture”, the Prime Minister said. He informed that Shivamogga is a gateway to the Malenadu region which is famous for the Western Ghats and home to greenery, wildlife sanctuaries, rivers, the famous Jog Falls and Elephant Camp, Lion Safari in Simha Dham and the mountain ranges of Agumbe. Recalling the adage, the Prime Minister said that life remains incomplete for those who have not taken a dip in the Ganges and drank the water of the Tungabhadra river.

Talking about the cultural richness of Shivamogga, the Prime Minister mentioned Rashtrakavi  Kuvempu and the world’s only living Sanskrit village Mattur and many centers of faith in Shivamogga. He also mentioned the freedom struggle of Issuru village.

Mentioning the agricultural uniqueness of Shivamogga, the Prime Minister said that it is among the most fertile regions of the country. He touched upon the impressive variety of the crops of the region. This agricultural wealth is getting a push by robust connectivity measures being undertaken by the double-engine government.  The Prime Minister said that the new airport will help in increasing tourism and resulting economic activity and employment opportunities. The rail connectivity will ensure new markets for the farmers, he added.



The Prime Minister emphasized that Haveri and Davangere districts will also be benefitted when the Shivamogga - Shikaripura - Ranibennur new line is completed. He underlined that there will be no level crossing in this line making it a safe rail line where fast trains will be able to run smoothly. He highlighted that the capacity of Kotagangaur station, which used to be a short halt station, will get a boost after the construction of a new coaching terminal. He informed that it is now being developed with 4 railway lines, 3 platforms and a railway coaching depot. Noting that Shivamogga is an educational hub of the region, the Prime Minister said the increased connectivity will make it easier for students from nearby regions to visit Shivamogga. He also noted that it will open new doors for businesses and industries in the region. “Infrastructure with good connectivity is going to create new employment opportunities in the entire region”, the Prime Minister said.

The Prime Minister called the Jal Jeevan Mission in the region a big campaign to provide ease of living to women of Shivamogga. He informed that out of 3 lakh families in Shivamogga only 90 thousand had tap water connections before the start of the Jal Jeevan Mission. Now, the double-engine government has provided tap water connections to 1.5 lakh families and work is going on to ensure saturation. In the last 3.5 years, 40 lakh families have received tap water connections.

“The double-engine government belongs to the villages, the poor, our mothers and sisters”, the Prime Minister said. Giving examples of toilets, gas connections and tapped water supply, the Prime Minister said that the government is trying to tackle all the problems related to the mothers and sisters. He reiterated that the double-engine government strives to make piped water available in every household with all honesty.

The Prime Minister remarked, “The people of Karnataka know very well that this is the Amrit Kaal of India, the time to make a developed India.” He underlined that this is the first time in the history of India’s independence that such an opportunity has come knocking and India’s voice is being heard on the global stage. He noted that investors from all over the world want to invest in India and it benefits Karnataka and its youth here. Concluding the address, the Prime Minister assured everyone that this campaign for the development of Karnataka will pick up more pace. “We have to walk together. We have to move forward together”, the Prime Minister concluded.

Background :

The Prime Minister’s emphasis on improving air connectivity all across the country will get yet another boost with the inauguration of Shivamogga Airport. The new airport is developed at a cost of around Rs 450 crore. The Passenger Terminal Building of the airport can handle 300 Passengers per hour and will improve connectivity and accessibility of Shivamogga and other neighbouring areas in the Malnad region.

The Prime Minister laid the foundation stone for two railway projects in Shivamogga. This includes Shivamogga – Shikaripura – Ranebennur new Railway line and Koteganguru Railway coaching depot. The Shivamogga – Shikaripura – Ranebennur new Railway line, will be developed at a cost of Rs. 990 Crore and will provide enhanced connectivity of the Malnad region with the Bengaluru-Mumbai mainline. Koteganguru Railway coaching depot at Shivamogga city will be developed at a cost of more than Rs 100 crores to help start new trains from Shivamogga and decongest maintenance facilities at Bengaluru and Mysuru.

The Prime Minister laid the foundation stone for multiple road development projects. The projects, which will be developed at a cumulative cost of more than Rs 215 crore, include the construction of a new Bypass road for Shikaripura Town on NH 766C connecting Byndur – Ranibennur; widening of NH-169A from Megaravalli to Agumbe; and construction of a new bridge at Bharathipura in Thirthahally Taluk on NH 169.

The Prime Minister also inaugurated and laid the foundation stone of multi-village schemes worth more than Rs 950 crore under the Jal Jeevan Mission during the programme. This includes the inauguration of one multi-village scheme for Gowthamapura and 127 other villages and laying the foundation stone for three other multi-village schemes to be developed at a total cost of more than Rs 860 crore. The four schemes will provide functional household piped water connections and are expected to benefit a total of more than 4.4 lakh people.

The Prime Minister also inaugurated 44 Smart City Projects worth more than Rs 895 Crores in Shivamogga city. The projects include 8 smart road packages of 110 km length; integrated command & control center and multi-level car parking; smart bus shelter projects; an intelligent solid waste management system; development of heritage projects like Shivappa Naik Palace into an interactive museum, 90 conservancy lanes, creation of parks and riverfront development projects, among others.

The Prime Minister, Shri Narendra Modi laid the foundation stone and inaugurated multiple development projects worth more than Rs 2,700 crore in Belagavi, Karnataka today. He released the 13th installment amounting to about Rs. 16,000 crores under PM-KISAN. The Prime Minister dedicated the redeveloped Belagavi Railway Station building to the nation. He also laid the foundation stone of six multi-village scheme projects under Jal Jeevan Mission.

Addressing the gathering, the Prime Minister said that the incomparable love and blessings of the people of Belagavi inspire the government to work for the welfare of the people and become a source of strength. “Coming to Belgavi is no less than a pilgrimage”, the Prime Minister said as he highlighted that it is the land of Queen Chennamma of Chittoor and revolutionary Krantiveer Sangolli Rayanna who are remembered even today for raising their voice against the colonial rule.

The Prime Minister highlighted the contributions of Belagavi and said that it finds a place in the fight for today and the reemergence of India. Drawing an analogy to the startup culture of Karnataka, the Prime Minister said that Belagavi was home to startups hundred years ago and gave the example of Baburao Pusalkar who established a unit which turned Belagavi into a base for various industries. The Prime Minister emphasized that the double-engine government wants to further strengthen this role of Belagavi in the present decade.

Throwing light on the projects whose foundation stones are laid and those that are inaugurated today, the Prime Minister said that it will bring in new energy and pace in the development of Belagavi. He congratulated the citizens of this region for projects worth hundreds of crores associated with connectivity and water facilities. Through Belagavi, the Prime Minister said that every farmer in the nation has received a special gift where another tranche of funds from PM-KISAN was released. “Just by the click of a button, 16,000 crore rupees have been transferred to the bank accounts of crores of farmers in the country”, the Prime Minister remarked. He said that such a huge amount transferred without the involvement of a middleman has also drawn the attention of people from across the world. Drawing comparisons to the Congress regime, the Prime Minister recalled that the then Prime Minister said that only 15 paise reaches the poor when 1 rupee is transferred. “But this is Modi ki Sarkar”, the Prime Minister interjected, “Every penny belongs to you and it is for you.” The Prime Minister also wished a very prosperous Holi to all the farmers of India and said that they have received a special gift before Holi.

The Prime Minister said that today’s changing India is accomplishing development projects one after the other while giving priority to the deprived and mentioned that small farmers are a priority for the current government. He informed that till now 2.5 lakh crore rupees have been deposited in the accounts of the small farmers via PM KISAN Samman Nidhi out of which more than 50 thousand crores were deposited in the accounts of women farmers. This money, the Prime Minister said, is taking care of the small but critical needs of the farmers.

The Prime Minister reiterated that the agricultural budget of the country which was 25,000 crores before 2014 has now been increased to 1,25,000 crores which is a five-time increase. He said that it is proof of the BJP government’s commitment to supporting the farmers of the country. The Prime Minister emphasized the use of technology which is directly benefiting the farmers and gave the example of Jan Dhan bank accounts, mobile connections and aadhar. He underlined that the government is connecting farmers to Kisan Credit Cards with the objective that the farmers can avail of the support of banks at any required step.

The Prime Minister emphasized that this year’s Budget addresses the future needs of agriculture along with the current concerns. He said today’s need is for storage and reducing the costs in farming, organizing small farmers. That is why this Budget emphasizes storage facilities and focuses on cooperatives. Similarly, focusing on natural farming will reduce the costs for the farmer. He said measures like the PM PRANAM scheme will further reduce the expenses on fertilizers.

“The Government is focussed on strengthening the agricultural sector of India while analyzing the challenges of the future”, the Prime Minister remarked. Highlighting the challenge of climate change, the Prime Minister stressed reviving the traditional strength of coarse grains or millets and informed that these food grains have the capability to withstand any climate. Referring to this year’s budget, the Prime Minister highlighted that coarse grains have a new found identity as Shri Anna. He added that Karnataka has been the main center of millets where Shri Anna was popularly known as Shri Dhanya and different kinds of Shri Anna are cultivated by the farmers of the region. The Prime Minister recalled the significant campaign run by the then BS Yeddyurappa government to promote Shri Anna and said that we now have to present it to the world. Listing out the benefits of Shri Anna, the Prime Minister said that it requires less effort as well as less water while it doubles the benefits for farmers.

The Prime Minister spoke at length about the needs of sugarcane farmers as Karnataka is a major sugarcane state. He mentioned this year’s Budget provision providing rebate on tax on cooperative sugarcane payment of the amount payable before 2016-17 which will give relief to the sugar cooperative to the tune of 10 thousand crores. Speaking about the government’s push for ethanol blending, the Prime Minister informed that the production of ethanol is helping in increasing the income of sugarcane farmers. He informed that ethanol blending in petrol has increased from 1.5 percent to 10 percent in the last 9 years and the government is already targeting 20 percent ethanol blending in petrol.

The Prime Minister remarked that agriculture, industry, tourism and education are strengthened only with better connectivity. He informed that in the five years prior to 2014, the total budget of the Railways in Karnataka was Rs 4,000 crore whereas this year, 7,500 crore rupees have been allocated for the railways in Karnataka. He noted that work is underway in Karnataka on railway projects worth about 45 thousand crore rupees today. He also referred to the newly inaugurated modern railway station in Belagavi and said that it is not just the facilities that get a boost but the faith in the railways is also increasing. “Many stations in Karnataka are being brought to the fore in such a modern avatar”, he said. The Prime Minister mentioned that the doubling of the Londa-Ghatprabha line will make the journey faster and safer. Noting that Belagavi is an important hub for education, tourism and healthcare, the Prime Minister said that the improved railway connectivity will give a boost to these sectors.

“The double-engine government is a guarantee for fast-paced development”, the Prime Minister said. Giving the example of Jal Jeevan Mission, the Prime Minister informed that only 25 percent of households in Karnataka’s villages had piped water connections before 2019 whereas the coverage has expanded to 60 percent today. In Belagavi too, the Prime Minister said that less than 2 lakh houses used to get tap water but this number has crossed 4.5 lakhs today. He said that 60,000 crore rupees have been allocated in this budget for this.

“The government is engaged in empowering every small section of the society which was neglected by the previous governments”, the Prime Minister remarked. Noting that Belagavi has been a city of artisans and handicrafts men famous as Venugram i.e. bamboo village, the Prime Minister recalled how previous governments had banned the harvesting of bamboo for a long time but it is the present government that reformed the law and opened the way for bamboo cultivation and trade. He also touched upon the PM Vishwakarma Yojana that was introduced for the first time in this year's budget to support artisans and handicrafts men.

The Prime Minister pointed out the Congress government’s abomination for Karnataka where disrespecting the leaders of Karnataka became a tradition. “History is proof of how leaders like S Nijalingappa and Virendra Patil ji were insulted before the Congress family”, the Prime Minister remarked. Speaking about his adoration and respect for Mallikarjun Kharge ji and his devotion to public service, the Prime Minister expressed sadness at how the most senior member was not even considered worthy of being given an umbrella in the scorching sun at a Congress function in Chhattisgarh. “Kharge ji is the Congress President, but the entire world knows who holds the remote control by the way he is treated”, the Prime Minister interjected. Shri Modi pointed out that many political parties in the country are plagued by ‘parivarvaad’ (nepotism) and stressed the need to free the country from its clutches. He also warned the people of Karnataka to stay alert from parties like Congress.

Concluding the address, the Prime Minister said, “True development takes place when work is carried out with true intentions.” He highlighted the true intentions of the double-engine government and its commitment to development. “To speed up the development of Karnataka and the country, we have to move ahead with Sabka Prayas”, the Prime Minister concluded.

Chief Minister of Karnataka, Shri Basvaraj Bommai, Union Minister for Agriculture and Farmers’ Welfare, Shri Narendra Singh Tomar, Union Minister for Parliamentary Affairs, Shri Pralhad Joshi, Union Minister of State for Agriculture and Farmers’ Welfare, Ms Shobha Karandlaje and Ministers from Government of Karnataka were present on the occasion among others.

Background :

In a step that will showcase yet another example of the commitment of the Prime Minister towards the welfare of farmers, the 13th installment amount of about Rs. 16,000 crores under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) was released through direct benefits transfer to more than 8 crore beneficiaries. Under the scheme, eligible farmer families are provided with a benefit of Rs. 6000 per year in three equal installments of Rs. 2000 each.

During the Programme, the Prime Minister dedicated the redeveloped Belagavi Railway Station building to the nation. This Railway Station is redeveloped at an approximate cost of about Rs 190 Crore to provide world-class amenities to the passengers. Another railway project that will be dedicated to the nation by the Prime Minister is the rail line doubling project between Londa-Belagavi-Ghataprabha section at Belagavi. This project, developed at the cost of about Rs 930 Crores, will enhance line capacity along the busy Mumbai – Pune - Hubballi - Bengaluru railway line, promoting trade, commerce and economic activities in the region.

The Prime Minister also laid the foundation stone of six multi-village scheme projects under Jal Jeevan Mission in Belagavi, which will be developed at a cumulative cost of about Rs 1585 crore and will benefit about 8.8 lakh population of more than 315 villages.
