The Prime Minister, Shri Narendra Modi laid the foundation stone and dedicated to the nation, projects worth more than Rs 5200 crores in Bodeli, Chhotaudepur, Gujarat today. It includes laying the foundation stone and dedication of multiple projects worth more than Rs 4500 crore under the programme ‘Mission Schools of Excellence’, laying the foundation stone for ‘Vidya Samiksha Kendra 2.0’ and various other development projects

Addressing the gathering, the Prime Minister recalled his long association with the region. He expressed delight over the projects launched or for which foundation stones were laid today. He remembered his days as a Karyakarta and his time in the villages of the region. He expressed happiness on seeing many known faces in the audience. He said that he is very closely familiar with the circumstances and life of the tribal community in the area. He told the audience about his resolve to develop the area and other tribal areas when he assumed official responsibilities. He expressed satisfaction in seeing the positive impact of many schemes launched during his tenure. He talked about the joy of seeing those kids, who saw school for the first time now doing well in life as teachers and engineers.

Talking about the schools, roads, housing, and availability of water, the Prime Minister said that these are the basis of life of dignity for the poor section of society and these have been his priorities to work on in a mission mode. He informed that more than 4 crore houses have been constructed for the poor in the country. “For us, a house for the poor is not just a number but an enabler of dignity”, he said. He said that the decision about the design of these houses has been left to the beneficiaries and he also mentioned the fact that most of the houses are in the name of the women of the house. Similarly, every household is getting piped water ensuring ease of life. He said that under the Jal Jeevan Mission, 10 crore new water connections were provided. He told the audience that the experience gathered while working in the state is coming in handy at the national level also. “You are my teacher”, he said.

Speaking about the educational sector, the Prime Minister said that the projects of today are a huge step towards putting Gujarat at the top and congratulated the entire team of Chief Minister Bhupender Patel. “Mission School of Excellence and Vidya Samiksha 2.0 will have a positive effect on education in school”, Prime Minister Modi said. Recalling his interactions with the Chairman of the World Bank about Vidya Samiksha Kendras, Shri Modi informed that the Chairman urged him to establish Vidya Samiksha Kendras in every district of India and the World Bank is ready to support the noble cause. He underlined that such initiatives will greatly benefit the talented students as well as those who lack the resources. “We aim to encourage merit while providing opportunities to youth from tribal areas”,

The Prime Minister highlighted the government’s focus on education and skill development for the past two decades. Before the last two decades, the Prime Minister pointed out the lack of teachers and other educational facilities in schools and colleges which led to a huge number of dropouts. He also lamented the absence of a science school in the tribal belt regions of the state when he took the office of the Chief Minister of Gujarat. “The government has completely transformed the situation”, Shri Modi said as he informed that 2 lakh teachers were recruited and more than 1.25 lakh classrooms were built in the past two decades. In the tribal areas, the Prime Minister emphasized, the past two decades have witnessed an emerging network of science, commerce and arts institutions. He informed that the government has built 25,000 classrooms and 5 new medical colleges in the tribal areas and gave the example of Govind Guru University and Birsa Munda University. He highlighted that many skill development institutions have also come up in these regions.

Talking about the new National Education Policy, the Prime Minister said that education in mother tongue will create new opportunities for the tribal students and empower them. He also mentioned more than 14 thousand PM SHRI Schools and Eklavya Residential Schools that are transforming lives in tribal areas. SC/ST scholarships are helping students. The Prime Minister said that the effort is to encourage tribal youth in the startup ecosystem of the country. Atal Tinkering labs in far-flung schools are creating an interest in science among the tribal students.

Stressing the importance of skills in today’s world, the Prime Minister mentioned Kaushal Vikas Kendras and training of lakhs of youth under Kaushal Vikas Yojna. Prime Minister Modi also talked about the collateral-free loans under Mudra Yojna which is creating crores of first-time entrepreneurs. Vandhan Kendras are also benefiting lakhs of tribals in the state. He also mentioned special outlets for tribal products and handicrafts.

The Prime Minister informed about the PM Vishwakarma Yojna that was launched on 17th September. He said people like Nai, darji, dhobi, kumhaar, lohar, sunar, sutar, malakaar, mochi, rajmistri will get loans with low interest, instruments and training. He said that it is an effort to keep these skills and traditions alive. No guarantees are needed for the loan under the scheme there is only one guarantee, Modi, he said.

The Prime Minister underlined that Dalits, backward classes and tribals and those who were once deprived are scaling the heights of development today with the help of various schemes implemented by the government. Shri Modi spoke about getting the opportunity to pay tribute to the glory of the tribals after so many decades of independence and mentioned the birth anniversary of Lord Birsa Munda which is now celebrated as Jan Jatiya Gaurav Diwas. He also informed about the present government increasing the budget for tribal communities by 5 times as compared to earlier.

The Prime Minister talked about Narishakti Vandan Adhiniyam which became the first law to be passed from the New Parliament building. He asked why tribals and women were kept deprived of their rights for so long. “I have come to tell the mothers and sisters of the entire tribal area including Chhota Udaipur that this son of yours has come to ensure your rights”, he said.

The Prime Minister underlined that avenues have now opened for all women to participate in Parliament and Assembly. He also mentioned the Constitution providing reservations for SC and ST communities. Noting that the new law also has a provision for reservation for women of SC/ST categories, the Prime Minister highlighted the coincidence of India’s first tribal woman President, Draupadi Murmu ji undersigning this law.

Concluding the address, the Prime Minister expressed confidence that the resolutions of Amrit Kaal will be fulfilled as its beginning is wonderful.

Governor of Gujarat, Shri Acharya Devvrat, Chief Minister of Gujarat, Shri Bhupendra Patel, Member of Parliament, Shri C R Patil, and Ministers from Government of Gujarat were present on the occasion among others.

Background

School infrastructure across Gujarat got a massive boost as the Prime Minister dedicated to the nation and laid the foundation stone of multiple projects worth more than Rs 4500 crore under the programme ‘Mission Schools of Excellence’. Thousands of new classrooms, smart classrooms, computer labs, STEM (Science, Technology Engineering, and Mathematics) labs and other infrastructure built across schools in Gujarat will be dedicated to the nation by the Prime Minister. He also laid the foundation stone for improving and upgrading thousands of classrooms across Gujarat schools under the mission.

The Prime Minister also laid the foundation stone of the project ‘Vidya Samiksha Kendra 2.0’. This project will be built upon the success of ‘Vidya Samiksha Kendra’ which has ensured continuous monitoring of schools and improvement in student learning outcomes in Gujarat. ‘Vidya Samiksha Kendra 2.0’ will lead to the establishment of Vidya Samiksha Kendras in all districts and blocks of Gujarat.

During the programme, the Prime Minister dedicated to the nation multiple development projects including a new bridge built across the Narmada river on ‘Vadodara Dabhoi-Sinor-Malsar-Asa road’ in Taluka Sinor, Vadodara district; Chab Talav re-development project, water supply project in Dahod, about 400 newly built houses for the economic weaker section at Vadodara, Village Wi-Fi project across 7500 villages across Gujarat; and the newly built Jawahar Navodaya Vidyalaya at Dahod.

The Prime Minister laid the foundation stone of the water supply project in Chhotaudepur; a flyover bridge in Godhra, Panchmahal; and the FM Radio studio at Dahod to be built under the ‘Broadcasting Infrastructure and Network Development (BIND)’ scheme of the Central Government.

मंच पर विराजमान गुजरात के राज्यपाल आचार्य देवव्रत जी, लोकप्रिय मुख्यमंत्री श्रीमान भूपेंद्र भाई पटेल, संसद में मेरे साथी श्रीमान सी आर पाटिल, गुजरात सरकार के मंत्रीगण, उद्योग जगत के सभी वरिष्ठ साथी, अन्य महानुभाव और यहां उपस्थित सभी मेरे परिवारजन।

20 साल पहले हमने एक छोटा-सा बीज बोया था। आज वो इतना विशाल और वृहद वाइब्रेंट वट वृक्ष बन गया है। Vibrant Gujarat Summit के 20 साल पूरे होने पर आज आपके बीच आकर मुझे बेहद खुशी हो रही है। मुझे याद है, बरसों पहले मैंने एक बार कहा था Vibrant Gujarat ये सिर्फ branding का आयोजन भर नहीं है, बल्कि इससे बढ़कर bonding का आयोजन है। दुनिया के लिए ये सफल summit एक brand हो सकती है, लेकिन मेरे लिए ये एक मजबूत bond का प्रतीक है। ये वो bond है जो मेरे और गुजरात के 7 करोड़ नागरिकों से, उनके सामर्थ्य से जुड़ा है। ये वो bond है, जो मेरे लिए उनके असीम स्नेह पर आधारित है।

साथियों,

आज मुझे स्वामी विवेकानंद जी की भी एक बात याद आ रही है। स्वामी विवेकानंद जी ने कहा था कि हर काम को तीन चरणों से गुजरना पड़ता है। “पहले लोग उसका उपहास उड़ाते हैं, फिर उसका विरोध करते हैं और फिर उसे स्वीकार कर लेते हैं। और खासकर तब, जब वो Idea उस समय से आगे का हो। 20 वर्ष एक लंबा कालखंड होता है। आज की generation के युवा साथियों को पता भी नहीं होगा कि 2001 में आए भीषण भूकंप के बाद गुजरात की स्थिति क्या थी। भूकंप से भी पहले गुजरात लंबे समय तक अकाल की भयंकर स्थिति से जूझ रहा था। इसके बाद जो भूकंप आया, उसमें हजारों लोगों की मौत हो गई। लाखों लोग इससे प्रभावित हुए, उन्हें अपना घर छोड़ना पड़ा। अकाल और भूकंप के अलावा उसी समय गुजरात में एक और बड़ी घटना हुई। माधवपुरा मर्केंटाइल कोऑपरेटिव बैंक collapse हो गया, इसकी वजह से 133 और cooperative bank में ये तूफान छा गया। पूरे गुजरात के आर्थिक जीवन में हाहाकार मचा हुआ था। एक तरह से गुजरात का financial sector संकट में आ गया था। उस समय मैं पहली बार विधायक बना था, मेरे लिए ये भूमिका भी नई थी, शासन चलाने का कोई अनुभव नहीं था। लेकिन चुनौती बहुत बड़ी थी। इसी बीच एक और घटना घट गई। गोधरा की हृदय विदारक घटना हुई और उसके बाद की परिस्थितियों में गुजरात हिंसा की आग में जल उठा। ऐसे विकट हालात की शायद ही किसी ने कल्पना की होगी। मुख्यमंत्री के तौर पर भले उस समय मेरे पास ज्यादा अनुभव नहीं था लेकिन मेरा गुजरात पर, अपने गुजरात के लोगों पर अटूट भरोसा था। हालांकि जो लोग एजेंडा लेकर चलते हैं, वो उस समय भी घटनाओं का अपने तरीके से analysis करने में जुटे हुए थे। ये कहा गया कि गुजरात से युवा, गुजरात से उद्योग, गुजरात से व्यापारी सब बाहर चले जाएंगे, पलायन कर जाएंगे और गुजरात तो ऐसा बर्बाद होगा ऐसा बर्बाद होगा कि देश के लिए बहुत बड़ा बोझ बन जाएगा। दुनिया में गुजरात को बदनाम करने की साजिश रची गई। एक निराशा का माहौल खड़ा करने की कोशिश की गई। कहा गया कि गुजरात कभी भी अपने पैरों पर खड़ा नहीं हो पाएगा। उस संकट में भी मैंने संकल्प लिया कि चाहे परिस्थितियां जैसी भी हों, गुजरात को इससे बाहर निकाल कर ही रहूँगा। हम गुजरात के पुनर्निमाण ही नहीं, बल्कि उसके आगे की भी सोच रहे थे। और इसका एक प्रमुख माध्यम हमने बनाया Vibrant Gujarat Summit को। ये गुजरात का आत्मविश्वास बढ़ाने और उसके जरिए विश्व से आंख से आंख मिलाकर बात करने का ये माध्यम बन गया। ये गुजरात सरकार की निर्णय प्रक्रिया और focused approach को, पूरी दुनिया को दिखाने का एक माध्यम बना। ये गुजरात सहित भारत की औद्योगिक क्षमता को विश्व के समक्ष उजागर करने का माध्यम बना। ये भारत में मौजूद अलग-अलग sectors की असीमित संभावनाओं को दिखाने का माध्यम बना। ये भारत के talent को देश के भीतर उपयोग करने का माध्यम बना। ये भारत की दिव्यता, भव्यता और सांस्कृतिक विरासत को विश्व को दिखाने का एक और माध्यम बन गया। हमने कितनी बारीकी से काम किया उसका उदाहरण Vibrant Gujarat की timing भी है। हमने वाइब्रेंट गुजरात तब किया जब गुजरात में नवरात्रि और गरबा की धूम रहती है। हमने इसे गुजरात के औद्योगिक विकास का पर्व बना दिया।

साथियों,

आज मैं आप सभी को एक और बात याद दिलाना चाहता हूं। 20 साल हो रहे हैं, हर तरह की खट्टी-मीठी बातें याद आना बहुत स्वाभाविक है। आज दुनिया Vibrant Gujarat की सफलता देख रही है। लेकिन Vibrant Gujarat का आयोजन ऐसे माहौल में किया गया, जब तब की केंद्र सरकार भी गुजरात के विकास को लेकर बेरुखी दिखाती थी। मैंने हमेशा ही कहा है कि गुजरात के विकास से देश का विकास। लेकिन उस समय केंद्र सरकार चलाने वाले गुजरात के विकास को भी राजनीति से जोड़कर देखते थे। केंद्र सरकार के मंत्री तब Vibrant Gujarat Summit में आने से मना कर दिया करते थे। व्यक्तिगत रूप से तो मुझे बताते थे कि नहीं नहीं हम जरूर आएंगे, पता नहीं पीछे से डंडा चलता था वो ना कर देते थे। सहयोग तो दूर की बात, वो रोड़े अटकाने में लगे रहते थे। विदेशी investors को धमकाया जाता था कि गुजरात मत जाओ। इतना डराने के बाद भी विदेशी investors गुजरात आए। जबकि यहां गुजरात में उन्हें कोई special incentive नहीं दिया जाता था। वो यहां आते थे, क्योंकि उन्हें यहां good governance, fair governance, policy driven governance, equal system of growth, और transparent सरकार का अनुभव रोजमर्ररा की जिंदगी में आता था। आप कल्पना कर सकते हैं...जब Vibrant Gujarat की शुरुआत की गई थी, तब गुजरात में बड़े-बड़े होटल भी नहीं थे जहां पर इतने सारे विदेशी मेहमानों को रुकवाया जा सके। जब सारे सरकारी गेस्ट हाउस भी भर जाते थे, तो हमारे सामने सवाल होता था कि अब बाकी लोग कहां ठहरेंगे। ऐसी स्थिति में business houses को मैंने कहा भई जरा आपका कोई गेस्ट हाउस वगैरह है तो वो भी छोड़ दीजिए ताकि उनके काम आ जाए। University के गेस्ट हाउस तक का हमने उपयोग किया। उनके गेस्ट हाउस में मेहमानों के रुकने का इंतजाम किया गया। कुछ लोगों को बडौदा भी ठहराना पड़ा।

साथियों,

मुझे याद है, 2009 में जब Vibrant Gujarat का आयोजन किया गया, तब पूरी दुनिया में मंदी का माहौल था, मंदी की चपेट में दुनिया थी। और सब ने मुझे बताया, हमारे अफसर भी मुझे बता रहे थे कि साहब इस बार Vibrant Gujarat स्थगित कर दीजीए, फ्लॉप हो जाएगा, कोई नहीं आएगा। लेकिन मैंने उस समय भी कहा जी नहीं, ये रूकेगा नहीं, ये होगा, अगर विफल होगा तो आलोचना हागी और क्या होगा, लेकिन आदत छुटनी नहीं चाहिए। और तब भी Vibrant Gujarat Summit ने पूरा विश्व मंदी के दौर में था। लेकिन 2009 के Vibrant Gujarat में सफलता का एक और नया अध्याय जुड गया।

साथियों,

Vibrant Gujarat की सफलता, इसकी विकास यात्रा से भी समझी जा सकती है। 2003 में इस समिट से कुछ 100 participants और delegates जुड़े थे। बहुत छोटा सा कार्यक्रम था। आज 40 हज़ार से ज्यादा participants और delegates इस समिट में हिस्सा हिस्सा लेते हैं। 2003 में इस summit में सिर्फ गिनती भर देशों का participation था, आज 135 देश इसमें participate करते हैं। 2003 में इस समिट की शुरुआत में, 30 के आसपास exhibitors आए थे, अब 2 हज़ार से अधिक exhibitors इस समिट में आते हैं।

साथियों,

Vibrant Gujarat की सफलता के पीछे कई specific reasons हैं। इसकी सफलता में idea, imagination औऱ implementation जैसे core elements शामिल हैं। अगर मैं idea की बात करूं, तो, Vibrant Gujarat एक ऐसा unique concept था, जिसके बारे में भारत में कम ही लोगों ने सुना था। लेकिन समय के साथ मिली सफलता से लोगों को इसका महत्व समझ आया। कुछ समय बाद, दूसरे राज्यों ने भी अपनी तरह के business and investor summits का आयोजन शुरू कर दिया। एक और अहम factor है, imagination। हमने अलग तरीके से सोचने का साहस दिखाया। हम उन दिनों प्रदेश के स्तर पर ही कुछ बहुत बड़ा सोच रहे थे, कुछ ऐसा जो देश के स्तर पर भी नहीं हो पाया हो। हमने एक देश को अपना partner country बनाने का साहस दिखाया, और develop country को। एक छोटा राज्य दुनिया के एक develop country को partner country बना दें ये सोच भी आज थोड़ा लगता होगा उस समय जरा कल्पना कीजिए क्या हुआ होगा? लेकिन कर लिया। देश के किसी अकेले राज्य के लिए यह एक बहुत बड़ी बात थी।

साथियों,

Idea और imagination कितने भी अच्छे हों, लेकिन इनके लिए पूरे सिस्टम को mobilise करना और results deliver करना बहुत महत्वपूर्ण है। ये एक ऐसा काम है, जिसके लिए बड़ी प्लानिंग, capacity building में निवेश, हर detail पर नजर, और अथक परिश्रम की जरूरत होती है। ताकि इस scale का आयोजन हो सके। मैंने पहले भी कहा है, same officers, same resources और same regulations के साथ हमने कुछ ऐसा किया, जिसके बारे में कभी किसी ने सोचा नहीं था।

साथियों,

वाइब्रेंट गुजरात समिट की एक और पहचान नोट करने वाली है। आज Vibrant Gujarat one-time event से एक institution बन गया है, जिसका system और process सरकार के भीतर और सरकार के बाहर साल भर स्वत: चलता रहता है। Chief Ministers बदले, करीब-करीब पुराने leading officers तो सारे के सारे retire हो गए , जो 2001 में पहली बार गुजरात आए होंगे ऐसे अफसर आज गुजरात संभाल रहे हैं। सीनियर हो गए हैं। समय बदला, लेकिन एक चीज नहीं बदली। हर बार Vibrant Gujarat सफलता की नई ऊंचाई तक पहुंचता रहा। ऐसा इसलिए हुआ, क्योंकि हमने processes को संस्थागत बना दिया। इस सफलता की जो consistency है, उसके लिए यही ताकत इसका आधार है। और इसके लिए infrastructure पर भी वेसे ही बल दिया, कहां कभी Tagore Hall में कार्यक्रम होता था, फिर कभी यहां Science City में ही तंबू लगाकर के कार्यक्रम किया था और आज महात्मा मंदिर बन गया।

साथियों,

जिस भावना के साथ हमने Vibrant Gujarat Summit को आगे बढाया, वैसा आमतौर पर हमारे देश में बहुत कम देखने को मिलता है। हम ये summit करते थे तो गुजरात में लेकिन हम इसके जरिए हर राज्य को लाभ पहुंचाना चाहते थे। बहुत कम लोग हैं जो हमारी इस सोच को आज भी समझ पाए हों। वो अपने एक दायरे में सिकुड़कर के बैठे हुए हैं। एक गुजरात का मुख्यमंत्री उस समय देश के मुख्यमंत्रियों को आग्रह करता था कि summit हो रही हैं आप भी अपना झंडा गाडिए, आप भी अपना stall लगाईये, आप भी seminar कीजिए। Vibrant Gujarat Summit में दूसरे राज्यों को भी शामिल होने के लिए अवसर दिया जाता था। हमने राज्यों को invite किया था। आप भी आइए, अपनी शक्ति इसमें लगाइए, फायदा उठाइये। हमने state seminar का आयोजन किया, जिसमें कई राज्य आते थे और Vibrant Summit के दरमियान कहीं पर उड़ीसा का समिट चल रहा है, कहीं तेलुगू समिट चल रहा है, कहीं पर हरियाणा, जम्मू-कश्मीर का समिट चल रहा है। इसके अलावा गुजरात में आयुर्वेद का एक पूरे देश का summit, progressive partner का एक बहुत बड़ा summit, All India Lawyers’ Summit। ऐसे भांति भांति के summit इसका भी ताना बाना हम लगातार बनाते जाते थे। हम गुजरात का विकास भी national vision के तहत कर रहे थे।

20वीं शताब्दी में हमारा गुजरात, हमारी पहचान क्या थी? हम एक trader state के रूप में जाने जाते थे। एक जगह से लेते थे, दूसरी जगह देते थे। बीच में जो भी दलाली मिले उससे गुजारा करते थे। ये हमारी छवि थी। लेकिन 20वी सदी की उस छवि को छोड़कर के 21वीं सदी में गुजरात trade के साथ एक agriculture power house बना, एक financial hub बना और एक industrial aur manufacturing ecosystem के रूप में उसकी एक पहचान बन गई है। इसके अलावा गुजरात की trade-based reputation भी काफी मजबूत हुई है। इन सभी के पीछे Vibrant Gujarat जैसे आयोजनों की सफलता है, जो ideas, innovation और industries के incubator की तरह काम कर रहा है। हमारे पास पिछले 20 वर्षों के, हजारों success stories और case studies हैं। Effective policy making और efficient project implementation से ये संभव हो सकता है। Textile और apparel (अपैरल) industries के investment और employment में अभूतपूर्व बढ़ोतरी हुई है। जिसके कारण हमारा exports भी record बना रहा है। बीते 2 दशकों में हम अलग-अलग sectors में नए मुकाम तक पहुंचे हैं। Automobile sector में 2001 की तुलना में, हमारा निवेश करीब 9 गुना बढ़ा है। हमारे manufacturing output में 12 गुना बढ़ोतरी हुई है। Chemical sector में गुजरात देश और दुनिया की तमाम कंपनियों की पसंद बन गया है। आज भारत की dyes (डाइज) & intermediates manufacturing में गुजरात का योगदान करीब 75 परसेंट है। Agro और food processing industry के निवेश में गुजरात का हिस्सा देश में सबसे अधिक है। आज, गुजरात में 30 हजार से अधिक food processing units काम कर रहे हैं। Pharma sector में गुजरात एक innovation-driven, knowledge-focused pharma industry के रूप में उभर रहा है। Medical devices manufacturing में 50 परसेंट से ज्यादा और cardiac stents manufacturing में करीब 80 परसेंट हिस्सा गुजरात का ही है। Gem and jewellery industry में तो गुजरात की सफलता अद्भुत है। पूरी दुनिया के processed diamonds का 70 परसेंट से ज्यादा हिस्सा गुजरात का है। भारत के diamond exports में गुजरात का योगदान 80 परसेंट है। Ceramic sector की बात करें तो गुजरात का मोरबी क्षेत्र अकेले ही देश के ceramic market में 90 प्रतिशत शेयर रखता है। यहीं पर ceramic tiles, sanitary ware और अलग-अलग ceramic products की करीब 10 हजार manufacturing units हैं। गुजरात भारत में top exporters भी है। पिछले साल राज्य ने करीब $ 2 billion का export किया था। आने वाले समय में defence manufacturing बहुत बड़ा सेक्टर होगा।

साथियों,

हमने Vibrant Gujarat की शुरुआत की तो हमारा intention था कि ये राज्य देश की तरक्की का growth engine बने। समझ आया मैं क्या कह रहा हूं? जब हम यहां काम कर रहे थे तब हमारी कल्पना थी, हमारी सोच थी कि गुजरात देश का growth engine बने, चलिए थोड़े लोगों को समझ आया। देश ने इस परिकल्पना को हकीकत बनते देखा है। 2014 में जब हमें देश की सेवा करने का अवसर दिया, तो हमारा लक्ष्य भी विस्तार हुआ, और हमारा लक्ष्य था कि भारत पूरी दुनिया का growth engine बने। आज अंतर्राष्ट्रीय एजेंसियां, experts इसी सुर में बात कर रहे हैं। आज भारत दुनिया की सबसे तेजी से बढ़ रही अर्थव्यवस्था है। अब हम एक ऐसे मोड़ पर खड़े हैं, जहां भारत global economic powerhouse बनने जा रहा है। अब भारत को दुनिया की और ये मेरी आपको भी गारंटी है। आप अपनी आंखों के सामने देखेंगे, कुछ ही वर्षों में भारत दुनिया की टॉप 3 बड़ी economy में होगा। ये मोदी की गारंटी है। इसलिए मैं यहां मौजूद मेहमानों से, भारत के उद्योग जगत से एक अपील भी करना चाहता हूं। आप सभी ऐसे sector के बारे में सोचें जहां पर भारत अपनी नई संभावना बना सकता हो, या अपनी स्थिति को और बेहतर कर सकता हो। हमें यह भी सोचना होगा कि Vibrant Gujarat कैसे इस मिशन को momentum दे सकता है। जैसे भारत आज दुनिया में sustainability के लिए, उस विषय में आज विश्व का नेतृत्व कर रहा है, lead कर रहा है। हमारे startup ecosystem को कैसे इस summit से ज्यादा से ज्यादा लाभ मिले, हमें ये भी सोचना होगा। आज agritech एक उभरता हुआ क्षेत्र है। Food processing sector का तेजी से विस्तार हो रहा है। श्री-अन्न के बढ़ते उपयोग से हमारा जो millets ह, वो आज दुनिया के बड़े-बड़े भोजन शुभारंभ में डाइनिंग टेबल पर उसकी जगह बन गई है। श्रीअन्न के उपयोग से नए अवसर तैयार हो रहे हैं। Processing, packaging, उसमें बदलाव और global market तक पहुंचने की संभावनाएं बहुत नए मौके लेकर के आई है।

आज के deeply connected world में financial cooperation के institutions की जरूरत तेजी से बढ़ रही है। गुजरात के पास पहले से ही gift city है, जिसकी प्रासंगिकता हर दिन बढ़ रही है। Gift city में हमारे whole of government approach का प्रतिबिंब दिखता है। यहां केंद्र, राज्य और IFSC authority मिलकर काम करते हैं ताकि दुनिया का best regulatory environment तैयार हो। हमें इसे globally competitive financial market place बनाने का प्रयास तेज करना चाहिए। इसके लिए हम अपने large domestic demand का फायदा उठा सकते हैं। Vibrant Gujarat के सामने ये लक्ष्य है कि वो कैसे gift city को और सशक्त करे, ताकि इसकी global presence बढ़े।

साथियों,

Vibrant Gujarat की सफलता की चर्चा के बीच, मैं ये भी कहूंगा कि ये रुकने का समय नहीं है। पिछले 20 वर्षों से अगले 20 वर्ष ज्यादा महत्वपूर्ण हैं। जब Vibrant Gujarat के 40 साल पूरे होंगे, तब भारत अपनी स्वतंत्रता के शताब्दी वर्ष के निकट पहुंचा होगा। यही समय है जब भारत को एक ऐसा roadmap बनाना होगा, जो उसे 2047 तक एक विकसित और आत्मनिर्भर राष्ट्र के रूप में हम उसको दुनिया के सामने प्रस्थापित करें। मुझे विश्वास है, आप सभी भी इस दिशा में जरूर काम करेंगे, जरूर कदम उठाऐंगे, जरूर आगे आएंगे। अभी Vibrant Summit तो जनवरी में होने वाली है। राज्य सरकार और यहां के उद्योग जगत के साथी पूरी ताकत से लगे भी होंगे, लेकिन मेरे लिए खुशी की बात है कि आज जब आपने मुझे बुलाया तो मैं भी 20 साल छोटा हो गया और पुरानी उस यादों में खो गया, उस भयंकर दिवसों से गुजरात को कैसे निकाला है और आज कहां पहुंचा है। जीवन में इससे बड़ा संतोष क्या हो सकता है दोस्तों ? मैं फिर एक बार इस 20 साल को याद करने के लिए गुजरात सरकार को बहुत-बहुत बधाई देता हूं। मुझे आपके बीच आकर के पुराने दिनों को स्मरण करने का अवसर दिया, मैं बहुत-बहुत आभारी हूं, बहुत-बहुत शुभकामनाएं।

PM’s address at 20 Years’ Celebration of Vibrant Gujarat Global Summit

मंच पर विराजमान गुजरात के राज्यपाल आचार्य देवव्रत जी, लोकप्रिय मुख्यमंत्री श्रीमान भूपेंद्र भाई पटेल, संसद में मेरे साथी श्रीमान सी आर पाटिल, गुजरात सरकार के मंत्रीगण, उद्योग जगत के सभी वरिष्ठ साथी, अन्य महानुभाव और यहां उपस्थित सभी मेरे परिवारजन।

20 साल पहले हमने एक छोटा-सा बीज बोया था। आज वो इतना विशाल और वृहद वाइब्रेंट वट वृक्ष बन गया है। Vibrant Gujarat Summit के 20 साल पूरे होने पर आज आपके बीच आकर मुझे बेहद खुशी हो रही है। मुझे याद है, बरसों पहले मैंने एक बार कहा था Vibrant Gujarat ये सिर्फ branding का आयोजन भर नहीं है, बल्कि इससे बढ़कर bonding का आयोजन है। दुनिया के लिए ये सफल summit एक brand हो सकती है, लेकिन मेरे लिए ये एक मजबूत bond का प्रतीक है। ये वो bond है जो मेरे और गुजरात के 7 करोड़ नागरिकों से, उनके सामर्थ्य से जुड़ा है। ये वो bond है, जो मेरे लिए उनके असीम स्नेह पर आधारित है।

साथियों,

आज मुझे स्वामी विवेकानंद जी की भी एक बात याद आ रही है। स्वामी विवेकानंद जी ने कहा था कि हर काम को तीन चरणों से गुजरना पड़ता है। “पहले लोग उसका उपहास उड़ाते हैं, फिर उसका विरोध करते हैं और फिर उसे स्वीकार कर लेते हैं। और खासकर तब, जब वो Idea उस समय से आगे का हो। 20 वर्ष एक लंबा कालखंड होता है। आज की generation के युवा साथियों को पता भी नहीं होगा कि 2001 में आए भीषण भूकंप के बाद गुजरात की स्थिति क्या थी। भूकंप से भी पहले गुजरात लंबे समय तक अकाल की भयंकर स्थिति से जूझ रहा था। इसके बाद जो भूकंप आया, उसमें हजारों लोगों की मौत हो गई। लाखों लोग इससे प्रभावित हुए, उन्हें अपना घर छोड़ना पड़ा। अकाल और भूकंप के अलावा उसी समय गुजरात में एक और बड़ी घटना हुई। माधवपुरा मर्केंटाइल कोऑपरेटिव बैंक collapse हो गया, इसकी वजह से 133 और cooperative bank में ये तूफान छा गया। पूरे गुजरात के आर्थिक जीवन में हाहाकार मचा हुआ था। एक तरह से गुजरात का financial sector संकट में आ गया था। उस समय मैं पहली बार विधायक बना था, मेरे लिए ये भूमिका भी नई थी, शासन चलाने का कोई अनुभव नहीं था। लेकिन चुनौती बहुत बड़ी थी। इसी बीच एक और घटना घट गई। गोधरा की हृदय विदारक घटना हुई और उसके बाद की परिस्थितियों में गुजरात हिंसा की आग में जल उठा। ऐसे विकट हालात की शायद ही किसी ने कल्पना की होगी। मुख्यमंत्री के तौर पर भले उस समय मेरे पास ज्यादा अनुभव नहीं था लेकिन मेरा गुजरात पर, अपने गुजरात के लोगों पर अटूट भरोसा था। हालांकि जो लोग एजेंडा लेकर चलते हैं, वो उस समय भी घटनाओं का अपने तरीके से analysis करने में जुटे हुए थे। ये कहा गया कि गुजरात से युवा, गुजरात से उद्योग, गुजरात से व्यापारी सब बाहर चले जाएंगे, पलायन कर जाएंगे और गुजरात तो ऐसा बर्बाद होगा ऐसा बर्बाद होगा कि देश के लिए बहुत बड़ा बोझ बन जाएगा। दुनिया में गुजरात को बदनाम करने की साजिश रची गई। एक निराशा का माहौल खड़ा करने की कोशिश की गई। कहा गया कि गुजरात कभी भी अपने पैरों पर खड़ा नहीं हो पाएगा। उस संकट में भी मैंने संकल्प लिया कि चाहे परिस्थितियां जैसी भी हों, गुजरात को इससे बाहर निकाल कर ही रहूँगा। हम गुजरात के पुनर्निमाण ही नहीं, बल्कि उसके आगे की भी सोच रहे थे। और इसका एक प्रमुख माध्यम हमने बनाया Vibrant Gujarat Summit को। ये गुजरात का आत्मविश्वास बढ़ाने और उसके जरिए विश्व से आंख से आंख मिलाकर बात करने का ये माध्यम बन गया। ये गुजरात सरकार की निर्णय प्रक्रिया और focused approach को, पूरी दुनिया को दिखाने का एक माध्यम बना। ये गुजरात सहित भारत की औद्योगिक क्षमता को विश्व के समक्ष उजागर करने का माध्यम बना। ये भारत में मौजूद अलग-अलग sectors की असीमित संभावनाओं को दिखाने का माध्यम बना। ये भारत के talent को देश के भीतर उपयोग करने का माध्यम बना। ये भारत की दिव्यता, भव्यता और सांस्कृतिक विरासत को विश्व को दिखाने का एक और माध्यम बन गया। हमने कितनी बारीकी से काम किया उसका उदाहरण Vibrant Gujarat की timing भी है। हमने वाइब्रेंट गुजरात तब किया जब गुजरात में नवरात्रि और गरबा की धूम रहती है। हमने इसे गुजरात के औद्योगिक विकास का पर्व बना दिया।

साथियों,

आज मैं आप सभी को एक और बात याद दिलाना चाहता हूं। 20 साल हो रहे हैं, हर तरह की खट्टी-मीठी बातें याद आना बहुत स्वाभाविक है। आज दुनिया Vibrant Gujarat की सफलता देख रही है। लेकिन Vibrant Gujarat का आयोजन ऐसे माहौल में किया गया, जब तब की केंद्र सरकार भी गुजरात के विकास को लेकर बेरुखी दिखाती थी। मैंने हमेशा ही कहा है कि गुजरात के विकास से देश का विकास। लेकिन उस समय केंद्र सरकार चलाने वाले गुजरात के विकास को भी राजनीति से जोड़कर देखते थे। केंद्र सरकार के मंत्री तब Vibrant Gujarat Summit में आने से मना कर दिया करते थे। व्यक्तिगत रूप से तो मुझे बताते थे कि नहीं नहीं हम जरूर आएंगे, पता नहीं पीछे से डंडा चलता था वो ना कर देते थे। सहयोग तो दूर की बात, वो रोड़े अटकाने में लगे रहते थे। विदेशी investors को धमकाया जाता था कि गुजरात मत जाओ। इतना डराने के बाद भी विदेशी investors गुजरात आए। जबकि यहां गुजरात में उन्हें कोई special incentive नहीं दिया जाता था। वो यहां आते थे, क्योंकि उन्हें यहां good governance, fair governance, policy driven governance, equal system of growth, और transparent सरकार का अनुभव रोजमर्ररा की जिंदगी में आता था। आप कल्पना कर सकते हैं...जब Vibrant Gujarat की शुरुआत की गई थी, तब गुजरात में बड़े-बड़े होटल भी नहीं थे जहां पर इतने सारे विदेशी मेहमानों को रुकवाया जा सके। जब सारे सरकारी गेस्ट हाउस भी भर जाते थे, तो हमारे सामने सवाल होता था कि अब बाकी लोग कहां ठहरेंगे। ऐसी स्थिति में business houses को मैंने कहा भई जरा आपका कोई गेस्ट हाउस वगैरह है तो वो भी छोड़ दीजिए ताकि उनके काम आ जाए। University के गेस्ट हाउस तक का हमने उपयोग किया। उनके गेस्ट हाउस में मेहमानों के रुकने का इंतजाम किया गया। कुछ लोगों को बडौदा भी ठहराना पड़ा।

साथियों,

मुझे याद है, 2009 में जब Vibrant Gujarat का आयोजन किया गया, तब पूरी दुनिया में मंदी का माहौल था, मंदी की चपेट में दुनिया थी। और सब ने मुझे बताया, हमारे अफसर भी मुझे बता रहे थे कि साहब इस बार Vibrant Gujarat स्थगित कर दीजीए, फ्लॉप हो जाएगा, कोई नहीं आएगा। लेकिन मैंने उस समय भी कहा जी नहीं, ये रूकेगा नहीं, ये होगा, अगर विफल होगा तो आलोचना हागी और क्या होगा, लेकिन आदत छुटनी नहीं चाहिए। और तब भी Vibrant Gujarat Summit ने पूरा विश्व मंदी के दौर में था। लेकिन 2009 के Vibrant Gujarat में सफलता का एक और नया अध्याय जुड गया।

साथियों,

Vibrant Gujarat की सफलता, इसकी विकास यात्रा से भी समझी जा सकती है। 2003 में इस समिट से कुछ 100 participants और delegates जुड़े थे। बहुत छोटा सा कार्यक्रम था। आज 40 हज़ार से ज्यादा participants और delegates इस समिट में हिस्सा हिस्सा लेते हैं। 2003 में इस summit में सिर्फ गिनती भर देशों का participation था, आज 135 देश इसमें participate करते हैं। 2003 में इस समिट की शुरुआत में, 30 के आसपास exhibitors आए थे, अब 2 हज़ार से अधिक exhibitors इस समिट में आते हैं।

साथियों,

Vibrant Gujarat की सफलता के पीछे कई specific reasons हैं। इसकी सफलता में idea, imagination औऱ implementation जैसे core elements शामिल हैं। अगर मैं idea की बात करूं, तो, Vibrant Gujarat एक ऐसा unique concept था, जिसके बारे में भारत में कम ही लोगों ने सुना था। लेकिन समय के साथ मिली सफलता से लोगों को इसका महत्व समझ आया। कुछ समय बाद, दूसरे राज्यों ने भी अपनी तरह के business and investor summits का आयोजन शुरू कर दिया। एक और अहम factor है, imagination। हमने अलग तरीके से सोचने का साहस दिखाया। हम उन दिनों प्रदेश के स्तर पर ही कुछ बहुत बड़ा सोच रहे थे, कुछ ऐसा जो देश के स्तर पर भी नहीं हो पाया हो। हमने एक देश को अपना partner country बनाने का साहस दिखाया, और develop country को। एक छोटा राज्य दुनिया के एक develop country को partner country बना दें ये सोच भी आज थोड़ा लगता होगा उस समय जरा कल्पना कीजिए क्या हुआ होगा? लेकिन कर लिया। देश के किसी अकेले राज्य के लिए यह एक बहुत बड़ी बात थी।

साथियों,

Idea और imagination कितने भी अच्छे हों, लेकिन इनके लिए पूरे सिस्टम को mobilise करना और results deliver करना बहुत महत्वपूर्ण है। ये एक ऐसा काम है, जिसके लिए बड़ी प्लानिंग, capacity building में निवेश, हर detail पर नजर, और अथक परिश्रम की जरूरत होती है। ताकि इस scale का आयोजन हो सके। मैंने पहले भी कहा है, same officers, same resources और same regulations के साथ हमने कुछ ऐसा किया, जिसके बारे में कभी किसी ने सोचा नहीं था।

साथियों,

वाइब्रेंट गुजरात समिट की एक और पहचान नोट करने वाली है। आज Vibrant Gujarat one-time event से एक institution बन गया है, जिसका system और process सरकार के भीतर और सरकार के बाहर साल भर स्वत: चलता रहता है। Chief Ministers बदले, करीब-करीब पुराने leading officers तो सारे के सारे retire हो गए , जो 2001 में पहली बार गुजरात आए होंगे ऐसे अफसर आज गुजरात संभाल रहे हैं। सीनियर हो गए हैं। समय बदला, लेकिन एक चीज नहीं बदली। हर बार Vibrant Gujarat सफलता की नई ऊंचाई तक पहुंचता रहा। ऐसा इसलिए हुआ, क्योंकि हमने processes को संस्थागत बना दिया। इस सफलता की जो consistency है, उसके लिए यही ताकत इसका आधार है। और इसके लिए infrastructure पर भी वेसे ही बल दिया, कहां कभी Tagore Hall में कार्यक्रम होता था, फिर कभी यहां Science City में ही तंबू लगाकर के कार्यक्रम किया था और आज महात्मा मंदिर बन गया।

साथियों,

जिस भावना के साथ हमने Vibrant Gujarat Summit को आगे बढाया, वैसा आमतौर पर हमारे देश में बहुत कम देखने को मिलता है। हम ये summit करते थे तो गुजरात में लेकिन हम इसके जरिए हर राज्य को लाभ पहुंचाना चाहते थे। बहुत कम लोग हैं जो हमारी इस सोच को आज भी समझ पाए हों। वो अपने एक दायरे में सिकुड़कर के बैठे हुए हैं। एक गुजरात का मुख्यमंत्री उस समय देश के मुख्यमंत्रियों को आग्रह करता था कि summit हो रही हैं आप भी अपना झंडा गाडिए, आप भी अपना stall लगाईये, आप भी seminar कीजिए। Vibrant Gujarat Summit में दूसरे राज्यों को भी शामिल होने के लिए अवसर दिया जाता था। हमने राज्यों को invite किया था। आप भी आइए, अपनी शक्ति इसमें लगाइए, फायदा उठाइये। हमने state seminar का आयोजन किया, जिसमें कई राज्य आते थे और Vibrant Summit के दरमियान कहीं पर उड़ीसा का समिट चल रहा है, कहीं तेलुगू समिट चल रहा है, कहीं पर हरियाणा, जम्मू-कश्मीर का समिट चल रहा है। इसके अलावा गुजरात में आयुर्वेद का एक पूरे देश का summit, progressive partner का एक बहुत बड़ा summit, All India Lawyers’ Summit। ऐसे भांति भांति के summit इसका भी ताना बाना हम लगातार बनाते जाते थे। हम गुजरात का विकास भी national vision के तहत कर रहे थे।

20वीं शताब्दी में हमारा गुजरात, हमारी पहचान क्या थी? हम एक trader state के रूप में जाने जाते थे। एक जगह से लेते थे, दूसरी जगह देते थे। बीच में जो भी दलाली मिले उससे गुजारा करते थे। ये हमारी छवि थी। लेकिन 20वी सदी की उस छवि को छोड़कर के 21वीं सदी में गुजरात trade के साथ एक agriculture power house बना, एक financial hub बना और एक industrial aur manufacturing ecosystem के रूप में उसकी एक पहचान बन गई है। इसके अलावा गुजरात की trade-based reputation भी काफी मजबूत हुई है। इन सभी के पीछे Vibrant Gujarat जैसे आयोजनों की सफलता है, जो ideas, innovation और industries के incubator की तरह काम कर रहा है। हमारे पास पिछले 20 वर्षों के, हजारों success stories और case studies हैं। Effective policy making और efficient project implementation से ये संभव हो सकता है। Textile और apparel (अपैरल) industries के investment और employment में अभूतपूर्व बढ़ोतरी हुई है। जिसके कारण हमारा exports भी record बना रहा है। बीते 2 दशकों में हम अलग-अलग sectors में नए मुकाम तक पहुंचे हैं। Automobile sector में 2001 की तुलना में, हमारा निवेश करीब 9 गुना बढ़ा है। हमारे manufacturing output में 12 गुना बढ़ोतरी हुई है। Chemical sector में गुजरात देश और दुनिया की तमाम कंपनियों की पसंद बन गया है। आज भारत की dyes (डाइज) & intermediates manufacturing में गुजरात का योगदान करीब 75 परसेंट है। Agro और food processing industry के निवेश में गुजरात का हिस्सा देश में सबसे अधिक है। आज, गुजरात में 30 हजार से अधिक food processing units काम कर रहे हैं। Pharma sector में गुजरात एक innovation-driven, knowledge-focused pharma industry के रूप में उभर रहा है। Medical devices manufacturing में 50 परसेंट से ज्यादा और cardiac stents manufacturing में करीब 80 परसेंट हिस्सा गुजरात का ही है। Gem and jewellery industry में तो गुजरात की सफलता अद्भुत है। पूरी दुनिया के processed diamonds का 70 परसेंट से ज्यादा हिस्सा गुजरात का है। भारत के diamond exports में गुजरात का योगदान 80 परसेंट है। Ceramic sector की बात करें तो गुजरात का मोरबी क्षेत्र अकेले ही देश के ceramic market में 90 प्रतिशत शेयर रखता है। यहीं पर ceramic tiles, sanitary ware और अलग-अलग ceramic products की करीब 10 हजार manufacturing units हैं। गुजरात भारत में top exporters भी है। पिछले साल राज्य ने करीब $ 2 billion का export किया था। आने वाले समय में defence manufacturing बहुत बड़ा सेक्टर होगा।

साथियों,

हमने Vibrant Gujarat की शुरुआत की तो हमारा intention था कि ये राज्य देश की तरक्की का growth engine बने। समझ आया मैं क्या कह रहा हूं? जब हम यहां काम कर रहे थे तब हमारी कल्पना थी, हमारी सोच थी कि गुजरात देश का growth engine बने, चलिए थोड़े लोगों को समझ आया। देश ने इस परिकल्पना को हकीकत बनते देखा है। 2014 में जब हमें देश की सेवा करने का अवसर दिया, तो हमारा लक्ष्य भी विस्तार हुआ, और हमारा लक्ष्य था कि भारत पूरी दुनिया का growth engine बने। आज अंतर्राष्ट्रीय एजेंसियां, experts इसी सुर में बात कर रहे हैं। आज भारत दुनिया की सबसे तेजी से बढ़ रही अर्थव्यवस्था है। अब हम एक ऐसे मोड़ पर खड़े हैं, जहां भारत global economic powerhouse बनने जा रहा है। अब भारत को दुनिया की और ये मेरी आपको भी गारंटी है। आप अपनी आंखों के सामने देखेंगे, कुछ ही वर्षों में भारत दुनिया की टॉप 3 बड़ी economy में होगा। ये मोदी की गारंटी है। इसलिए मैं यहां मौजूद मेहमानों से, भारत के उद्योग जगत से एक अपील भी करना चाहता हूं। आप सभी ऐसे sector के बारे में सोचें जहां पर भारत अपनी नई संभावना बना सकता हो, या अपनी स्थिति को और बेहतर कर सकता हो। हमें यह भी सोचना होगा कि Vibrant Gujarat कैसे इस मिशन को momentum दे सकता है। जैसे भारत आज दुनिया में sustainability के लिए, उस विषय में आज विश्व का नेतृत्व कर रहा है, lead कर रहा है। हमारे startup ecosystem को कैसे इस summit से ज्यादा से ज्यादा लाभ मिले, हमें ये भी सोचना होगा। आज agritech एक उभरता हुआ क्षेत्र है। Food processing sector का तेजी से विस्तार हो रहा है। श्री-अन्न के बढ़ते उपयोग से हमारा जो millets ह, वो आज दुनिया के बड़े-बड़े भोजन शुभारंभ में डाइनिंग टेबल पर उसकी जगह बन गई है। श्रीअन्न के उपयोग से नए अवसर तैयार हो रहे हैं। Processing, packaging, उसमें बदलाव और global market तक पहुंचने की संभावनाएं बहुत नए मौके लेकर के आई है।

आज के deeply connected world में financial cooperation के institutions की जरूरत तेजी से बढ़ रही है। गुजरात के पास पहले से ही gift city है, जिसकी प्रासंगिकता हर दिन बढ़ रही है। Gift city में हमारे whole of government approach का प्रतिबिंब दिखता है। यहां केंद्र, राज्य और IFSC authority मिलकर काम करते हैं ताकि दुनिया का best regulatory environment तैयार हो। हमें इसे globally competitive financial market place बनाने का प्रयास तेज करना चाहिए। इसके लिए हम अपने large domestic demand का फायदा उठा सकते हैं। Vibrant Gujarat के सामने ये लक्ष्य है कि वो कैसे gift city को और सशक्त करे, ताकि इसकी global presence बढ़े।

साथियों,

Vibrant Gujarat की सफलता की चर्चा के बीच, मैं ये भी कहूंगा कि ये रुकने का समय नहीं है। पिछले 20 वर्षों से अगले 20 वर्ष ज्यादा महत्वपूर्ण हैं। जब Vibrant Gujarat के 40 साल पूरे होंगे, तब भारत अपनी स्वतंत्रता के शताब्दी वर्ष के निकट पहुंचा होगा। यही समय है जब भारत को एक ऐसा roadmap बनाना होगा, जो उसे 2047 तक एक विकसित और आत्मनिर्भर राष्ट्र के रूप में हम उसको दुनिया के सामने प्रस्थापित करें। मुझे विश्वास है, आप सभी भी इस दिशा में जरूर काम करेंगे, जरूर कदम उठाऐंगे, जरूर आगे आएंगे। अभी Vibrant Summit तो जनवरी में होने वाली है। राज्य सरकार और यहां के उद्योग जगत के साथी पूरी ताकत से लगे भी होंगे, लेकिन मेरे लिए खुशी की बात है कि आज जब आपने मुझे बुलाया तो मैं भी 20 साल छोटा हो गया और पुरानी उस यादों में खो गया, उस भयंकर दिवसों से गुजरात को कैसे निकाला है और आज कहां पहुंचा है। जीवन में इससे बड़ा संतोष क्या हो सकता है दोस्तों ? मैं फिर एक बार इस 20 साल को याद करने के लिए गुजरात सरकार को बहुत-बहुत बधाई देता हूं। मुझे आपके बीच आकर के पुराने दिनों को स्मरण करने का अवसर दिया, मैं बहुत-बहुत आभारी हूं, बहुत-बहुत शुभकामनाएं।

The Prime Minister, Shri Narendra Modi addressed the programme marking 20 years celebration of the Vibrant Gujarat Global Summit at Science City in Ahmedabad today. The Vibrant Gujarat Global Summit was started 20 years ago on 28 September 2003 under the visionary leadership of the then Chief Minister of Gujarat, Shri Narendra Modi. Over time, it transformed into a truly global event, attaining the status of being one of the premier business summits in India.

Leaders of industry shared their thoughts.

B K Goenka, Chairman of Welspun, recalling the journey of Vibrant Gujarat said that Vibrant Gujarat has become a truly global event. He recalled the vision of the then Chief Minister and current Prime Minister for whom investment promotion was a mission. He said that the event has become a role model for other states. He recalled his experience during the first Vibrant Gujarat when Shri Modi advised him to expand in the Kutch region which was recently devastated by the earthquake. The Prime Minister’s advice, Shri Goenka said, proved historic and with all the support they could start production in a very short span of time. He underlined the vibrancy of the present-day Kutch, a far cry from being just a deserted area and said soon the region will become the hub of green hydrogen for the world. He also remembered the Prime Minister’s optimism in 2009 amidst the global financial crisis and Vibrant Gujarat was a great success in that year also. More than 70 percent MoUs have seen investment in the state, he said.

Takashi Suzuki, Chief Director General, Jetro (South Asia) congratulated the Gujarat Government for the 20th anniversary of Vibrant Gujarat and said that Japan has been the biggest contributor to the Make in India initiative. Speaking about Jetro’s partnership with Gujarat since 2009, Mr Suzuki said that cultural and business linkages with Gujarat have only deepened with time and credited the guidance of Prime Minister Narendra Modi upon whose recommendation, Jetro opened up its project office in Ahmedabad in 2013 to facilitate investments from Japanese companies. He also highlighted country-focused townships in India that have encouraged investments and mentioned that the project office in Gujarat was upgraded to the regional office in 2018. Mr Suzuki informed that Gujarat is home to almost 360 Japanese companies and factories. He also mentioned venturing into future business sectors in India such as semiconductors, green hydrogen, renewable energy and pharmaceutical sectors and informed about inviting a Japanese business delegation focussing on semiconductor electronics in the next Vibrant Gujarat. Mr Suzuki also thanked Prime Minister Modi for his guidance in making India a desirable place for investment.

Mr Lakshmi Mittal, Executive Chairman of ArcelorMittal said that the trend started by Vibrant Gujarat led to such events in other states also making India a favoured destination for global investors. He credited the Prime Minister's vision and efficiency for this. He congratulated the Prime Minister for the G20 which has emerged as a global consensus builder under the leadership of the Prime Minister. Shri Mittal underlined Gujarat’s status as the leading industrial state and how it showcases global competitiveness in an effective way. He briefed about ArcelorMittal projects in the state

Addressing the gathering, the Prime Minister remarked that the seeds sown twenty years ago have taken the form of a magnificent and diverse Vibrant Gujarat. He expressed delight at becoming a part of the 20th-anniversary celebrations of Vibrant Gujarat Summit. Reiterating that Vibrant Gujarat is not merely a branding exercise for the state but an occasion to strengthen the bonding, the Prime Minister emphasized that the summit is a symbol of a solid bond associated with him and the capabilities of 7 crore people of the state. “This bond is based upon the immense love of the people for me”, he added.

He said it is difficult to imagine the condition of Gujarat after the 2001 earthquake. Even before the earthquake, Gujarat was undergoing a long drought. These were compounded by the collapse of Madhavpura Mercantile Cooperative Bank leading to a chain reaction in other cooperative banks also. Shri Modi recalled that it was a new experience for him as he was new in the role in the government at that time. In this scenario, violence erupted in Gujarat in the wake of the heart-rending Godhara incident. Shri Modi said that despite his lack of experience as Chief Minister, he had full confidence in Gujarat and its people. He also recalled agenda-driven doomsayers of the time as a conspiracy to defame Gujarat was pursued.

“I took a pledge that whatever be the circumstances, I will take Gujarat out of this situation. We were not just thinking about reconstruction but were also planning for its future and we made the Vibrant Gujarat Summit one the chief medium for this ”, the Prime Minister said. He highlighted that Vibrant Gujarat had become a medium for uplifting the spirits of the state and engaging with the world. He underlined that the summit became a medium to showcase the decision-making and focused approach of the state government to the world while also bringing to the fore, the industry potential of the country. He further added that Vibrant Gujarat has been effectively used to present countless opportunities in a multitude of sectors, showcase the talent pool of the country, and highlight the nation’s divinity, grandeur and cultural traditions. Speaking about the time of organization of the summit, the Prime Minister mentioned that Vibrant Gujarat became a festival for the industrial development of the state as it is organized during the hustle and bustle of Navratri and Garba.

The Prime Minister remembered the indifference of the then central government towards Gujarat. Despite his dictum of ‘country’s development through the development of Gujarat’, the development of Gujarat was seen from a political prism. Foreign Investors chose Gujarat despite intimidation. This was despite no special incentive. He said the main attraction was good governance, fair and policy-driven governance, and an equal system of growth and transparency.

Recalling the 2009 edition of Vibrant Gujarat when the entire world was going through a recession, the Prime Minister mentioned that as the then Chief Minister of the state, he emphasized going forward and organizing the event. As a result, the Prime Minister underlined that a new chapter of Gujarat’s success was written during the 2009 Vibrant Gujarat Summit.

The Prime Minister explained the success of the Summit through its journey. The 2003 edition attracted only a few hundred participants; today more than 40000 participants and delegates and 135 countries take part in the summit, he informed. The number of exhibitors has also increased from 30 in 2003 to more than 2000 today.

The Prime Minister said that core elements of the success of Vibrant Gujarat are, idea, imagination and implementation. He underlined the audacity of the idea and imagination behind the Vibrant Gujarat and said that it was followed in other states.

“However great the idea may be, it is imperative for them to mobilize the system and deliver results”, the Prime Minister remarked as he noted that this organization of such scale requires intense planning, investments in capacity building, meticulous monitoring and dedication. He reiterated that with Vibrant Gujarat, the state government with the same officers, resources and regulations achieved what was unimaginable for any other government.

The Prime Minister said that today, Vibrant Gujarat has become an institution from a one-time event with an ongoing system and process within and outside government.

The Prime Minister emphasized the spirit of Vibrant Gujarat that aimed to benefit every state of the country. He remembered requesting other states to avail the opportunity that the summit offered.

Noting that the identity of Gujarat in the 20th century was that of trader-based, the Prime Minister informed that the transformation from the 20th to the 21st century led Gujarat to become a powerhouse in agriculture and a financial hub, and the state got its new identity as an industrial and manufacturing ecosystem. He also stated that the trade-based reputation of Gujarat was strengthened. The Prime Minister credited the success of such developments to Vibrant Gujarat which is working as an incubator for ideas, innovation and industries. Referring to the success stories and case studies from the past 20 years that have been made possible with effective policy-making and efficient project implementation, the Prime Minister gave the example of the growth in investments and employment in the textile and apparel industry and also mentioned the record growth in exports. Shri Modi touched upon the automobile sector where investments rose 9 times in comparison to 2001, a 12-time jump in the manufacturing output, a 75 percent contribution in India's dyes and intermediates manufacturing, the highest share in investment in Agro and food processing industry in the country, more than 30,000 operational food processing units, more than 50 percent share in medical devices manufacturing and about 80 percent share in Cardiac Stents manufacturing, processing of more than 70 percent of the world's diamonds, 80 percent contribution to India's diamond exports, and 90 percent share in the ceramic market of the country with about 10 thousand manufacturing units of ceramic tiles, sanitary ware and different ceramic products. Shri Modi also informed that Gujarat is the largest exporter in India with a current transactional value of 2 billion US dollars. “Defense manufacturing will be a very big sector in the coming times”, he added.

The Prime Minister said “When we started Vibrant Gujarat, our intention was that this state should become the growth engine of the country's progress. The country has seen this vision become reality.” He said in 2014’s goal of making India the growth engine of the world is finding resonance among international agencies and experts. “Today India is the fastest growing economy in the world. Now we are standing at a turning point where India is going to become a global economic powerhouse. Now India has to become the third largest economy in the world.”, he said. He asked the industrialists to focus on sectors which will help in giving new possibilities to India. He asked for a discussion of ways of giving momentum to the startup ecosystem, agri-tech, food processing and Shri Anna.

Talking about the growing need for institutions of financial cooperation the Prime Minister commented on the increasing relevance of GiFT City. “GIFT City reflects our Whole of Government approach. Here the Centre, State and IFSC authorities work together to create the best regulatory environment in the world. We should intensify efforts to make it a globally competitive financial marketplace”, he added.

The Prime Minister said that this is not the time to pause. “The next 20 years are more important than the last 20 years. When Vibrant Gujarat completes 40 years, India will not be far away from the centenary of its independence. This is the time when India will have to create a roadmap that will make it a developed and self-reliant nation by 2047”, concluded the Prime Minister expressing the hope that the Summit will move in this direction.
