Stamps government’s commitment to fostering a robust innovation and entrepreneurship ecosystem in India:
Enhance India’s global competitiveness:
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the continuation of its flagship initiative, the Atal Innovation Mission (AIM), under the aegis of NITI Aayog, with an enhanced scope of work and an allocated budget of Rs.2,750 crore for the period till March 31, 2028.
AIM 2.0 is a step towards Viksit Bharat that aims to expand, strengthen, and deepen India’s already vibrant innovation and entrepreneurship ecosystem.
The approval underscores the government’s commitment to fostering a robust innovation and entrepreneurship ecosystem in India. With India at rank 39 on the Global Innovation Index and home to world’s third-largest start-up ecosystem, the next phase of Atal Innovation Mission (AIM 2.0) is expected to further enhance India’s global competitiveness. The continuation of AIM will directly contribute to creating better jobs, innovative products, and high-impact services across sectors.
While building on the accomplishments of AIM 1.0, such as Atal Tinkering Labs (ATL) and Atal Incubation Centers (AIC), AIM 2.0 marks a qualitative shift in the mission’s approach. Whereas AIM 1.0 involved implementing programs that built new innovation infrastructure to strengthen India’s then nascent ecosystem, AIM 2.0 involves piloting new initiatives designed to fill gaps in the ecosystem and scaling successes through central and state governments, industry, academia and community.
AIM 2.0 is designed to strengthen India’s innovation and entrepreneurship ecosystem in three ways: (a) by increasing input (i.e., ushering more innovators and entrepreneurs), (b) by improving the success rate or ‘throughput’ (i.e., helping more startups succeed) and (c) by improving the quality of ‘output’ (i.e., producing better jobs, products and services).
Two programs target increasing input to the ecosystem:
• The Language Inclusive Program of Innovation (LIPI) to build innovation and entrepreneurship ecosystems in India’s 22 scheduled languages for lowering entry barrier confronting innovators, entrepreneurs and investors who don’t speak English. 30 Vernacular Innovation Centers will be established in existing incubators.
• The Frontier Program to create customized templates for the innovation and entrepreneurship ecosystems of Jammu and Kashmir (J&K), Ladakh, the North Eastern states (NE), Aspirational Districts and Blocks where 15% of India’s citizens live. 2500 new ATLs will be created for template development.
Four programs target improving the throughput of the ecosystem:
• The Human Capital Development Program to create a system for producing professionals (managers, teachers, trainers) to build, operate, and maintain India’s innovation and entrepreneurship ecosystem. The pilot will produce 5500 such professionals.
• The DeepTech Reactor to create a research sandbox for testing ways of commercializing research-based deep tech startups that require significantly longer time and deeper investment to get to market. Minimum 1 DeepTech Reactor will be piloted.
• The State Innovation Mission (SIM) to assist states/UTs with building a strong innovation and entrepreneurship ecosystem that focuses on their areas of strength. SIM will be a component of the NITI Aayog’s State Support Mission.
• The International Innovation Collaborations program to take India’s innovation and entrepreneurship ecosystem international. Four areas of intervention are identified: (a) an Annual Global Tinkering Olympiad (b) creation of 10 Bi-lateral, multilateral engagements with advanced nations (c) as a knowledge partner, helping the United Nation’s World Intellectual Property Organization (WIPO) spread the models of AIM and its programs (ATL, AIC) to the countries of the global south, and (d) anchoring the Startup20 Engagement Group of the G20 for India.
Two programs target improving the quality of output (jobs, products, and services):
• The Industrial Accelerator program to increase industry involvement in scaling-up advanced startups. Minimum 10 Industry Accelerators in critical sectors will be created in Public Private Partnership (PPP) mode.
• The Atal Sectoral Innovation Launchpads (ASIL) program to build iDEX-like platforms in central ministries for integrating and procuring from startups in key industry sectors. Minimum 10 launchpads will be built across key ministries.

The Prime Minister in his address to the Nation from the ramparts of the Red Fort on 15th August 2022, had pointed out the importance of Research and Development in our country in the Amrit Kaal. He had given the clarion call of “Jai Anusandhan” on the occasion.
The NEP 2020 has also identified research as a corequisite for outstanding education and development in our country.
The establishment of Anusandhan National Research Foundation by the Government of India was a step in this direction.
In response to the vision of making India Atmanirbhar and Viksitbharat@2047, the Union Cabinet approves One Nation One Subscription scheme to provide country-wide access to international high impact scholarly research articles and journal publications to students, faculty and researchers of all Higher Education Institutions managed by the central government and state governments and Research & Development Institutions of the central government.
The initiative will open a goldmine of knowledge available in top quality scholarly journals to nearly 1.8 crore students, faculty, researchers and scientists of all disciplines, including those in tier 2 and tier 3 cities, thereby encouraging core as well as interdisciplinary research in the country
A total of 30 major international journal publishers have been included in One Nation One Subscription. All of the nearly 13,000 e-journals published by these publishers will now be accessible to more than 6,300 government Higher Education Institutions and central government R&D institutions
Access to journals will be provided through a national subscription coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants Commission (UGC) through an entirely digital process
A total of almost ₹ 6,000 crore has been allocated for One Nation One Subscription for 3 calendar years, 2025, 2026 and 2027 as a new Central Sector Scheme
One Nation One Subscription is a timely step towards establishing India in the global research ecosystem by bringing ease of doing research to the doorstep of all students, faculty and researchers in the government institutions
The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved One Nation One Subscription, a new Central Sector Scheme for providing country-wide access to scholarly research articles and journal publication. The scheme will be administered through a simple, user friendly and fully digital process. This will be a “One Nation One Subscription” facility for the government higher education institutions and R&D laboratories of the central government.
A total of about Rs.6,000 crore has been allocated for One Nation One Subscription for 3 calendar years, 2025, 2026 and 2027 as a new Central Sector Scheme. One Nation One Subscription will build on and further enhance the scope and reach of the range of initiatives undertaken by the Government of India over the past decade in the domains of education, for maximizing access to quality higher education for the youth of India. This will supplement the ANRF initiative to promote research and development and foster a culture of research and innovation throughout government universities, colleges, research institutions, and R&D laboratories.
The benefits of One Nation One Subscription scheme will be provided to all Higher Educational Institutions under the management of the Central or State Government and Research & Development Institutions of the Central Government, through a national subscription coordinated by a central agency, namely the Information and Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants Commission (UGC). This list covers more than 6,300 institutions, translating into nearly 1.8 crore students, faculty and researchers, who will be able to potentially avail benefits of One Nation One Subscription.
This is in line with the goals of Viksitbharat@2047, National Education Policy (NEP) 2020 and Anusandhan National Research Foundation (ANRF). The initiative will expand access to scholarly journals to a vast diaspora of students, faculty, researchers and scientists of all disciplines, including those in tier 2 and tier 3 cities, thereby promoting core as well as interdisciplinary research in the country. The ANRF will periodically review the usage of One Nation One Subscription and publications of Indian authors of these institutions.
The Department of Higher Education will have a unified portal “One Nation One Subscription” through which the institutions will be able to access the journals. The ANRF will periodically review the usage of One Nation One Subscription and publications of Indian authors of these institutions. The DHE and other Ministries having HEIs and R&D Institutions under their management shall be proactively conducting Information, Education and Communication (IEC) campaigns among students, faculty and researchers of these institutions about availability and method of access to One Nation One Subscription, resulting in improved usage of the facility across the country. The State Governments will also be requested to carry out campaigns at their level for maximizing usage of the unique facility by students, faculty and researchers of all government institutions.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved the launching of the National Mission on Natural Farming (NMNF) as a standalone Centrally Sponsored Scheme under the Ministry of Agriculture & Farmers’ Welfare.
The scheme has a total outlay of Rs.2481 crore (Government of India share – Rs.1584 crore; State share – Rs.897 crore) till the 15th Finance Commission (2025-26).
The Government of India has launched the National Mission on Natural Farming (NMNF) to promote natural farming in mission mode across the country as a standalone Centrally Sponsored Scheme under the Ministry of Agriculture & Farmers’ Welfare.
Rooted in the traditional knowledge inherited from their forefathers, farmers will practise Natural Farming (NF) as a chemical free farming which involves local livestock integrated natural farming methods, diversified crop systems, etc. NF follows local agro-ecological principles rooted in local knowledge, location specific technologies and has evolved as per the local agro-ecology.
NMNF aims at promoting NF practices for providing safe & nutritious food for all. The Mission is designed to support farmers to reduce input cost of cultivation and dependency to externally purchased inputs. Natural farming will build & maintain healthy soil ecosystems, promote biodiversity and encourage diverse cropping systems to enhance resilience as suitable to the local agroecology are the benefits of natural farming. NMNF is launched as a shift to scientifically revive and strengthen agriculture practices towards sustainability, climate resilience and healthy food for farmer families and consumers.
In the next two years, NMNF will be implemented in 15,000 clusters in Gram Panchayats, which are willing, & reach 1 crore farmers and initiate Natural Farming (NF) in 7.5 lakh Ha area. Preference will be given to areas having prevalence of practicing NF farmers, SRLM / PACS / FPOs, etc. Further, need-based 10,000 Bio-input Resource Centres (BRCs) will be set-up to provide easy availability and accessibility to ready-to-use NF inputs for farmers.
Under NMNF, around 2000 NF Model Demonstration Farms shall be established at Krishi Vigyan Kendras (KVKs), Agricultural Universities (AUs) and farmers’ fields, and shall be supported by experienced and trained Farmer Master Trainers. The willing farmers will be trained in Model Demonstration Farms on the NF package of practices, preparation of NF inputs, etc. near their villages in KVKs, AUs and practicing NF farmers’ fields. 18.75 lakh trained willing farmers will prepare inputs like Jeevamrit, Beejamrit, etc. by using their livestock or procure from BRCs. 30,000 Krishi Sakhis/ CRPs will be deployed for awareness generation, mobilisation and handholding of willing farmers in the clusters. Natural Farming practices will help farmers to reduce input cost of cultivation and dependency on externally purchased inputs while rejuvenating soil health, fertility & quality and building resilience to climate risks like waterlogging, flood, drought, etc. These practices also reduce health risks from exposure to fertilisers, pesticides, etc. and provide healthy & nutritious food for the farmers’ family. Further, through Natural Farming, a healthy Mother Earth is bequeathed to the future generations. Through improvement of soil carbon content & water use efficiency, there is an increase in soil microorganisms and biodiversity in NF.
Farmers will be provided with an easy simple certification system and dedicated common branding to provide access to market their natural farming produce. Real time geo-tagged & referenced monitoring of NMNF implementation shall be done through an online portal.
Convergence with existing schemes and support structures of Government of India/ State Governments/ National & International Organisations shall be explored for enhancing local livestock population, development of NF Model Demonstration Farms at Central Cattle Breeding Farms/ Regional Fodder Stations, provide market linkages at district/ block/ GP levels through convergence for local farmers’ markets, APMC (Agricultural Produce Market Committee) Mandis, Haats, Depots, etc. Additionally, students will be engaged in NMNF through the RAWE program and dedicated Undergraduate, Postgraduate & Diploma courses on NF.
