PM meets the President of Maldives

Prime Minister Shri Narendra Modi met today with H. E. Dr. Mohamed Muizzu, President of the Republic of Maldives, at the President’s Office in Male. Ahead of the meeting, Prime Minister was received by President Muizzu and accorded a ceremonial welcome at Republic Square. The meeting was marked by warmth and a reaffirmation of the deep-rooted friendship between the two nations.
Prime Minister expressed heartfelt appreciation for the gracious hospitality extended to him and his delegation and conveyed his best wishes on the historic occasion of the 60th anniversary of the independence of Maldives as also on the special occasion of the 60th anniversary of establishment of diplomatic relations between the two nations.

The two leaders reflected on the deep bonds of friendship and trust that have been built over centuries, strengthened by strong people-to-people ties. Both leaders also took stock of the progress in the implementation of the India-Maldives Joint Vision for a ‘Comprehensive Economic and Maritime Security Partnership’, adopted during the State Visit of the President of Maldives to India in October 2024. Prime Minister reiterated India’s commitment to further deepen ties with Maldives in keeping with its “Neighbourhood First’ and Vision MAHASAGAR policies. President Muizzu appreciated India’s commitment of being the First Responder for Maldives when it came to dealing with any crises. The two leaders discussed cooperation in the fields of development partnership, infrastructure support, capacity building, climate action and health. They also called for further strengthening defence and maritime security cooperation and, in this regard, noted the collaboration between the two countries under the Colombo Security Conclave.

The two leaders also reviewed the economic partnership between the two countries. Prime Minister underscored that the proposed Free Trade Agreement and the Bilateral Investment Treaty would open new opportunities for both sides. Noting that the two countries must take advantage of the digital economy, especially to promote tourism, he welcomed the recent understandings on UPI adoption, acceptance of RUPAY card and trade in local currencies. The two leaders highlighted that the close development partnership between the countries was adding new value to the already strong people-to-people ties.
The two leaders noted that, as Global South partners, they would continue to work on issues such as climate change, promotion of renewable energy, disaster risk reduction and weather science in the interests of the planet and its people.
Prime Minister thanked President Muizzu for his strong condemnation of the Pahalgam terror attack, and the solidarity extended to India in the fight against terrorism.
The two leaders witnessed exchange of 6 MOUs in the fields of fisheries and aquaculture, meteorology, digital public infrastructure, UPI, Indian pharmacopoeia and concessional Line of Credit. The new Line of Credit offers Rupees 4850 crores [ approx USD 550 million] in support of infrastructure development and other activities in Maldives. An Amendatory Agreement for the existing LoCs was also exchanged. It reduces Maldives’s annual debt repayment obligations by 40% [from USD 51 million to 29 million]. Both sides also exchanged Terms of Reference of the proposed Free Trade Agreement.
The two leaders also virtually inaugurated a roads and drainage system project in Addu city and 6 High Impact Community Development Projects in other cities. Prime Minister handed over 3,300 social housing units and 72 vehicles for Maldives National Defence Force and Immigration authorities.
Prime Minister also handed over two units of Aarogya Maitri Health Cube [BHISHM] sets to the Government of Maldives. With state-of-the-art medical equipment as part of the cube, it can provide medical aid to 200 casualties with in-built support to sustain a crew of six medical personnel for up to 72 hours.
In keeping with their deep commitment to conserving nature, the two leaders planted mango saplings as part of India’s “Ek Pedh Maa Ke Naam” [Plant for Mother] and Maldives’s “Pledge of 5 million Tree Plantation” campaigns.
Prime Minister reiterated India’s commitment to support Maldives and its people, as per its requirements and priorities, and for the peace, progress and prosperity of the Indian Ocean region.

Prime Minister Shri Narendra Modi and the President of Maldives, H. E. Dr. Mohamed Muizzu, jointly inaugurated today the state-of-the-art Ministry of Defence (MoD) building of Maldives in Male.
Overlooking the Indian Ocean, the eleven-storey building is a symbol of the strong and long-standing defence and security cooperation between the two countries.
The MoD building has been constructed with India’s financial assistance and will contribute towards enhancing the capabilities of the defence and law enforcement authorities of Maldives.

Reflecting the age-old bilateral ties between the two countries, the commemorative stamps depict the Indian boat Uru, a large wooden dhow handcrafted in the historic boatyards of Beypore, Kerala, and the traditional Maldivian fishing boat – Vadhu Dhoni. These boats have been part of the Indian Ocean trade for centuries. The traditional Maldivian fishing boat – Vadhu Dhoni – is used for reef and coastal fishing. It depicts Maldives’s rich maritime heritage and the close bond between island life and the ocean.
India was one of the first countries to establish diplomatic relations with Maldives following its independence in 1965. The commemorative stamps release symbolizes the close and historical ties between the two countries.

Your Excellency राष्ट्रपति जी,
दोनों देशों के delegates,
मीडिया के साथियों,
नमस्कार!
सबसे पहले, सभी भारतवासियों की ओर से, मैं राष्ट्रपति जी और मालदीव के लोगों को स्वतंत्रता के 60 वर्षों की ऐतिहासिक वर्षगांठ पर हार्दिक शुभकामनाएँ देता हूँ।
इस ऐतिहासिक अवसर पर Guest of Honour के रूप में आमंत्रित करने के लिए मैं राष्ट्रपति जी का हृदय से आभार व्यक्त करता हूँ।
इस साल भारत और मालदीव अपने राजनयिक संबंधों के भी 60 साल मना रहे हैं। परन्तु, हमारे संबंधों की जड़ें – इतिहास से भी पुरानी हैं, और समुद्र जितनी गहरी हैं। आज जारी किया गया डाक टिकट, जिसमें दोनों देशों की पारंपरिक नौकाएँ हैं, दर्शाता है कि हम केवल पड़ोसी नहीं हैं, सहयात्री भी हैं।

भारत, मालदीव का सबसे करीबी पड़ोसी है। मालदीव, भारत की “Neighbourhood First” Policy और MAHASAGAR विज़न दोनों में एक अहम स्थान रखता है। भारत को मालदीव का सबसे भरोसेमंद मित्र होने पर भी गर्व है। आपदा हो या महामारी, भारत हमेशा ‘First Responder’ बन कर साथ खड़ा रहा है। Essential commodities उपलब्ध कराने की बात हो, या कोविड के बाद अर्थव्यवस्था को संभालना, भारत ने हमेशा साथ मिलकर काम किया है।

पिछले साल अक्टूबर में, राष्ट्रपति जी की भारत यात्रा के दौरान हमने व्यापक आर्थिक और समुद्री सुरक्षा साझेदारी का विज़न साझा किया था। अब यह reality बन रहा है। और उसी का परिणाम है कि हमारे संबंध नई ऊँचाइयों को छू रहे हैं। कई सारी परियोजनाओं का लोकार्पण संभव हुआ है।
भारत के सहयोग से बनाये गए चार हज़ार सोशल हाउसिंग यूनिट्स, अब मालदीव में कई परिवारों के लिए नयी शुरुआत बनेंगे। नया आशियाना होंगे। Greater Male Connectivity Project, Addu road development project, और redevelop किए जा रहे हनिमाधू अंतरराष्ट्रीय हवाई अड्डे से, यह पूरा क्षेत्र एक महत्वपूर्ण ट्रांजिट और आर्थिक केंद्र बनकर उभरेगा।
जल्दी ही फेरी सिस्टम की शुरुआत से अलग-अलग islands के बीच आवागमन और आसान होगा। उसके बाद islands की बीच दूरी GPS से नही, सिर्फ ferry time से मापी जाएगी!
हमारी development पार्टनरशिप को नयी उड़ान देने के लिए, हमने मालदीव के लिए 565 मिलियन डॉलर, यानि लगभग पांच हज़ार करोड़ रुपये की “लाइन ऑफ क्रेडिट” देने का निर्णय लिया है। यह मालदीव के लोगों की प्राथमिकताओं के अनुरूप, यहाँ के इंफ्रास्ट्रक्चर के विकास से जुड़ी परियोजनाओं के लिए इस्तेमाल में लायी जाएगी।

हमारी आर्थिक साझेदारी को गति देने के लिए हमने कई कदम उठाए हैं। आपसी निवेश को गति देने के लिए हम शीघ्र ही Bilateral Investment Treaty finalise करने की दिशा में काम करेंगे। फ्री ट्रेड एग्रीमेंट पर बातचीत भी शुरू हो गई है। अब हमारा लक्ष्य है – From paperwork to prosperity!
Local currency settlement system से रुपये और रूफिया में सीधे व्यापार कर सकेंगे। जिस रफ़्तार से UPI को मालदीव में बढ़ावा मिल रहा है, इससे tourism और retail, दोनों को ताकत मिलेगी।

रक्षा और सुरक्षा क्षेत्र में आपसी सहयोग, आपसी विश्वास का परिचायक है। रक्षा मंत्रालय की बिल्डिंग, जिसका आज उद्घाटन किया जा रहा है, यह trust की concrete इमारत है। हमारी मजबूत साझेदारी का प्रतीक है।
हमारी साझेदारी अब Weather Science में भी होगी। मौसम चाहे जैसा हो, our friendship will always remain bright and clear!
मालदीव की रक्षा क्षमताओं के विकास में भारत निरंतर सहयोग देता रहेगा। हिंद महासागर क्षेत्र में शांति, स्थिरता और समृद्धि हमारा साझा लक्ष्य है। Colombo Security Conclave में साथ मिलकर हम regional maritime सिक्योरिटी को मजबूत बनायेंगे।
Climate Change हम दोनों के लिए बड़ी चुनौती है। हमने तय किया है कि renewable energy को बढ़ावा देंगे। इस क्षेत्र में भारत अपना अनुभव मालदीव के साथ साझा करेगा।

During his ongoing visit to Male, Prime Minister Shri Narendra Modi today attended the 60th anniversary celebrations of the independence of Maldives as the ‘Guest of Honour’. This is the first time that an Indian Prime Minister is attending the Independence Day celebrations in Maldives. Prime Minister Modi is also the first foreign leader at the level of Head of State or Government to be hosted by President Muizzu.
Prime Minister, accompanied by H.E Dr. Mohammed Muizzu, President of Maldives, witnessed the Independence Day parade at Republic Square. On the occasion, Prime Minister extended warm greetings to the people and government of Maldives. The celebrations showcased a lively parade by the Maldivian National Defence Forces and other local units, along with a string of cultural performances that dwelt on the achievements of Maldives as a modern nation.
Prime Minister thanked President Muizzu and the people of Maldives for their gracious invitation. His participation in the Independence Day celebrations as the ‘Guest of Honor’ marks a milestone in the bilateral ties between the two countries. The year 2025 also marks 60 years of the establishment of diplomatic relations between India and Maldives.
