Prime Minister Shri Narendra Modi laid the foundation stone, inaugurated development works worth around Rs 6,500 crore in Darrang, Assam today. Addressing the gathering on the occasion, the Prime Minister extended heartfelt greetings and congratulations to the people of Darrang and to all the citizens of Assam on this historic day of Assam’s development journey.
The Prime Minister stated that following the success of Operation Sindoor, he visited Assam for the first time yesterday. He attributed the operation’s resounding success to the blessings of Maa Kamakhya and expressed a profound sense of spiritual fulfillment upon setting foot on her sacred land. He also extended greetings to the people on the occasion of Janmasthami being celebrated at Assam. Reiterating his words from ramparts of Red Fort, Shri Modi said that he had presented the idea of ‘Sudarshana-Chakra’ in India’s security strategy. Shri Modi highlighted Mangaldoi as a place where the confluence of culture, historical pride, and hope for the future come together. He noted that this region stands as a central symbol of Assam’s identity. On this land filled with inspiration and valor, the Prime Minister said he felt blessed to have the opportunity to meet and interact with the people.
Recalling that just a few days ago, the nation celebrated the birth anniversary of Bharat Ratna and legendary voice Bhupen Hazarika, Shri Modi shared that he had the opportunity to participate in a grand event held in his honour yesterday. He stated that the dreams envisioned by such great sons of Assam and by our ancestors are now being pursued with full sincerity by their governments at Union and State.
The Prime Minister emphasized that the preservation and promotion of Assam’s cultural heritage, along with its rapid development, have remained key priorities of their governments at Union and State. He remarked that through the joint efforts of the government and the people of Assam, the state is now making a remarkable impact both nationally and globally.
“India is currently the fastest-growing country in the world, and Assam has emerged as one of the fastest-growing states in the nation”, exclaimed the Prime Minister. He recalled that there was a time when Assam lagged behind in development and struggled to keep pace with the rest of the country. However, today, Assam is advancing with a growth rate of nearly 13 percent. Shri Modi described this as a major achievement and credited the success to the hard work of the people of Assam and the joint efforts of the Union & State governments. He expressed happiness that the people of Assam continue to strengthen this partnership. He noted that this is why Chief Minister Himanta Biswa Sarma and his team consistently receive overwhelming public support in every election. The Prime Minister further highlighted that even in the recent panchayat elections, Assam delivered a historic victory and extended its blessings.
Emphasising that their government is working with the vision of making Assam a growth engine of India’s development, the Prime Minister remarked that today’s programme is a part of this very commitment. “Just a short while ago, development projects worth approximately ₹6,500 crore were inaugurated from this very stage,” he said. Shri Modi highlighted that their Union & State governments are developing Assam as one of the most connected states and as a leading healthcare hub. “These projects will further strengthen our resolve,” he added. Shri Modi extended his heartiest congratulations to all of them for the Darrang Medical College and Hospital, the highway, and the ring road.
“Entire nation is moving forward in unity to build a developed India; for the youth, a developed India is not just a dream but also a resolve and the significant role of the North East in fulfilling this national resolve”, highlighted the PM. He pointed out that after Independence, major cities, large economies, and industrial hubs developed primarily in western and southern India, while a vast region and population in eastern India remained behind in the race for development. Shri Modi affirmed that their government is now working to change this situation. “With twenty-five years of the 21st century already passed, the next phase of this century belongs to the East and the Northeast”, declared Shri Modi, asserting that the time has come for Assam and the Northeast to lead India’s growth story.
“Rapid connectivity is essential for the swift development of any region, that is why our government has placed strong focus on enhancing connectivity in the North East”, exclaimed Shri Modi. He highlighted improvements in physical connectivity through road, rail, and air infrastructure, as well as digital connectivity via 5G internet and broadband. These advancements, he noted, have brought greater convenience to the people, made life easier, and facilitated business operations. The Prime Minister added that improved connectivity has made travel more accessible, expanded tourism, and created new employment and livelihood opportunities for the youth of the region.
Underlining that Assam has greatly benefited from the nationwide connectivity campaign, Shri Modi cited a specific example, pointing out that despite six decades of opposition rule in Delhi and decades of governance in Assam, only three bridges were constructed over the Brahmaputra River in 60–65 years. He contrasted this with their government’s performance, noting that within just one decade, six major bridges have been built. He announced the foundation stone laying of the Kurua–Narengi bridge, which will significantly reduce the travel time between Guwahati and Darrang to just a few minutes. The Prime Minister highlighted that this bridge will save both time and money for the common people, make transportation more affordable, reduce travel time, and ease traffic congestion.
Stating that the new ring road will bring significant benefits to the people, the Prime Minister noted that once completed, vehicles heading towards Upper Assam will no longer need to enter the city, easing urban traffic congestion. He highlighted that the ring road will connect five national highways, two state highways, one airport, three railway stations, and one inland water terminal. This will mark the creation of Assam’s first seamless multi-modal connectivity network. Shri Modi affirmed that this is the kind of development being delivered by their governments at Union & State.

Urging citizens to keep one important message in mind during the festive season, the Prime Minister emphasized the need to choose indigenous products, stating that people should buy Made in India items, gift Made in India products, and ensure that shopkeepers also promote and sell Made in India goods. He called upon everyone to be vocal for local, asserting that every effort in this direction will strengthen the nation.
Highlighting that in recent years, significant progress has been made in the healthcare sector, the Prime Minister noted that earlier, hospitals were concentrated in major cities, and seeking treatment there was often expensive. To address this, the government expanded the network of AIIMS and medical colleges to every corner of the country. In Assam specifically, dedicated cancer hospitals have been established. Shri Modi stated that over the past 11 years, the number of medical colleges in India has doubled—matching the total built in the 60–65 years since Independence. He pointed out that in Assam, there were only six medical colleges before 2014, and with the completion of the Darrang Medical College, the state will now have 24. The PM emphasized that the establishment of medical colleges not only improves healthcare infrastructure but also provides more opportunities for youth to become doctors. Due to the earlier shortage of medical seats, many aspiring doctors were unable to pursue their careers. Over the last 11 years, the number of medical seats in the country has more than doubled. The Prime Minister also announced a new target: in the next four to five years, the government aims to add one lakh new medical seats.
Describing Assam as a land of patriots, emphasizing its significant role in defending the nation from foreign invaders and in the sacrifices made during the freedom struggle, the Prime Minister recalled the historic peasant satyagraha of Patharughat, noting its proximity to the present gathering and its enduring legacy. Standing on this sacred land of martyrs, Shri Modi stated that it is necessary to expose another act of opposition. He alleged that the opposition, for its political interests, aligns itself with individuals and ideologies that are anti-India. Referring to Operation Sindoor, he claimed that even during this mission, such tendencies were evident. He remarked that when opposition dispensation was in power, the country suffered from widespread terrorism while the opposition party remained silent. In contrast, he stated that today, under the current government, the Indian Army conducts operations like Sindoor, eliminating terror masterminds across Pakistan. He criticised the opposition for siding with Pakistan’s army instead of India’s, and of promoting the agenda of those who shelter terrorists. He asserted that Pakistan’s falsehoods become the opposition’s narrative, and urged the public to remain vigilant against the opposition parties.
Prime Minister stated that for opposition, the interests of its vote bank have always taken precedence over national interest. He alleged that the opposition has now become a major protector of anti-national elements and infiltrators. He claimed that during its tenure in power, the opposition actively encouraged infiltration and now seeks to permanently settle infiltrators in India. Shri Modi recalled that Mangaldoi once witnessed a major movement to protect Assam’s identity and resist illegal infiltration. However, he asserted that the previous opposition-led government punished the people for this resistance and retaliated by allowing illegal encroachments on land. He accused the opposition of enabling encroachments on places of faith and on lands belonging to farmers and tribal communities.
The Prime Minister stated that after the formation of their alliance government, these conditions are being reversed. He highlighted that under the leadership of Chief Minister Himanta Biswa Sarma, lakhs of bighas of land have been freed from infiltrators in Assam, including significant recoveries in Darrang district. Shri Modi mentioned that the Gorukhuti area, once under the control of infiltrators during the opposition’s rule, has now been reclaimed. The reclaimed land is now home to the Gorukhuti Agricultural Project, where local youth are working as ‘Krishi Sainiks’ and cultivating crops such as mustard, maize, urad, sesame, and pumpkin. The Prime Minister further added that the land once occupied by infiltrators has now become a new hub of agricultural development in Assam.
Affirming that their government will not allow infiltrators to seize control over the nation’s resources and assets, the Prime Minister stated that the rights of India’s farmers, youth, and tribal communities will not be compromised under any circumstances. He expressed concern over the atrocities committed by infiltrators against mothers, sisters, and daughters, declaring that such acts will not be tolerated. Shri Modi warned of ongoing conspiracies to alter the demographic composition of border regions through infiltration, describing it as a grave threat to national security. In response, he announced the launch of a nationwide Demography Mission. He reiterated their commitment to protecting the country from infiltrators and ensuring their complete removal from Indian soil.
Emphasising the collective responsibility to preserve Assam’s rich heritage and accelerate its development, the Prime Minister stated that to achieve this, coordinated efforts are essential. He concluded by reiterating the vision of transforming Assam and the North East into a driving force of a developed India.

In Darrang, Prime Minister laid the foundation stone of multiple projects. The projects include Darrang Medical College & Hospital and GNM School and B.Sc. Nursing College, strengthening medical education and healthcare delivery in the region; Guwahati Ring Road Project that will enhance urban mobility, decongest traffic, and improve connectivity in and around the capital city; and Kuruwa–Narengi Bridge over River Brahmaputra improving connectivity and promoting socio-economic development in the region.

We have been dependent on foreign countries for these things. We import huge quantities of crude oil and gas from foreign countries and in return India has to pay crores of rupees to other countries every year. Our money creates jobs abroad, increases the income of people there. This situation needed to be changed. That is why India has embarked on the path of becoming self-reliant for its energy needs.

In these changing times, India needs more fuels as an alternative to oil and gas. One such alternative is ethanol. Today, a plant to make ethanol from bamboo has been inaugurated here. This will be of great benefit to the farmers of Assam, my tribal brothers and sisters and their families.

Arrangements are also being made for the bamboo required to run the bio-ethanol plant. The government will provide assistance to the farmers here to cultivate bamboo and will also purchase bamboo. Small units related to bamboo chipping will be set up here. Every year approximately Rs 200 crore will be spent in this sector. Thousands of people here will benefit from this one plant.

Today we are going to make ethanol from bamboo. But you should not forget those days when the Congress government used to put people in jail for cutting bamboo; there was a ban on cutting the bamboo which is a part of the daily life of our tribals. Our government has lifted the ban on bamboo cutting and today this decision is greatly benefiting the people of the North East.

All of you use a lot of things made of plastic in your daily life. We need a lot of things like plastic buckets, mugs, balls, chairs, tables, packaging material, etc. on a daily basis. You know, the material needed to make all this is poly-propylene. It is difficult to imagine today’s life without poly-propylene. Carpets, ropes, bags, fibers, masks, medical kits, textiles and so many other things are made from this. It is used in vehicles, in making medical and agricultural equipment. Today, Assam will get the gift of this modern poly-propylene plant, you will get it. The foundation of Make in Assam, Make in India is going to be strengthened by this plant. Other manufacturing industries will also get a boost here.

Assam tea was not that popular during the times of slavery, but within no time, the soil of Assam and the people of Assam made Assam tea a global brand. Now a new era has come, India needs two things to become self-reliant, one is energy and the other is semiconductor and Assam is playing a very big role in this.

But as long as Congress governments were in power, the pace of development remained slow and the heritage also remained in crisis. BJP is making Assam a state rich in development and heritage. It is our government which gave the status of classical language to the Assamese language. We are liberating your lands from infiltrators. Our government is giving land leases to those tribal families who do not have land and are in need. I would also like to praise the Assam government for Mission Basundhara. Under this, land leases have been given to lakhs of families. The land rights of the Ahom, Koch Rajbongshi and Gorkha communities have been recognised in certain tribal areas and they have been included in the list of protected classes. BJP is fully committed to correcting the historical injustice done to the tribal society.

The BJP government has only one mantra for development, that mantra is- नागरिक देवो भव:, नागरिक देवो भव:। That is, the citizens of the country should not face any inconvenience and they should not have to wander here and there for small needs. But BJP emphasizes on satisfaction, not appeasement. We are working with the intention that no poor person, no area should be left behind. Today in Assam, the work of constructing concrete houses for the poor is also progressing rapidly, so far more than 20 lakh concrete houses have been provided to the poor in Assam. With an aim at promoting clean energy and reducing dependence on fossil fuels, the Prime Minister Shri Narendra Modi inaugurated the Assam Bioethanol Plant and laid foundation stone for polypropylene plant at Numaligarh Refinery Limited (NRL) at Golaghat in Assam today. Addressing the gathering on the occasion, Prime Minister extended heartfelt greetings to all citizens and the people of Assam on the occasion of Sharodiya Durga Puja. He acknowledged the significance of the birth anniversary of the great spiritual figure Srimanta Sankardev and paid respectful tribute to the revered Gurujanas.
Prime Minister remarked that he has been in the Northeast for the past two days and every time he visits the region, he receives extraordinary affection and blessings. He highlighted the unique warmth and sense of belonging he experiences in this part of Assam and expressed gratitude to the people.
Shri Modi stated that today marks a significant milestone in the journey towards a developed Assam and a developed India. He announced that projects worth approximately ₹18,000 crore have been allocated to Assam. He noted that earlier in the day, he was in Darrang where he laid the foundation stones for connectivity and health-related projects. He further added that in the current location, he has inaugurated and laid the foundation for energy security-related projects, which will further strengthen Assam’s path to development.
Highlighting that Assam is a land that strengthens India’s energy capabilities, the Prime Minister remarked that the petroleum products originating from Assam contribute significantly to the nation’s development. He stated that their government is committed to elevating this strength to new heights. Shri Modi informed that prior to arriving at the current venue, he attended another programme nearby where he inaugurated a modern plant that produces bio-ethanol from bamboo, describing it as a matter of great pride for Assam. Alongside the inauguration of the ethanol plant, he also laid the foundation stone for a polypropylene plant. He emphasized that these projects would boost industrial growth in Assam, accelerate the state’s development, and create new opportunities for farmers and youth and extended his congratulations to all for these initiatives.

He highlighted that India has long been dependent on foreign sources for these energy needs, importing large quantities of crude oil and gas. As a result, the nation has had to pay lakhs of crores of rupees annually to other countries, which in turn boosts employment and income abroad. Shri Modi emphasized that this situation needed to be changed. He affirmed that India has now embarked on the path of becoming self-reliant in meeting its energy requirements.
Noting that India is simultaneously working on discovering new reserves of crude oil and gas within the country while also enhancing its green energy capabilities, Shri Modi recalled his announcement from the Red Fort regarding the ‘Samudra Manthan’ initiative. He highlighted expert assessments suggesting that India’s seas may hold substantial reserves of oil and gas. To ensure these resources are harnessed for national development, the Prime Minister also mentioned the launch of the National Deepwater Exploration Mission.

Stating that arrangements are being made to ensure a steady supply of bamboo for operating the bio-ethanol plant, Shri Modi highlighted that the government will support local farmers in cultivating bamboo and will also procure it directly. He informed that small units related to bamboo chipping will be established in the region. The Prime Minister announced that approximately ₹200 crore will be spent annually in this sector. He emphasized that this single plant will benefit thousands of people in the area.
Underlining that India is now producing ethanol from bamboo, the Prime Minister reminded the public of the earlier times when, under the opposition-led government, cutting bamboo could lead to imprisonment. He emphasized that bamboo, an integral part of daily life for tribal communities, was subject to restrictions. Shri Modi highlighted that the current government removed the ban on bamboo cutting, and this decision is now delivering substantial benefits to the people of the Northeast.
Remarking that people use a wide range of plastic items in their daily lives, such as buckets, mugs, boxes, chairs, tables, and packaging materials, the Prime Minister explained that all these products require polypropylene, without which modern life is difficult to imagine. He highlighted that polypropylene is used to manufacture carpets, ropes, bags, fibers, masks, medical kits, and textiles, and also plays a vital role in the automotive sector as well as in producing medical and agricultural equipment. Shri Modi announced that Assam has received the gift of a modern polypropylene plant. He stated that this plant will strengthen the foundation of ‘Make in Assam’ and ‘Make in India’ and will also boost other manufacturing industries in the region.
Shri Modi remarked that just as Assam is known for its traditional Gamosa and its renowned Eri and Muga silk, the state’s identity will now also include textiles made from polypropylene.
Underscoring that the nation is demonstrating exceptional commitment towards the Aatmanirbhar Bharat campaign, and Assam is one of its key centres, Shri Modi expressed strong confidence in Assam’s capabilities and said that the state has been chosen for a major national initiative—the Semiconductor Mission. He explained that his trust in Assam stems from its proven potential, citing how Assam Tea, once relatively unknown during colonial times, was transformed into a global brand by the land and people of Assam. The PM emphasized that in this new era, India’s self-reliance depends on two critical sectors: energy and semiconductors, and Assam is playing a vital role in both.
Prime Minister said that from bank cards and mobile phones to cars, aircraft, and space missions, the core of every electronic device lies in a small electronic chip. He emphasized that if India aims to manufacture these products domestically, it must also produce its own chips. To achieve this, India has launched the Semiconductor Mission, with Assam serving as a major foundation for this initiative. Shri Modi highlighted that a semiconductor factory is rapidly being constructed in Morigaon, with an investment of ₹27,000 crore. He stated that this is a matter of great pride for Assam.
Prime Minister Shri Narendra Modi remarked that the opposition governed the country for a long time and held power in Assam for several decades. He stated that during those years, the pace of development remained slow and Assam’s cultural heritage faced challenges. He highlighted that their governments at the Union and state is now empowering Assam’s traditional identity while also integrating it with a modern profile. Shri Modi criticised the opposition for bringing separatism, violence, and disputes to Assam and the North East, whereas their party is transforming Assam into a state enriched with development and heritage. The Prime Minister affirmed that it is the current government that granted classical language status to the Assamese language. He expressed satisfaction that the Assam government is swiftly implementing the new National Education Policy and actively promoting education in local languages.
Shri Modi further stated that the opposition failed to give due recognition to the great sons of the North East and Assam. He highlighted that this land has produced valiant warriors like Veer Lachit Borphukan, yet the opposition never accorded him the honour he truly deserved. The Prime Minister affirmed that the current government has given rightful respect to Lachit Borphukan’s legacy. He informed that his 400th birth anniversary was celebrated at the national level and his biography has been published in 23 languages. He also mentioned that he had the opportunity to unveil a grand statue of Lachit Borphukan in Jorhat. The Prime Minister concluded by stating that those whom the opposition neglected are now being brought to the forefront by the present government.
Mentioning that the historic Rang Ghar in Sivasagar had long remained neglected, and the current government has undertaken its renovation, the Prime Minister highlighted that the government is working to transform Batadrava, the birthplace of Srimanta Sankardev, into a world-class tourism centre. Drawing parallels with the development of the Kashi Vishwanath Dham complex in Varanasi and the Mahakal Mahalok in Ujjain, the Prime Minister announced that a Maa Kamakhya Corridor is also being developed in Assam.

He remarked that this initiative is not only benefiting Assam’s heritage but also expanding the scope of tourism in the state. The Prime Minister emphasized that as tourism grows in Assam, it will generate greater employment opportunities for the youth.
Prime Minister stated that amidst the ongoing development efforts, Assam faces a growing challenge—illegal infiltration. He remarked that during the tenure of the opposition government, infiltrators were allotted land and illegal encroachments were protected. He alleged that in pursuit of vote-bank politics, the opposition disrupted Assam’s demographic balance. Shri Modi affirmed that their government, in collaboration with the people of Assam, is actively addressing this issue. He highlighted that the government is reclaiming land from infiltrators and allocating land pattas to tribal families in need. He praised the Assam government for Mission Basundhara, under which lakhs of families have already received land pattas. He further stated that land rights of the Ahom, Koch Rajbongshi, and Gorkha communities have been recognized in certain tribal areas, and they have been included in the list of protected classes. The Prime Minister emphasized that their party is fully committed to correcting the historical injustices faced by tribal communities.
“Our government’s development mantra is “Nagrik Devo Bhava”, meaning citizens should not face inconvenience or be forced to run around for basic needs”, stated the PM. He remarked that under the long rule of the opposition, the poor were neglected and denied their rights, as governance was driven by appeasement of select groups for electoral gain. In contrast, Shri Modi affirmed that their party focuses on satisfaction, not appeasement, ensuring that no poor person or region is left behind. He highlighted that the construction of permanent houses for the poor in Assam is progressing rapidly, with over 20 lakh houses already provided. He further noted that the initiative to supply tap water to every household in Assam is also advancing at a fast pace.
Highlighting that the welfare schemes of their government are directly benefiting the brothers and sisters working in Assam’s tea gardens, Shri Modi emphasized that the well-being of tea garden workers is a top priority for the government. He highlighted that women and children working in tea gardens are receiving targeted support, with special focus on women’s health and children’s education. The Prime Minister noted that the government is actively implementing schemes to reduce maternal and infant mortality rates in the region. He remarked that during the opposition’s tenure, tea garden workers were left at the mercy of tea company managements. In contrast, their government is addressing their housing needs, ensuring electricity and water connections, and prioritizing their health. He affirmed that crores of rupees are being invested in these welfare initiatives.
“A new era of development has begun in Assam and Assam is poised to become a major centre for trade and tourism”, exclaimed the Prime Minister. He concluded by affirming the collective resolve to build a developed Assam and a developed India by once again extending his best wishes to all for the development projects.

At Numaligarh in Golaghat, Prime Minister inaugurated the Assam Bioethanol Plant at Numaligarh Refinery Limited (NRL) aimed at promoting clean energy and reducing dependence on fossil fuels.
He also laid the foundation stone of the Polypropylene Plant at Numaligarh Refinery Limited (NRL) adding significant value to Assam’s petrochemical sector. It will also generate employment opportunities and lead to overall socio economic development of the region.
