Governor of West Bengal, Shri C V Ananda Bose, Union Ministers, Shri Ashwini Vaishnav, Shri Shantanu Thakur, Shri Sukanta Majumdar were present among other dignitaries at the event.

Background

Prime Minister visited Malda Town Railway Station, where he flagged off India’s first Vande Bharat Sleeper Train between Howrah and Guwahati (Kamakhya). He also virtually flagged off the Guwahati (Kamakhya)–Howrah Vande Bharat Sleeper Train. Developed to meet the growing transportation needs of modern India, the fully air-conditioned Vande Bharat Sleeper train is set to offer passengers an airline-like travel experience at economical fares. It will make long-distance journeys faster, safer, and more convenient. By significantly reducing travel time by around 2.5 hours on the Howrah–Guwahati (Kamakhya) route, the train will also give a major boost to religious travel and tourism.

Prime Minister laid the foundation stone of four major railway projects in West Bengal, including the new rail line between Balurghat and Hili, next-generation freight maintenance facilities at New Jalpaiguri, upgradation of the Siliguri Loco Shed, and modernization of Vande Bharat train maintenance facilities in Jalpaiguri district. These projects will strengthen passenger and freight operations, improve logistics efficiency in North Bengal, and generate employment opportunities in the region.

Prime Minister dedicated to the Nation the electrification of rail lines between New Coochbehar–Bamanhat and New Coochbehar–Boxirhat, enabling faster, cleaner and more energy-efficient train operations.

Prime Minister further virtually flagged off 4 New Amrit Bharat Express trains  – New Jalpaiguri- Nagercoil Amrit Bharat Express; New Jalpaiguri- Tiruchirappalli Amrit Bharat Express; Alipurduar – SMVT Bengaluru Amrit Bharat Express; Alipurduar – Mumbai (Panvel) Amrit Bharat Express. This will enhance affordable and reliable long-distance rail connectivity. These services will support the mobility needs of common citizens, students, migrant workers and traders, while strengthening inter-state economic and social linkages.

Prime Minister also flagged off two new train services equipped with LHB coaches – Radhikapur –  SMVT Bengaluru Express; Balurghat – SMVT Bengaluru Express. These trains will provide the region’s youth, students, and IT professionals with direct, safe, and comfortable travel connectivity to major IT and employment hubs such as Bengaluru.

Prime Minister laid the foundation stone for the rehabilitation and four-laning of the Dhupguri–Falakata section of National Highway-31D, a key road project that will improve regional road connectivity and facilitate smoother movement of passengers and goods in North Bengal.

These projects will play a vital role in building modern infrastructure creation and improved connectivity, strengthening the Eastern and North-Eastern regions as key growth engines of the Nation.

Governor of West Bengal, Shri C.V. Ananda Bose ji; my colleague in the Union Cabinet, Ashwini Vaishnaw ji, Shantanu Thakur ji, Sukanta Majumdar ji; Leader of the Opposition in West Bengal, Suvendu Adhikari ji; my colleagues in Parliament, Shamik Bhattacharya ji, Khagen Murmu ji, Kartik Chandra Paul ji; other representatives, ladies, and gentlemen.

Today, the campaign to accelerate West Bengal’s progress from Malda has gained even more momentum. A short while ago, several projects related to the development of West Bengal were either inaugurated or had their foundation stones laid. New rail services have been gifted to West Bengal. These projects will make travel easier for the people here and will also simplify trade and business. The facilities created here for train maintenance will provide new opportunities for the youth of Bengal.

Friends,

From this holy land of Bengal, another major step has been taken today toward the modernization of Indian Railways. Today marks the commencement of Vande Bharat Sleeper trains in India. These new Vande Bharat Sleeper trains will make the long journeys of our countrymen more comfortable, grand, and memorable. What should the trains of a “Developed India” (Viksit Bharat) look like? It is clearly visible in this Vande Bharat Sleeper train. A little while ago at Malda station, I was talking to some passengers; everyone was saying that sitting in this train gave them a wonderful sense of joy. We used to look at photos and videos of foreign trains and wish that such trains existed in India. Today, we are seeing that dream turn into reality. I have noticed lately that foreigners are making videos of India’s metros and trains to tell the world about the revolution taking place in Indian Railways. This Vande Bharat train is ‘Made in India’; the sweat of us Indians has gone into making it. This first Vande Bharat Sleeper train of the country connects the land of Maa Kali with the land of Maa Kamakhya. In the coming times, this modern train will be expanded across the entire country. I congratulate Bengal, Assam, and the whole country very much for this modern sleeper train.

Friends,

Today, Indian Railways is undergoing a phase of transformation. Railways are being electrified, and railway stations are becoming modern. Today, more than 150 Vande Bharat trains are running across the country, including West Bengal. Along with this, a complete network of modern and high-speed trains is being built, and its biggest beneficiaries are the poor and middle-class families of Bengal.

Friends,

Today, Bengal has received four more modern Amrit Bharat Express trains: New Jalpaiguri – Nagercoil Amrit Bharat Express, New Jalpaiguri – Tiruchirappalli Amrit Bharat Express, Alipurduar – Bengaluru Amrit Bharat Express and Alipurduar – Mumbai Amrit Bharat Express. This will further strengthen the connectivity of Bengal, especially North Bengal, with South and West India. This is particularly for those passengers who come from different parts of the country to visit Bengal and Eastern India—those who come for the darshan of Ganga Sagar, Dakshineswar, and Kalighat. These Amrit Bharat Express trains will make the journey easier for those traveling from here to Tamil Nadu and Maharashtra.

Friends,

Today, while Indian Railways is becoming modern, it is also becoming self-reliant (Aatmanirbhar). India’s rail engines, rail coaches, and metro coaches are becoming the identity of India’s technology. Today, we are manufacturing more locomotives than America and Europe. We export passenger trains and metro train coaches to many countries around the world. All of this significantly benefits our economy and provides employment to our youth.

Friends,

Connecting India is our priority; reducing distances is our mission, and this is evident in today’s program as well. Once again, my best wishes to all of you for these projects. Thank you very much. I have to attend a very large program nearby where many people are waiting; the things I haven’t mentioned here, I will explain in detail there, and the media’s attention will also be more on that speech. Thank you very much.

Prime Minister Shri Narendra Modi addresses the Bagurumba Dwhou 2026, a historic cultural event celebrating the rich heritage of the Bodo community at Sarusajai Stadium, Guwahati. Speaking on the occasion, Prime Minister remarked that it has been his privilege to witness Assam’s culture and closely observe the traditions of the Bodo community. Highlighting that no Prime Minister has visited Assam as frequently as he has, Shri Modi emphasised his constant wish that Assam’s art and culture receive a larger platform and gain recognition across the nation and the world through grand celebrations. He noted that continuous efforts have been made in this direction, citing large-scale Bihu festivities, the expression of Jhumoir Binondini, the grand Bodo Mahotsav held in New Delhi one and a quarter years ago, and other cultural programs. The Prime Minister underlined that he never misses an opportunity to experience the unique joy of Assam’s art and culture. He stated that once again, the Bagurumba festival is being organized, describing it as a vibrant celebration of Bodo identity and a tribute to Assam’s heritage. Shri Modi extended his best wishes and congratulations to all those associated with the event, especially the artists.

Prime Minister stated that Bagurumba Dwhou is not merely a festival but a medium to honor the great Bodo tradition and to remember the eminent personalities of the Bodo society. He recalled names such as Bodofa Upendra Nath Brahma, Gurudev Kalicharan Brahma, Rupnath Brahma, Satish Chandra Basumatary, Moradam Brahma, and Kanakeswar Narzary, noting their contributions to social reform, cultural renaissance, and political awakening. The Prime Minister paid respectful tribute to all such great figures of the Bodo community. He emphasized that their party considers Assam’s culture as the pride of the entire nation, and that India’s history is incomplete without Assam’s past and heritage. Shri Modi highlighted that under their government, grand festivals like Bagurumba Dwhou are organized, Bihu has been given national recognition, and efforts have led to Charaideo Moidam being included in UNESCO’s World Heritage list. He remarked that the Assamese language has been accorded classical status, and the Bodo language has been recognized as an associate official language of Assam, with a separate directorate established to strengthen education in Bodo. PM Modi underlined that due to this commitment, Bathou Dharma has been accorded full respect and recognition, and Bathou Puja has been declared a state holiday. He pointed out that it is under their government that a grand statue of warrior Lachit Borphukan has been installed and the statue of Bodofa Upendra Nath Brahma unveiled. He added that the traditions of devotion and social harmony of Srimanta Sankardeva and the art and consciousness of Jyoti Prasad Agarwala are honored as part of Assam’s heritage. The Prime Minister noted that it is Jyoti Prasad Agarwala’s death anniversary today and offered his tribute.

Expressing his emotions on visiting Assam, Shri Modi said he feels deeply moved seeing how far the state has progressed. He recalled that there was a time when bloodshed was frequent, but today the colors of culture shine; a time when gunfire echoed, but now the melodious sounds of Kham and Sifung prevail; a time when curfew brought silence, but now music resonates; a time of unrest and instability, but now Bagurumba’s captivating performances are being held. PM Modi stressed that such a grand celebration is not only Assam’s achievement but India’s achievement, and every citizen of the country is proud of Assam’s transformation.

Prime Minister expressed satisfaction that the people of Assam and his Bodo brothers and sisters placed their trust in him. He remarked that their governments  at Union and state were entrusted with the responsibility of peace and development, and with the blessings of the people, that responsibility has been fulfilled. Shri Modi highlighted that the 2020 Bodo Peace Accord brought an end to decades of conflict, restored trust, and enabled thousands of youth to abandon violence and join the mainstream. He noted that after the accord, new opportunities in education and development emerged in the Bodo region, and peace became a part of everyday life, with the people’s efforts playing the most significant role.

Underlining that Assam’s peace, development, and pride center around its youth, who have chosen the path of peace, Shri Modi emphasised that it must be carried forward to a bright future. He stated that since the peace accord, the government has been continuously working for the development of Bodoland, accelerating the rehabilitation process, and providing thousands of youth with crores of rupees in financial assistance to help them begin anew.

Emphasising hat the results of their government’s efforts are visible today, Prime Minister highlighted that talented Bodo youth becoming cultural ambassadors of Assam, excelling in sports, dreaming with new confidence, fulfilling those dreams, and driving Assam’s progress.

Shri Modi remarked that whenever Assam’s art, culture, and identity are honored, some people feel troubled. Asking who does not appreciate Assam’s honor, Shri Modi pointed out that it was the Opposition party that opposed conferring the Bharat Ratna on Bhupen Hazarika, and it was they who opposed the semiconductor unit in Assam. Shri Modi added that even today, when he wears something connected to Assam’s culture, it is the opposition that mocks it.

PM Modi asserted that Assam and Bodoland remained cut off from the mainstream for decades due to opposition alone. He said they created instability in Assam for its political gains and pushed the state into the fire of violence. He recalled that after independence, Assam faced challenges, but instead of finding solutions, the then ruling dispensation exploited those problems for political benefit. Criticising the opposition party, Shri Modi stressed that when trust was needed, they sowed division; when dialogue was needed, they neglected it and closed the doors of communication. He highlighted that the voice of Bodoland was never properly heard. He stated that when Assam needed healing and service, they instead opened the doors for infiltrators and focused on welcoming them.

Shri Modi asserted that the opposition party does not consider the people of Assam its own, preferring foreign infiltrators who become its loyal vote bank. He remarked that under the opposition’s rule, infiltrators kept coming, occupied lakhs of bighas of land, and were aided by governments. PM Modi expressed happiness that today, under the leadership of Shri Himanta Biswa Sarma, the government is freeing lakhs of bighas of land from infiltrators and restoring it to the rightful people of Assam. He highlighted that the opposition always looked at Assam and the entire Northeast with neglect, never considering its development important, and deliberately pushed the region into difficulties.

The Prime Minister emphasized that cleaning up the sins of opposition is being done by their governments at Union and state, and the pace of development visible today is proof. He noted the formation of the Bodo-Kachari Welfare Autonomous Council, the allocation of a special development package of ₹1500 crore for Bodoland, the establishment of a medical college and hospital in Kokrajhar, and the acceleration of construction of a medical college in Tamulpur. He added that nursing colleges and paramedical institutions are creating new opportunities for youth, while polytechnic and training institutes have been set up in Gobardhana, Parbatjhora, and Horisinga.

Shri Modi underlined that a separate Welfare Department and Bodoland Administrative Staff College have also been established, enabling better policy-making for the welfare of the Bodo community. He remarked that their government has bridged distances—between hearts, between Assam and Delhi, and within Assam itself through improved infrastructure. Areas once difficult to reach now have highways, and new roads are opening opportunities. He cited the Bishmuri-Saralpara road project connecting Kokrajhar to the Bhutan border, with crores allocated, and the proposed Kokrajhar–Gelephu rail project, declared a special railway project and made part of the Act East Policy, which will boost trade and tourism.

The Prime Minister stressed that when society remains connected to its roots, when dialogue and trust are strong, and when equal opportunities reach all sections, positive change becomes visible. He said Assam and Bodoland are progressing in this direction, with Assam’s confidence, capability, and progress adding new strength to India’s growth story. PM Modi highlighted that Assam is establishing itself among the fastest-growing states, its economy gaining momentum, and Bodoland and its people playing a crucial role in this transformation. He once again extended his best wishes to all for the day’s grand celebration.

Governor of Assam, Shri Lakshman Prasad Acharya, Chief Minister of Assam, Shri Himanta Biswa Sarma, Union Ministers, Shri Sarbananda Sonowal, Shri Pabitra Margherita were present among other dignitaries at the event.

Background

Prime Minister participated in “Bagurumba Dwhou 2026”, a historic cultural event celebrating the rich heritage of the Bodo community at Sarusajai stadium, Guwahati.

On this occasion, more than 10,000 artists from the Bodo community performed Bagurumba dance in a single, synchronised presentation. Artists from 81 Legislative Assembly Constituencies from across 23 districts of the state will take part in the event

Traditionally performed by young Bodo women, with men accompanying as musicians, the dance features gentle, flowing movements that imitate butterflies, birds, leaves and flowers. Performances are usually organised in groups, forming circles or lines that enhance its visual elegance.

Bagurumba dance holds deep cultural significance for the Bodo people. It represents peace, fertility, joy and collective harmony, and is closely associated with festivals such as Bwisagu, the Bodo New Year, and Domasi.

PM’s address during Bagurumba Dwhou, a traditional Bodo cultural programme in Guwahati

==========================================================================================

Namaskar! Khulumbai!

What is the news? Heartfelt greetings and love for Magh Bihu and Magh Domashi.

Assam Governor Lakshman Prasad Acharya Ji, Chief Minister Himanta Biswa Sarma Ji, my colleagues in the Center Sarbananda Sonowal Ji, Pabitra Margherita Ji, Speaker of the Assam Legislative Assembly Biswajit Daimary Ji, Chief Executive Member of the Bodoland Territorial Council Hagrama Mohilary Ji, Ministers of the State Government, all distinguished citizen brothers and sisters, and my brothers and sisters of Assam.

It is my good fortune that I have been getting the opportunity to closely observe the culture of Assam and the Bodo traditions here. As Prime Minister, as much as I have come to Assam, no PM has come before. It is always my desire that the art and culture of Assam get a big stage. Through grand events, its identity should be established in the country and the world. Continuous efforts have been made for this even before. Whether it be Bihu-related events on a large scale, the expression of Jhumair Binodini, the grand Bodoland Festival held in Delhi a year and a quarter ago, or other cultural programs, I do not miss any opportunity to receive the wonderful joy that is in the art and culture of Assam. Today, once again, this event of Bagurumba is going to take place. This event is a living celebration of Bodo identity. This is also a respect for the Bodo society and the heritage of Assam. I give my best wishes and many congratulations to all the people associated with the event, and especially to all the artists.

Friends,

‘Bagurumba Dahou’ is not just a festival. It is a medium – to honor our great Bodo tradition, it is a medium – to remember the great personalities of Bodo society. Bodofa Upendranath Brahma, Gurudev Kalicharan Brahma, Rupnath Brahma, Satish Chandra Basumatary, Moradam Brahma, Kankeshwar Narzary, there have been many such great personalities who have given strength to social reform, cultural renaissance, and political consciousness. On this occasion, I respectfully bow to all the great personalities of the Bodo society.

Friends,

The BJP considers the culture of Assam as the pride of all India. India’s history is complete only with the past of Assam, the history of Assam. And that is why, in the BJP government, such big grand festivals like Bagurumba Dahou happen, Bihu is given national identity, through our efforts Charaideo Moidam gets a place in the UNESCO World Heritage List, and the Assamese language is given the status of a classical language.

Brothers and sisters,

We have also given the Bodo language the status of an associate official language of Assam. We have also established a separate directorate to strengthen education in the Bodo language. Because of this commitment of ours, the Bathou religion has received recognition with full respect, and a state holiday has been declared on Bathou Puja. It is the BJP only in whose government, on one hand, a grand statue of the great warrior Lachit Borphukan is established, and at the same time, the statue of Bodofa Upendranath Brahma is also unveiled. Similarly, the tradition of devotion and social harmony of Srimanta Sankardev, the art and consciousness of Jyoti Prasad Agarwala Ji—the BJP government considers the respect of every heritage and every pride of Assam as its good fortune. Coincidentally, today is also the death anniversary of Jyoti Prasad Agarwala Ji. I offer my tributes to him.

Friends,

Today when I have come here, so much is going on in my mind! I am also becoming emotional thinking that my Assam is moving so far ahead. A time when there was bloodshed every other day, today the wonderful colors of culture are being decorated there! A time where there was the echo of bullets, today there is the sweet sound of Kham and Sifung. Where there was earlier the silence of curfew, today the tunes of music are echoing there. Where there was earlier unrest and instability, today such attractive performances of Bagurumba are going to happen. Such a grand event is not just an achievement of Assam. This achievement belongs to the whole of India. Every countryman is proud of this change in Assam.

Friends,

I am satisfied that my Assamese people, my Bodo brothers and sisters, placed their trust in me for this. The responsibility of peace and development that you gave to the double-engine government, we have shown it by fulfilling it with your blessings. The 2020 Bodo Peace Accord put a stop to the conflict that had been going on for years. After this agreement, trust returned and thousands of youths left the path of violence and adopted the mainstream. After the agreement, new opportunities for education and development were created in the Bodo region; peace did not remain limited only to law and order, but became a part of everyday life, and your efforts played the biggest role in this.

Friends,

If there is anyone at the center of Assam’s peace, Assam’s development, and Assam’s pride, it is the youth of Assam. The path that the youth of Assam have chosen for the establishment of peace, I and all of us have to take it to a bright future. Ever since the peace agreement, our government has been working continuously for the development of Bodoland. The government has carried forward the process of rehabilitation at a fast pace; thousands of youths were given financial assistance of crores of rupees so that they could make a new beginning!

Friends,

The result of the efforts of the BJP government is before all of us today. My talented Bodo youth are becoming cultural ambassadors of Assam today. In the field of sports too, the sons and daughters of Bodo society are bringing glory. Today, with new confidence, they are openly seeing new dreams, fulfilling their dreams, and also giving speed to the development of Assam.

Friends,

When we respect the art, culture, and identity of Assam, there are some people who get troubled. You all know people of which party do not like the respect of Assam? The answer is only one—the Congress Party! Which is that party that opposed giving Bharat Ratna to Bhupen Hazarika Ji? The Congress Party! Which party opposed the semiconductor unit in Assam? A minister of the Karnataka government of Congress itself, who is also the son of the national president of Congress. He opposed why the semiconductor unit is being set up in Assam.

Friends,

Even today when I wear anything related to the culture of Assam, if the Gamosa, if the Gamosa is with me, then which party mocks Assam? The Congress party.

Brothers and sisters,

For so many decades the Assam and Bodoland region remained cut off from the mainstream, only and only Congress is responsible for this. Congress created instability in Assam for its political benefit, Congress pushed Assam into the fire of violence; after independence, Assam also had its challenges! But what did Congress do? Instead of finding solutions to those problems, Congress cooked its political bread on them. Trust was needed but Congress increased division. Dialogue was needed, but Congress neglected and closed the paths of conversation! Especially, the voice of the Bodoland region, the people of Bodoland was never heard properly. When there was a need to heal the wounds of its people, when there was a need to serve the people of Assam, Congress was then busy welcoming the infiltrators by opening the doors of Assam for them.

Friends,

Congress does not consider the people of Assam as its own. Congress people like foreign infiltrators more. Because they come here and become the staunch votebank of Congress. That is why during the rule of Congress, foreign infiltrators kept coming, kept occupying lakhs of bighas of land of Assam, and the Congress government kept helping them. I am happy that today the government of Himanta Ji is freeing lakhs of bighas of land belonging to the people of Assam from infiltrators.

Friends,

Congress has always seen Assam and the entire Northeast with an eye of neglect. Those Congress people who did not consider the development of the Northeast itself necessary, how would their attention have gone to the development of Assam? Where would they have had the leisure to think about the hopes and expectations of the Bodo region? That is why, Congress governments deliberately pushed this region into troubles.

Brothers and sisters,

Our double-engine government is also doing the work of cleaning those sins of Congress. The pace at which development is happening here today is before you. You see, we formed the Bodo-Kachari Welfare Autonomous Council. A special development package of 1500 crore rupees was given for better development in the Bodoland region. The Medical College and Hospital started in Kokrajhar. The construction of the Medical College in Tamulpur also gained momentum. New opportunities were created for the youth through nursing colleges and para-medical institutions. Polytechnic and training institutes were also built in areas like Gobardhana, Parbatjhora, and Horisinga.

Friends,

A separate Welfare Department and Bodoland Administrative Staff College were also established for Bodoland. This is helping in making better policies for the welfare of the Bodo community.

Friends,

The BJP government has removed the distances of hearts, has finished the distance between Assam and Delhi, and through better infrastructure, is also reducing the distances from one area to another in Assam. In areas where it was difficult to reach earlier, today highways are being built. Such roads are being made so that new opportunities open up in this region. For the Bishmuri-Saralpara road project connecting Kokrajhar to the Bhutan border, an arrangement of crores of rupees has been made. The proposed rail project from Kokrajhar to Gelephu in Bhutan is also another important step. We have declared it a special railway project. We have made it an important part of the Act East Policy. After its completion, both trade and tourism will get a boost.

Friends,

When a society stays connected to its roots, when dialogue and trust are strong, and when equal opportunities reach every section, then positive changes are visible. The journey of Assam and Bodoland is moving in that direction. From the self-confidence of Assam, the potential of Assam, and the progress of Assam, India’s growth story is getting new strength. Today Assam is making its identity among the fast-growing states. The economy of Assam is gaining speed. In this development, in this change, Bodoland and the people here are playing an important role. I once again give many best wishes to all of you for today’s event. Thank you very much.

Prime Minister Shri Narendra Modi performed Bhoomi Pujan of the Kaziranga Elevated Corridor Project (4-Laning of Kaliabor-Numaligarh section of NH-715), worth over ₹6,950 Crore in Kaliabor, Assam today. Addressing the gathering on the occasion, Shri Modi expressed gratitude to the people, noting that such a large number had come to bless him and said he was deeply thankful. He remarked that on visiting Kaziranga again, memories of his previous trip came alive, recalling that two years ago, the moments spent in Kaziranga were among the most special experiences of his life. PM Modi highlighted that he had the opportunity to spend the night at Kaziranga National Park and the next morning, during an elephant safari, he experienced the beauty of the region up close.

Emphasising that visiting Assam always brings him immense joy, Shri Modi described it as the land of the brave and of sons and daughters who showcase their talent in every field. He pointed out that just yesterday he attended the Bagurumba Dwhou festival in Guwahati, where daughters of the Bodo community set a new record with their performance. PM Modi highlighted the extraordinary presentation of Bagurumba, with the energy of more than 10,000 artists, the rhythm of kham and the melody of sifung, which mesmerized everyone. He remarked that the experience of Bagurumba touched the eyes and reached the heart. The Prime Minister praised the artists of Assam for their remarkable effort, preparation, and coordination, calling it truly wonderful. He extended his congratulations once again to all the artists who participated in the Bagurumba Dwhou festival. He thanked all the social media influencers and TV media for promoting the event to reach out to the nation and world.

Recalling that last year he had attended the Jhumoir Mahotsav and this time he had the opportunity to visit Assam during Magh Bihu, Shri Modi highlighted that just a month ago he came for development projects, inaugurating the new terminal building of the expanded Lokpriya Gopinath Bardoloi International Airport in Guwahati and laying the foundation stone of the Ammonia Urea Complex in Namrup. He remarked that such occasions have further strengthened their government’s mantra of “Vikas bhi, Virasat bhi.”

The Prime Minister underlined the historical importance of Kaliabor in Assam’s past, present and future, noting that it is the gateway to Kaziranga National Park and a hub of connectivity for Upper Assam. He recalled that it was from Kaliabor that the great warrior Lachit Borphukan strategized to drive out Mughal invaders, and under his leadership the people of Assam, with courage, unity and determination, defeated the Mughal army. Shri Modi emphasized that this was not merely a military victory but a declaration of Assam’s pride and self-confidence. He pointed out that since the Ahom rule, Kaliabor has held strategic importance, and expressed happiness that under their government the region is now becoming a vital center of connectivity and development.

PM Modi stated that today their party has become the first choice of people across the country, with trust in the party growing steadily over the past one and a half years. He highlighted that in the recent Bihar elections, even after 20 years, the people gave them record votes and seats. He added that just two days ago, results of mayoral and councillor elections in major cities of Maharashtra showed Mumbai, one of the largest municipal corporations in the world, giving their party a record mandate for the first time. He noted that people in most cities of Maharashtra have given them the opportunity to serve.

The Prime Minister further remarked that earlier, the people of Kerala gave their party a significant support, with the party winning a mayoral post for the first time in the state capital, Thiruvananthapuram. He underlined that recent election results across the country clearly show that voters want good governance and development, with focus on both progress and heritage, and therefore they are choosing them.

Shri Modi asserted that these elections also send another message—that the country is consistently rejecting the negative politics of the opposition party. He pointed out that in Mumbai, the city where the opposition party was born, it has now been reduced to the fourth or fifth position and In Maharashtra, where they ruled for decades, it has completely shrunk. PM Modi said the opposition has lost the trust of the nation because it has no agenda for development, and such a party can never serve the interests of Assam or Kaziranga.

Prime Minister recalled the words of Bharat Ratna Dr. Bhupen Hazarika, who described Kaziranga’s beauty with deep affection, noting that his lines reflected both love for Kaziranga and the Assamese people’s bond with nature. He emphasized that Kaziranga is not just a National Park but the soul of Assam and a priceless jewel of India’s biodiversity, recognized by UNESCO as a World Heritage Site. He underlined that protecting Kaziranga and its wildlife is not only about safeguarding the environment but also a responsibility towards Assam’s future and coming generations. Shri Modi announced the launch of new projects from Assam’s soil, congratulating the people for initiatives that will have a wide impact.

Highlighting that Kaziranga is home to the one-horned rhinoceros, the Prime Minister explained the challenges faced during floods when wildlife seeks higher ground and must cross the National Highway, often getting trapped. He stated that the government’s effort is to ensure smooth traffic while keeping the forest safe. He informed that under this vision, a 90-kilometre corridor from Kaliabor to Numaligarh is being developed at a cost of about ₹7,000 crore, including a 35-kilometre elevated wildlife corridor. Vehicles will pass above while wildlife movement below will remain unhindered, with the design prepared keeping in mind traditional movement routes of rhinos, elephants and tigers. Shri Modi remarked that the corridor will also improve connectivity between Upper Assam and Arunachal Pradesh, and along with new rail services, will open fresh opportunities for the people. He congratulated the people of Assam and the nation for these important projects.

Noting that when nature is protected, opportunities also arise, Prime Minister pointed out that Kaziranga has seen a steady rise in tourism in recent years. Through homestays, guide services, transport, handicrafts and small businesses, local youth have found new sources of income.

Praising the people and government of Assam for another achievement, Shri Modi recalled that there was a time when rhino poaching was a major concern, with dozens of one-horned rhinos killed in 2013 and 2014. He said their government decided this could not continue and strengthened security arrangements, provided modern resources to the forest department, enhanced surveillance, and increased women’s participation through ‘Van Durga.’ As a result, he highlighted, in 2025 not a single incident of rhino poaching was reported, made possible by the government’s political will and the efforts of the people of Assam.

The Prime Minister observed that for long it was believed that nature and progress were opposed to each other, but today India is showing the world that both economy and ecology can advance together. He noted that in the past decade, forest and tree cover has increased, with people enthusiastically participating in the “Ek Ped Maa Ke Naam” campaign under which more than 260 crore trees have been planted. Since 2014, the number of tiger and elephant reserves has grown, and protected and community areas have expanded. Shri Modi remarked that cheetahs, once extinct in India, have now been brought back and have become a new attraction. He added that India is continuously working on wetland conservation and has become Asia’s largest Ramsar network, ranking third globally in terms of the number of Ramsar sites. Prime Minister stated that Assam too is showing the world how development can go hand in hand with heritage preservation and protection of nature.

Shri Modi remarked that the greatest pain of the North East has always been distance—distance of hearts and distance of places. He said that for decades, people of the region felt that development was happening elsewhere and they were being left behind, which affected not only the economy but also trust. He highlighted that their party, through the Governments at Union and State, have changed this sentiment by prioritizing the development of the North East. He noted that work began simultaneously to connect Assam through roadways, railways, airways and waterways.

Emphasizing that expanding rail connectivity benefits both social and economic levels, making it crucial for the North East, Shri Modi criticized the opposition for neglecting this, pointing out that when they were in power at the Centre, Assam received only about ₹2,000 crore in the rail budget, whereas under his government this has been increased to nearly ₹10,000 crore annually—five times more. Shri Modi stated that this enhanced investment has led to large-scale infrastructure development, with new rail lines, doubling and electrification boosting railway capacity and passenger facilities. Prime Minister announced the launch of three new train services from Kaliabor, marking a significant expansion in Assam’s rail connectivity. He said the Vande Bharat Sleeper Train will connect Guwahati to Kolkata, making long-distance travel more comfortable, while two Amrit Bharat Express trains will cover important stations across Assam, West Bengal, Bihar and Uttar Pradesh, directly benefiting lakhs of passengers. Shri Modi underlined that these trains will connect Assam’s traders to new markets, provide students easier access to educational opportunities, and simplify travel across different parts of the country. He remarked that such connectivity expansion builds confidence that the North East is no longer on the margins of development, no longer distant, but close to the heart and close to Delhi.

The Prime Minister also addressed a major challenge facing Assam—the need to protect its identity and culture. He praised their government in Assam for effectively tackling infiltration, freeing forests, historic cultural sites and people’s lands from illegal encroachments, which is being widely appreciated. PM Modi contrasted this with opposition, stating that for decades they handed Assam’s soil to infiltrators merely for votes and government formation. He said that during the opposition rule, infiltration kept increasing, and these infiltrators, with no concern for Assam’s history, culture or faith, carried out widespread encroachments. He added that infiltration led to encroachment in animal corridors, promoted illegal poaching, and increased smuggling and other crimes.

Prime Minister Modi warned that infiltrators are disturbing the demographic balance, attacking culture, snatching jobs from the poor and youth, and fraudulently occupying land in tribal areas, posing a grave threat to both Assam and the nation’s security. He cautioned people to remain vigilant against the opposition, stating that its only policy is to protect infiltrators and gain power. Shri Modi remarked that the opposition and its allies are following this approach across the country, citing how in Bihar they organized marches and rallies to shield infiltrators, but the people of Bihar completely rejected them. He expressed confidence that the people of Assam too will deliver a strong response to opposition.

Shri Modi highlighted that Assam’s development is opening new doors for the progress of the entire North East and is giving direction to the Act East Policy. He emphasized that when Assam advances, the North East advances, and with the government’s efforts and the trust of the people, the region will reach new heights. Concluding his remarks, the Prime Minister once again congratulated everyone on the projects inaugurated today.

Governor of Assam, Shri Lakshman Prasad Acharya, Chief Minister of Assam, Shri Himanta Biswa Sarma, Union Ministers, Shri Sarbananda Sonowal, Shri Pabitra Margherita were present among other dignitaries at the event.

PM’s address during Bhoomi Poojan of the Kaziranga Elevated Corridor Project in Assam

=================================================================================================

Deepest respects to the nature-loving people of Assam.

Governor of Assam Lakshman Prasad Acharya Ji, the popular Chief Minister here Himanta Biswa Sarma Ji, my colleague in the Center Sarbananda Sonowal Ji, Pabitra Margherita Ji, Assam Ministers Atul Bora Ji, Charan Boro Ji, Krishnendu Paul Ji, Keshab Mahanta Ji, other dignitaries, and my dear brothers and sisters of Assam.

The weather is cold, the villages are far apart, yet, as far as my eyes can reach, only people and more people are visible. You have come in such large numbers to bless us, I am very, very grateful to you.

Today, I have again had the privilege of coming to Kaziranga. It is natural for me to remember my previous visit, very natural. The moments spent in Kaziranga two years ago are among the very special experiences of my life. I had the opportunity to stay overnight in Kaziranga National Park, and during the elephant safari the next morning, I felt the beauty of this region very closely.

Friends,

I always get a different kind of joy coming to Assam. This land is the land of heroes. It is the land of sons and daughters who show their talent in every field. Just yesterday, I participated in the Bagurumba Dwhou program in Guwahati. There, the daughters of our Bodo community created a new record by performing Bagurumba. Such a wonderful performance of Bagurumba, the energy of more than ten thousand artists, the beat of the Kham, the tune of the Sifung – those mesmerizing moments captivated everyone. The experience of Bagurumba, passing through the eyes, kept descending into the heart. Our artists of Assam truly did wonders. Their hard work, their preparation, their coordination, everything was very wonderful. I will once again heartily congratulate all the artists involved in Bagurumba Dwhou today, and I also congratulate the social media influencers across the country; I have been seeing since yesterday that this excellent dance of the Bodo tradition is dominating social media. I am fully confident that the people of the country and the world will recognize this Indian perspective of art and culture, its strength, and all the social influencers who are promoting this work also deserve congratulations. For friends in the media, that yesterday evening time remains quite packed, but since this morning, many TV media outlets have also started re-broadcasting this program. You can imagine how grand this program must have been.

Friends,

Last year, I also participated in the Jhumur Festival. This time, I have had the chance to come on the occasion of Magh Bihu. A month ago, I came here for development projects. The popular Gopinath Bordoloi International Airport in Guwahati has been expanded. I inaugurated its new terminal building. Also, I laid the foundation stone of the Ammonia-Urea complex in Namrup. All such occasions have further strengthened the mantra of the BJP government, ‘Vikas Bhi, Virasat Bhi’ (Development as well as Heritage). Some friends here have brought pictures and are standing like this, they will get tired; you send them, I will take them, you have them collected ahead; people from the SPG, please take the pictures from those who have brought them; if your address is written on the back, my letter will definitely come. Here too, on this side as well, some youth has been standing shoulder to shoulder for a long time. I thank all you artists; for your love, for this feeling of yours, I respect you. All of you please sit down; those who are here, please take them, brother, do not trouble them.

Friends,

Kaliabhor holds an important place in the history of Assam. This place is very important for the present and future of Assam as well. This is also the gateway to Kaziranga National Park and the center of connectivity for Upper Assam. It was from here that the great warrior Lachit Borphukan Ji had formulated the strategy to oust the Mughal invaders. Under his leadership, the people of Assam, with courage, unity, and firm determination, defeated the Mughal army. This was not just a military victory; it was the proclamation of Assam’s self-respect and self-confidence. In the past, the responsibilities of the entire Western Assam were managed from here. Kaliabhor has had strategic importance since the time of Ahom rule. I am happy that under the BJP government, this region is now becoming an important center of connectivity and development.

Friends,

Today, the BJP has become the first choice of people across the entire country. For the past one and a half years, the country’s trust in the BJP has been continuously increasing. Recently, elections were held in Bihar; there, even after 20 years, the public gave record votes to the BJP and made it win record seats. Just two days ago, election results for Mayors and Councilors in the big cities of Maharashtra have come. Mumbai, which is one of the largest corporations in the world, there the public gave a record mandate to the BJP for the first time. See, the victory is happening in Mumbai, and the celebration is being held in Kaziranga. The public of most cities in Maharashtra has given the BJP the opportunity to serve.

Friends,

Before this, in the far-distant South, the public of Kerala has given huge support to the BJP. For the first time, a BJP Mayor has been appointed there; in the capital of Kerala, Thiruvananthapuram, the BJP is serving today.

Friends,

Whatever election results have come in the recent past, their mandate is clear. The voter of the country today wants good governance, wants development. They focus on both development and heritage. That is why they like the BJP.

Friends,

There is another message from these elections: the country is continuously rejecting the negative politics of Congress. In the city of Mumbai where Congress was born, it has today become the fourth or fifth-numbered party. In Maharashtra, where Congress ruled for years, Congress has completely shrunk. Congress has lost the trust of the country because Congress has no agenda for development. Such a Congress can never do good for Assam or Kaziranga.

Friends,

Regarding the beauty of Kaziranga, Bharat Ratna Dr. Bhupen Hazarika Ji had said: Aamar Kazironga Dhonyo, Prokitir Dhunia Kulat Kheli, Aamar Mon Hol Punyo. (Our Kaziranga is blessed, playing in the beautiful lap of nature, our heart has become pure). These words contain the feeling of love for Kaziranga, and also an expression of the Assamese people’s affection for nature. Kaziranga is not just a National Park; Kaziranga is the soul of Assam, the soul; it is also a priceless gem of India’s bio-diversity. UNESCO has given it the status of a World Heritage Site.

Friends,

Saving Kaziranga and the wildlife here is not just protecting the environment; it is also our responsibility towards the future of Assam and coming generations. And not just Modi’s, it is your responsibility too, and keeping this in mind, the beginning of new projects is taking place from the land of Assam today; these will have a very wide impact. I congratulate you very much for these projects.

Friends,

Kaziranga is the home of the one-horned rhino. Every year during the flood time when the water level of the Brahmaputra rises, the biggest challenge arises here. Then the wildlife comes out in search of higher grounds. In this path, they have to cross the National Highway. At such times, rhinos, elephants, and deer get stuck on the roadside. Our effort is that the road also keeps running and the forest also remains safe. Under this very vision, a corridor about 90 kilometers long is being prepared from Kaliabhor to Numaligarh. About 7 thousand crore rupees will be spent on this. In this, an elevated wildlife corridor about 35 kilometers long will also be built. Here, vehicles will pass from above and the movement of wildlife will continue without any hindrance below. Whether it is the one-horned rhino, elephants, or tigers, the design has been prepared keeping their traditional movement routes in mind.

Friends,

This corridor will also improve the connectivity of Upper Assam and Arunachal Pradesh. From the Kaziranga Elevated Corridor and new rail services, new possibilities will be created for the people of Assam. I congratulate the people of Assam and the countrymen for these important projects.

Friends,

When nature is safe, opportunities are also created along with it. In the last few years, the number of tourists in Kaziranga has continuously increased. Through homestays, guide services, transport, handicrafts, and small businesses, local youth have found new means of income.

Friends,

Today, I will especially praise you people of Assam and the government here for one more thing. There was a time when incidents of rhino poaching in Kaziranga had become the biggest concern for Assam. In 2013 and 2014, dozens of one-horned rhinos were killed. The BJP government had decided that we will not let this continue, now it won’t work like this. After that, we strengthened the security system afresh. The forest department received modern resources, the monitoring system was empowered, and the participation of women was increased in the form of ‘Van Durga’. Its pleasant result also came forward. In 2025, not a single incident of rhino poaching has come to light. And therefore, all of you and the government, everyone deserves congratulations. This has been possible through the political willpower of the BJP government and the efforts of the people of Assam.

Friends,

For a long time, a thought persisted that nature and progress are opposite to each other; it was said that these two cannot go together. But today, India is showing the world that both can move forward together – Economy as well as Ecology. In the last decade, the coverage of forests and trees in the country has increased. People participated enthusiastically in the ‘Ek Ped Maa Ke Naam’ campaign. Under this campaign, more than 260 crore trees have been planted so far. After 2014, the number of Tiger and Elephant Reserves in the country has increased. There has also been a large expansion in Protected Areas and Community Areas. The cheetahs that had become extinct in India a long time ago have now been brought back. Today, the cheetah has become a new attraction for people. We are also continuously working on wetland conservation. Today, India has become the largest Ramsar network in Asia. According to the number of Ramsar sites, India is in third place in the world. Now our Assam is also showing the world how we can manage our heritage along with development and also protect nature.

Friends,

The biggest pain of the North East has always been that of distance. Distance of hearts, distance of places; for decades, the people here kept feeling that the development of the country was happening elsewhere and they were being left behind. This had an impact not only on the economy but also on trust. The BJP did the work of changing this feeling; the double-engine government made the development of the North East a priority. Work began simultaneously on connecting Assam through Roadways, Railways, Airways, and Waterways.

Friends,

When we increase rail connectivity, its benefit occurs at both social and economic levels. Therefore, the expansion of connectivity is very important for the North East. But Congress never cared for it. I give you a figure. When there was a Congress government at the Center, Assam used to get a very small rail budget. About 2 thousand crore rupees; now in the BJP government, it has been increased to about 10 thousand crore rupees annually. Now I ask you, did you remember this figure? Did you remember this figure? Or did you forget? I make you remember again: in the time of Congress, Assam used to get two thousand crore rupees for railways, how much? Everyone speak, how much used to be received? How much used to be received? How much used to be received? After the BJP government came, how much does Assam receive – 10 thousand crore rupees. How much? How much? How much? 10 thousand crore rupees. That is, the BJP is giving five times more money to Assam than the money Congress used to give to Assam for railways.

Friends,

From this increased investment, infrastructure construction has taken place on a large scale. By laying new rail lines, through doubling and electrification, the capacity of the railway has increased, and facilities for people have increased. The three new train services starting from Kaliabhor today are also an important expansion in the rail connectivity of Assam. The Vande Bharat Sleeper train will connect Guwahati to Kolkata. This modern sleeper train will make long-distance travel much more comfortable. Along with this, the starting of two Amrit Bharat Express trains is being done. The routes of these trains include many important stations of Assam, West Bengal, Bihar, and Uttar Pradesh, which will directly benefit lakhs of passengers. These trains will connect the traders of Assam to new markets; students will be able to easily reach new opportunities for education. And it will become simple for the people of Assam to come and go to different parts of the country. This expansion of connectivity creates trust that the North East is no longer on the margins of development. North East is no longer far away; North East is now close to the heart and also close to Delhi.

Friends,

Today, among you, a discussion of a major challenge present before Assam is also necessary. This challenge is of saving Assam’s identity, of saving Assam’s culture. You tell me, should Assam’s identity be saved or not? Not like this, everyone answer, should Assam’s identity be saved or not? Should your identity be formed or not? Should the heritage of your ancestors be saved or not? Today, the way the BJP government in Assam is dealing with infiltration, the way it is freeing our forests, historical cultural sites, and your lands from illegal occupations, is being greatly praised today. Is this happening right or not? Should this happen or not? Is this for your good or not? But you also think for a moment, friends, what did Congress do with Assam? Just to form governments, to get some votes, it handed over the soil of Assam to infiltrators. Congress formed governments in Assam for decades. During this time, infiltration kept increasing continuously, kept increasing, and what did these people – infiltrators – do? They had no concern for the history of Assam, the culture here, or our faith; therefore, they occupied places everywhere. Due to infiltration, occupations happened in animal corridors, illegal poaching was encouraged, and smuggling and other crimes also increased.

Friends,

These infiltrators are disturbing the balance of population, attacking our culture, snatching the employment of the poor and the youth, and occupying land by deceiving people in tribal areas. This is a very big threat to the security of both Assam and the country.

Friends,

You have to be very careful of Congress. Congress has only one policy: save the infiltrators, get power with the help of infiltrators! Across the whole country, Congress and its companions are doing this. In Bihar too, they took out journeys and rallies to save infiltrators. But the public of Bihar completely wiped out Congress. Now it is the turn of the people of Assam; I am confident that Congress will get a befitting reply from the land of Assam as well.

Friends,

The development of Assam is opening new doors for the development of the entire North East. Assam is giving direction to the Act East Policy. When Assam moves forward, the North East moves forward. When the North East moves forward, India moves forward. Our efforts and the trust of the people of Assam will take the entire North East to new heights. With this very belief, I once again congratulate all of you very much for today’s projects. Speak with me –

Bharat Mata Ki Jai.

Bharat Mata Ki Jai.

This year is 150 years of Vande Mataram; this is the time for holy remembrance. Speak with me –

Vande Mataram.

Vande Mataram.

Vande Mataram.

Vande Mataram.

Background

Prime Minister inaugurated, laid the foundation stone of and flagged off various development projects worth more than ₹830 crore at Singur, Hooghly.

Prime Minister laid the foundation stone of the Extended Port Gate System at Balagarh, including an Inland Water Transport (IWT) terminal and a Road Over Bridge

Spanning an area of approximately 900 acres, Balagarh is being developed as a modern cargo handling terminal with an envisaged capacity of about 2.7 million tonnes per annum (MTPA). The project includes the construction of two dedicated cargo handling jetties, one for containerised cargo and one for dry bulk cargo.

The Balagarh project aims to significantly improve cargo evacuation efficiency by diverting heavy cargo movement away from congested urban corridors. This will enhance road safety, reduce vehicular congestion and pollution in Kolkata city, and contribute to an improved quality of life for residents. Improved multimodal connectivity and logistics efficiency will also provide cost-effective market access to regional industries, MSMEs, and agricultural producers. The project is expected to generate substantial direct and indirect employment, benefiting local communities through job creation in logistics, terminal operations, transport services, maintenance, and allied activities.

Prime Minister also launched a state-of-the-art Electric Catamaran in Kolkata. This is one of the 6 Electric Catamarans indigenously built for inland water transport by Cochin Shipyard Ltd. The 50-passenger hybrid electric aluminium catamaran, equipped with advanced electric propulsion systems and lithium-titanate battery technology, is capable of operating in fully electric zero-emission mode as well as in hybrid mode for extended endurance. The vessel will support urban river mobility, eco-tourism and last-mile passenger connectivity along the Hooghly River.

Prime Minister also inaugurated the Jayrambati–Barogopinathpur–Maynapur new rail line. This line is an important part of the Tarkeshwar–Bishnupur new rail line project. Along with the new rail line, a new train service between Maynapur and Jayrambati, with a halt at Barogopinathpur, will also be flagged off. It will provide direct rail connectivity to the residents of Bankura district, making travel more affordable and convenient for daily commuters, students and pilgrims.

Prime Minister flagged off three Amrit Bharat Express trains : Kolkata (Howrah) – Anand Vihar Terminal Amrit Bharat Express; Kolkata (Sealdah) – Banaras Amrit Bharat Express; Kolkata (Santragachi) – Tambaram Amrit Bharat Express.
