Prime Minister Shri Narendra Modi held a roundtable with CEOs of AI and deeptech startups at Seva Teerth earlier today.
The startups participating in the roundtable are tackling population-scale challenges across key sectors. In healthcare, they use AI for advanced diagnostics, gene therapy, and efficient patient record management to extend quality care to the last mile. In agriculture, they leverage geospatial and underwater intelligence to boost productivity and help manage climate risks. The group also includes ventures focused on cybersecurity, ethical AI, space, social empowerment through vernacular access to justice and education, and modernising legacy systems to strengthen enterprise productivity. Together, they reflect an ecosystem addressing local needs while building global leadership in AI-driven innovation.
The AI startups praised India’s sustained push to strengthen its artificial intelligence ecosystem. They highlighted the sector’s rapid expansion and immense untapped potential, noting that the global momentum of AI innovation and deployment is increasingly shifting toward India. They said the country now offers a supportive and dynamic environment for AI advancement, firmly establishing its presence on the global AI landscape. They also lauded the India AI Impact Summit, describing it as a reflection of the country’s growing stature in shaping the global conversations around AI.
Prime Minister congratulated innovators for taking bold risks and building impactful solutions. He discussed the potential of harnessing AI technology in various sectors like in agriculture and environmental protection, including monitoring crop productivity and fertilizer usage to safeguard soil health. Stressing the importance of promoting Indian languages and culture, he called for expanding our AI tools for higher education in mother tongue.
The Prime Minister underscored the need for strong data governance, cautioned against misinformation, and urged the development of solutions tailored to India’s needs. Referring to UPI as a model of simple and scalable digital innovation, he expressed confidence in Indian companies and encouraged trust in domestic products. He also spoke about expanding private participation in the space sector and noted strong investor interest in Indian startups.
The meeting was attended by CEOs and Founders of Abridge, Adalat AI, BrainSightAI, Credo AI, Eka Care, Glean, Innogle, Invideo, Miko, Origin, Prophaze, Rasen, Rubrik, SatSure, Supernova and Sypha AI. Principal Secretary, Shri P K Mishra, Principal Secretary-2, Shri Shaktikanta Das and Minister of State, Shri Jitin Prasada were also present during the meeting.

Prime Minister Shri Narendra Modi shared his remarks at the Leaders’ Plenary Session during the India AI Impact Summit 2026 at Bharat Mandapam in New Delhi today. Welcoming the participants once again to the AI Impact Summit in India, the Prime Minister expressed confidence that the summit will play a crucial role in building a human‑centric and sensitive global AI ecosystem. He remarked that history shows humanity has always turned disruptions into opportunities, and today presents another such moment to transform disruption into humanity’s greatest opportunity.
Shri Modi recalled Lord Buddha’s teaching that “Right Action comes from Right Understanding,” stressing the importance of creating a roadmap that ensures AI’s positive impact through timely, well-intentioned, and correct decisions.
Prime Minister remarked that during the COVID global pandemic, the world witnessed that when nations stand together, even the impossible becomes possible. He highlighted that cooperation provided solutions—from vaccine development to supply chains, from data sharing to saving lives. He noted that India saw how technology can serve humanity, citing the digital vaccination platform that helped vaccinate millions on time. Shri Modi emphasized that UPI ensured seamless online transactions even in difficult circumstances and played a major role in bridging the digital divide. He stated that in recent years India has built a vibrant digital public infrastructure and is sharing it with the world, because for India technology is not a medium of power but of service, not to dominate but to empower. He underlined that AI too must follow this direction to ensure the welfare of humanity.
The Prime Minister remarked that while technology in the past created divisions, AI must now be accessible and within everyone’s reach. He stressed that as the future of AI is discussed, the aspirations and priorities of the Global South must be placed at the center of AI governance.
Shri Modi highlighted that ethics have always been central to human progress, but with AI the scope of unethical behavior is unlimited. He emphasized that ethical norms for AI must also be unlimited. He stated that AI companies carry a major responsibility to focus not only on profit but also on purpose, and underscored the need for strong ethical commitments. He added that at a personal level, AI is already influencing human learning, intelligence, and emotions.
For ethical AI use, the Prime Minister offered three suggestions:
AI training must respect data sovereignty and be based on a trusted global data framework. He highlighted the principle of “garbage in, garbage out,” stressing that if data is not secure, balanced, and reliable, the output cannot be trustworthy.
AI platforms must keep their safety rules clear and transparent. He called for a “glass box” approach instead of a “black box,” where safety rules are visible and verifiable. He noted that this would ensure accountability and strengthen ethical behavior in business.
AI must be guided by clear human values. He cited the “paper clip problem” as an example, where a machine given a single goal could exhaust all global resources to achieve it. He underlined that while technology is powerful, direction must always be determined by humans.
Prime Minister remarked that Aspirational India has a major role in the global journey of Artificial Intelligence and, recognizing this responsibility, India is taking significant steps. He highlighted that under India’s AI Mission, 38,000 GPUs are already available and 24,000 more will be added in the next six months. Shri Modi stated that India is providing its startups with world‑class computing power at highly affordable rates. He noted that India has also created AIKosh (National Dataset Platform), through which more than 7,500 datasets and 270 AI models have been shared as national resources.
The Prime Minister emphasized that India’s direction and vision for AI are clear—AI is a shared resource for the welfare of humanity. He underlined the need to build an AI future that advances innovation, strengthens inclusion, and integrates human values. Shri Modi concluded that when technology and human trust move together, the true impact of AI will be visible across the world.

कोविड ग्लोबल पेंडेमिक के समय दुनिया ने देखा है कि जब हम एक दूसरे के साथ खड़े होते हैं, तो असंभव भी संभव हो जाता है। वैक्सीन विकास से लेकर सप्लाई चैन तक, data साझा करने से लेकर जीवन बचाने तक, सहयोग ने ही समाधान दिया। टेक्नोलॉजी कैसे मानवता की सेवा का माध्यम बन सकता है, ये हमने भारत में कोविड काल में देखा है। हमारा जो डिजिटल वैक्सीनेशन प्लेटफार्म था, उसने करोड़ों लोगों को समय पर वैक्सीनेट कराने में बहुत मदद की। हमारे UPI ने उन मुश्किल परिस्थितियों में भी यह सुनिश्चित किया कि लोग आसानी से ऑनलाइन ट्रांजैक्शन करते रहें। UPI ने भारत में डिजिटल डिवाइड को दूर करने में भी बहुत बड़ी भूमिका निभाई है। बीते वर्षों में भारत ने एक वाइब्रेंट डिजिटल पब्लिक इंफ्रास्ट्रक्चर बनाया है, हम इसे दुनिया के साथ भी शेयर कर रहे हैं। क्योंकि हमारे लिए टेक्नोलॉजी पावर का नहीं, बल्कि सेवा का माध्यम है, पावर नहीं एंपावर करना। एआई की दिशा भी ऐसी होनी चाहिए, जिससे पूरी मानवता का कल्याण हो।

अतीत में टेक्नोलॉजी ने डिवीजन क्रिएट किए, लेकिन वर्तमान में एआई टेक्नोलॉजी सबके लिए सुलभ हो, सबकी पहुंच में हो, ये हमारा लक्ष्य होना चाहिए। इसलिए आज जब हम एआई के फ्यूचर पर चर्चा कर रहे हैं, तो हमें ग्लोबल साउथ की आकांक्षाओं और प्राथमिकताओं को भी एआई गवर्नेंस के केंद्र में रखना होगा।

युग चाहे कोई भी रहा हो, एथिक्स हमेशा ही चर्चा के केंद्र में रहा है, अंतर बस इतना आया है कि पहले अन-एथिकल बिहेवियर का दायरा बहुत छोटा होता था, लेकिन एआई में इसका दायरा असीमित है, अनलिमिटेड है। इसलिए, एआई के लिए हमें एथिकल बिहेवियर और नॉर्म्स का दायरा भी असीमित बनाना होगा। एआई कंपनियों के सामने बहुत बड़ी जिम्मेदारी है, प्रॉफिट के साथ-साथ purpose पर भी फोकस हो, ऐसे एथिकल कमिटमेंट की बहुत आवश्यकता है। व्यक्तिगत स्तर पर एआई हमारी लर्निंग, इंटेलिजेंस और इमोशंस को प्रभावित कर रही है।

एआई के एथिकल उपयोग के लिए मेरे तीन सुझाव हैं। फर्स्ट- Data Sovereignty को रिस्पेक्ट करते हुए एआई ट्रेनिंग के लिए एक डेटा फ्रेमवर्क बने। जैसे एआई में कहा जाता है- गार्बेज इन, गार्बेज आउट। अगर डेटा सुरक्षित, संतुलित, विश्वसनीय नहीं होगा, तो आउटपुट भी भरोसेमंद नहीं होगा। इसलिए, ग्लोबल ट्रस्टेड डेटा फ्रेमवर्क जरूरी है। सेकंड- एआई प्लेटफार्म अपने सेफ्टी रूल्स बहुत क्लियर और ट्रांसपेरेंट रखें, हमें ब्लैक बॉक्स के बदले ग्लास बॉक्स अप्रोच चाहिए, जहां सेफ्टी रूल्स देखें, और वेरीफाई किए जा सके, तब अकाउंटेबिलिटी भी क्लियर होगी और बिजनेस में एथिकल बिहेवियर को भी बूस्ट मिलेगा। थर्ड- एआई रिसर्च में पेपर क्लिप प्रॉब्लम का उदाहरण दिया जाता है। अगर किसी मशीन को सिर्फ पेपर क्लिप बनाने का लक्ष्य दे दिया जाए, तो वह उसका एक काम के लिए दुनिया के सारे रिसोर्सेज को दांव पर लगाकर भी वही काम करती रहेगी। इसलिए, एआई को क्लियर ह्यूमन वैल्यूस और गाइडेंस की जरूरत है। टेक्नोलॉजी पावरफुल है लेकिन डायरेक्शन हमेशा मानव ही तय करेगा।

आर्टिफिशियल इंटेलिजेंस, एआई की ग्लोबल जर्नी में एस्पिरेशनल इंडिया एआई की बड़ी भूमिका है, और अपने इस दायित्व को समझते हुए भारत आज बड़े कदम उठा रहा है। अपने एआई मिशन के माध्यम से आज भारत में 38,000 GPUs मौजूद हैं, और अगले 6 महीनों में हम 24,000 GPUs और लगाने जा रहे हैं। हम अपने स्टार्टअप्स को बहुत ही अफोर्डेबल रेट्स पर वर्ल्ड क्लास कंप्यूटिंग पावर उपलब्ध करा रहे हैं। हमने एक एआई कोस्ट भी बनाया है, इसके माध्यम से seventy five hundred से अधिक डेटा सेट्स और 270 एआई मॉडल्स को नेशनल रिसोर्स के रूप में शेयर किया गया है।

Excellencies, Honourable Ministers, Industry Leaders, Innovators, Entrepreneurs, Researchers, Delegates, distinguished guests, ladies and gentlemen – Namaste!
A heartfelt welcome to all of you at the world’s largest and historic AI Impact Summit. This summit is being held in India, a nation that represents one-sixth of humanity. India is home to the world’s largest youth population, the biggest pool of tech talent, and one of the most expansive tech-enabled ecosystems. India not only creates new technologies but also adopts them at an unprecedented pace. On behalf of 1.4 billion Indians who are eager to embrace innovation, I extend a warm welcome to all Heads of Government, leaders of the global AI ecosystem, and innovators present here. I express my deepest gratitude for your presence.
The fact that this summit is being hosted in India is a matter of pride not only for India but for the entire Global South. The who’s who of the AI world are here today. With representation from over 100 countries and distinguished participants from across the globe, this summit is reaching new heights of success. The strong presence of the younger generation instills fresh confidence. Normally, new technologies are met with skepticism in their early stages. Yet, the speed and trust with which the world’s youth are embracing AI, taking ownership of it, and using it, is truly extraordinary. The exhibition at this summit has also generated immense enthusiasm, especially among young talent who have come in large numbers. The solutions presented here – in agriculture, security, assistance for persons with disabilities, and addressing the needs of multilingual populations – are powerful examples of Made in India strength and India’s innovative capabilities.

In human history, every few centuries a turning point arrives – one that resets the direction of civilization, changes the pace of development, and transforms the paradigms of how we think, understand, and work. The fascinating part is that when we are living through such a transformation, we rarely grasp its true impact. When sparks were first struck from stone, no one imagined that this would become the foundation of civilization. When speech was first turned into script, no one foresaw that written knowledge would become the backbone of future systems. When signals were first transmitted wirelessly, no one could have imagined that one day the entire world would be connected in real time.

Artificial Intelligence is such a transformation in human history. What we see today, what we predict today, are only the early signs of its impact. AI is making machines intelligent, but more importantly, it is multiplying human capability many times over. The difference this time is that both the speed and the scale are unprecedented. Earlier, it took decades for technology to show its impact. Today, the journey from machine learning to learning machines is faster, deeper, and broader. Therefore, our vision must be equally expansive, and our responsibility equally profound. Alongside the present generation, we must also consider what form of AI we will hand over to future generations. The real question is not what Artificial Intelligence can do in the future, but what we choose to do with it today. Humanity has faced such questions before. The most powerful example is nuclear power – we have seen its destructive force, and we have seen its positive contributions. AI too is a transformative power: if directionless, it leads to disruption; if guided rightly, it becomes a solution. How to make AI human-centric rather than machine-centric, sensitive and responsible rather than reckless – this is the core purpose of the Global AI Impact Summit.

India’s perspective on AI is clearly reflected in the theme of this summit: Sarvajan Hitaya, Sarvajan Sukhaya – Welfare for all, Happiness for all. This is our benchmark. AI must not reduce human beings to mere data points or raw material. Therefore, AI must be democratized. It must become a medium of inclusion and empowerment, especially across the Global South.

At the New Delhi AI Impact Summit, I present India’s vision for AI – M.A.N.A.V. (MANAV), meaning human. The MANAV vision stands for: M – Moral and Ethical Systems: means AI must be built on ethical guidelines. A – Accountable Governance: means Transparent rules and robust oversight. N – National Sovereignty: means Data belongs to those who generate it. A – means Accessible and Inclusive: AI must not be a monopoly, but a multiplier. V – means Valid and Legitimate: AI must be lawful and verifiable. India’s MANAV Vision will be a vital link for human welfare in the AI-driven world of the 21st century.

Decades ago, when the internet began, no one imagined how many jobs it would create. The same is true for AI. Today, it is difficult to predict what kinds of jobs will emerge in this field. The future of work is not pre-defined; it will depend on our decisions and our course of action. I believe the future of work is a new opportunity. This is the era of humans and intelligent systems working together. “We are entering an era where humans and intelligent systems co-create, co-work, and co-evolve.” AI will make our work smarter, more efficient, and more impactful. We will design better, build faster, and make stronger decisions. More people will find higher-value, creative, and meaningful roles. This is a great opportunity for innovation, entrepreneurship, and new industries. Therefore, skilling, reskilling, and lifelong learning must become a mass movement.

The future of work will be inclusive, trusted, and human-centric. If we move forward together, Artificial Intelligence will elevate the capacity of humanity to new heights.

It is said: “Sunlight is the best disinfectant.” means Transparency is the greatest safeguard. Some countries and companies believe AI is a “strategic asset” and must be developed confidentially. But India thinks differently. We believe AI will benefit the world only when it is shared. When codes are open and shared, millions of young minds can make them safer and better. Therefore, let us resolve to develop AI as a Global Common Good.

Another urgent need today is to establish global standards. Deepfakes and fabricated content are destabilizing open societies. In the physical world, we see nutrition labels on food so we know what we are consuming. Similarly, in the digital world, content must carry authenticity labels so people know what is real and what is AI-generated. As AI produces more text, images, and videos, the need for watermarking and clear source standards grows. That is why trust must be built into technology from the very beginning.

We must become even more vigilant about children’s safety. Just as a school syllabus is carefully curated, the AI space too must be child-safe and family-guided.

Today, the world is divided into two kinds of people: those who see fear in AI – and speak only of that fear – and those who see fortune in AI.

I say this with responsibility and with pride: India does not see fear in AI. India sees fortune in AI. India sees the future in AI. We have the talent, we have the energy and capacity, and we have policy clarity. I am delighted to share that during this summit, three Indian companies have launched their own AI models and apps. These models showcase the talent of our youth and reflect the depth and diversity of the solutions India is offering.

India is building a resilient ecosystem – from semiconductors and chip-making to quantum computing. Secure data centers, a strong IT backbone, and a dynamic startup ecosystem make India a natural hub for affordable, scalable, and secure AI solutions. India has diversity, demography, and democracy. Any AI model that succeeds in India can be deployed globally. Therefore, I invite all of you: Design and Develop in India. Deliver to the World. Deliver to Humanity.
