The Prime Minister, Shri Narendra Modi inaugurated the Namo Bharat Rapid Rail and the Meerut Metro route today in Meerut, describing the project as a new surge of energy for a ‘Viksit Uttar Pradesh’ and a ‘Viksit Bharat’. This event marks the first time in India that both a rapid rail and a metro service have been launched from a single platform on the same day.


The Prime Minister stated that this project provides a magnificent glimpse of what connectivity will look like in a Developed India. The integrated system utilizes the Metro for intra-city travel and the Namo Bharat trains to accelerate the “Twin Cities” vision. Highlighting the work culture of the Double-Engine government, the Prime Minister noted that projects no longer hang in limbo. He emphasized that his government completes the work for which it lays the foundation stone, having personally led both the foundation and the inauguration of these services.


During his visit, the Prime Minister traveled on the Meerut Metro and interacted with students and passengers. The Prime Minister lauded the project as a symbol of ‘Nari-Shakti,’ noting that most train operators and station control staff are women. He congratulated the people of Uttar Pradesh on the country’s first Namo Bharat Rapid Rail service.


Recalling his special bond with Meerut, the Prime Minister noted that his national election campaigns in 2014, 2019, and 2024 all began from this revolutionary land. He thanked the farmers, artisans, and entrepreneurs of the region for their consistent blessings. ”Before 2014, metro services reached only 5 cities, but now metros are running in more than 25 cities, making India the third-largest network in the world”, Shri Modi noted. “A unique feature of the project is the integration of Indian Railways, Metro, and bus stands at Sarai Kale Khan, Anand Vihar, Ghaziabad, and Meerut. For the first time in India, Namo Bharat and Metro rail will run on the same track and station”, Shri Modi highlighted. The Prime Minister noted that this integration allows commuters to travel within the city or go directly to Delhi, thus ending the compulsion for many workers and students to live in rented houses in Delhi.

“The government’s investment in modern infrastructure—including expressways, freight corridors, and the Jewar International Airport is creating vast employment opportunities. These projects attract new industries and business to the region”, the Prime Minister stated.


Describing Uttar Pradesh as a land of labor and creation, the Prime Minister said that the state’s farmers and artisans are successfully realizing the mantra of heritage and development. He noted that as India’s global strength grows, developed nations are eager to sign trade agreements to tap into India’s youth power. “Today, the world views India as a powerhouse capable of solving 21st-century challenges, directly benefiting the citizens of Uttar Pradesh”, Shri Modi remarked.


Addressing the MSME sector, the Prime Minister highlighted a 10,000 crore rupee special fund in this year’s union budget which will make loans easier for MSMEs. He also mentioned the Mahatma Gandhi Gram Swaraj Yojana to help weavers reach global markets. The 10-lakh limit on sending goods via courier has been removed. This allows small entrepreneurs in Meerut and across UP to sell directly to customers in the US and Europe via online apps”, the Prime Minister announced.


“To honor the vision of Chaudhary Charan Singh ji, the government awarded him the Bharat Ratna. Inspired by him, the double-engine government is working to increase farmers’ income through food processing and the PM Kisan Samman Nidhi. Under this scheme, nearly 95,000 crore rupees have already been provided to the farmers of Uttar Pradesh”, Shri Modi remarked.


The Prime Minister emphasized that UP’s development is paramount, noting the shift from an era of riots and crime to today’s recognition for Brahmos, mobile manufacturing, and tourism. He stated that today, the criminals are in jail, the dignity of daughters is protected, and improved law and order has triggered a major economic surge and manufacturing boom.


“UP is being transformed into a manufacturing hub, and recently the foundation for the state’s first semiconductor factory was laid. A developed Uttar Pradesh is essential for a developed India”, the Prime Minister concluded.

At the summit, I also had the opportunity to meet world leaders and Tech CEOs. At the AI ​​summit exhibition, I showed myriad things to world leaders. I want to mention two things in particular. These two products at the summit greatly impressed leaders from around the world. The first product was at Amul’s booth. It explained how AI is helping us in the treatment of animals… and how farmers keep track of their dairy and animals with the help of 24×7 AI assistance.

World leaders showed great interest in learning about India’s ancient knowledge through a modern avatar.

Team captain Dilpreet Bajwa was born in Gurdaspur, Punjab. Navneet Dhaliwal is from Chandigarh. This list includes many names like Harsh Thakar and Shreyas Mowa, who are raising the pride of not only Canada… but India as well. The American team has many players who have emerged from Indian domestic cricket. American team captain Monank Patel has also played for Gujarat’s under-16 and under-18 teams. Saurabh from Mumbai, Harmeet Singh and Milind Kumar from Delhi are all the pride of the American team. The Oman team today has many players who have previously played for different states of India. Players like Jatinder Singh, Vinayak Shukla, Karan, Jai and Ashish are strong links that bind Oman cricket. Players of Indian origin are also ensuring their place in the teams of New Zealand, UAE and Italy. There are countless such players of Indian origin who are bringing pride to their respective countries… becoming an inspiration for the youth there. This is the hallmark of Indianness. There is no greater sorrow for any parent than losing one’s own child. The pain of losing a very young child is deeper. Just a few days ago, we lost Aalin Sherin Abraham, a little innocent girl from Kerala. She left this world at the age of just 10 months. Imagine—she had a whole life ahead of her, which abruptly ended. So many dreams and joys remained unfulfilled. The pain her parents must be undergoing is beyond any expression in words. But even amidst such profound pain, Aalin’s father, Arun Abraham, and mother, Sherin, made a decision that has filled up the heart of every citizen with respect. They decided to donate Aalin’s organs. This single decision reveals the expanse of their thinking and the magnitude of their personality. While on the one hand they grieved the loss of their daughter, on the other they were also filled with a spirit of helping others. They wanted that no family experiences such a fate. Aalin Sherin Abraham is no longer with us, but her name has joined the ranks of the nation’s youngest organ donors. Friends, awareness about organ donation is steadily rising in India these days. This is helping those who are in need of it. It is also strengthening medical research in the country. Many organizations and individuals are doing extraordinary work in this direction.

Like Aalin from Kerala, there are many people who have given a second life to someone through organ donation. For example, Lakshmi Devi from Delhi. She traveled to Kedarnath last year.

For that she had to trek 14 kilometers. You will be surprised to know that she undertook this trek after a heart transplant. Her heart was functioning only at 15 percent. Amidst that, she received the heart of a deceased donor. After that, her life transformed completely. Gaurang Banerjee from West Bengal has been to Nathu La twice. It is located 14,000 feet above sea level. And the special aspect is that he achieved this feat after a lung transplant. Ramdev Singh of Sikar, Rajasthan, had to undergo a kidney transplant. Today, he is excelling in sporting activities.

During the Azadi Ka Amrit Mahotsav, I spoke of the ‘Panch-Pran’ from the Red Fort. One of them is freedom from the mentality of slavery. Today, the country is leaving behind the symbols of slavery and has begun to value symbols related to Indian culture. Our Rashtrapati Bhavan has also taken an important step in this direction. Tomorrow, i.e. the 23rd of February, ‘Rajaji Utsav’ will be celebrated at Rashtrapati Bhavan. On this occasion, a statue of C. Rajagopalachari ji will be unveiled in the Central Courtyard of Rashtrapati Bhavan. He was the first Indian Governor General of Independent India.

He was among those who saw power not as a position but as a service. His conduct, self-restraint, and independent thinking in public life inspire us even today. Unfortunately, even after independence, statues of British administrators were allowed to remain in Rashtrapati Bhavan, but those of the nation’s greatest sons were denied space. A statue of British architect Edwin Lutyens also stood in Rashtrapati Bhavan. Now, this statue will be replaced by a statue of Rajaji. An exhibition on Rajagopalachari ji will also be held during the Rajaji Utsav. This exhibition will be on from the 24th of February to the 1srt of March. Do pay a visit there, to have a look, whenever possible.

In ‘Mann Ki Baat’, I have spoken to you at length about Digital Arrest. After this, a lot of awareness was generated in our society regarding Digital Arrest and Digital Fraud, but still such incidents are happening around us, that are unpardonable. Innocent people are being targeted through Digital Arrest and Financial Fraud. Many a time we come to know that a senior citizen has been swindled of one’s lifelong earnings. At times, someone is defrauded of the money one had saved to pay children’s fees. We also come across news of fraud with businessmen. Someone calls up and says, “I am a big officer. You have to share some details.” After this, innocent people do just that. Therefore, it is very important for you to remain alert and vigilant.

You all must be familiar with the process of KYC – Know Your Customer. Sometimes, when you receive messages from your bank asking you to update KYC or re-KYC, the question arises in your mind – I have already done KYC, then why this? I urge you not to fret; this is just for the safety of your money. We all know that nowadays everything from pension, subsidy, insurance, UPI, everything is linked to the bank account. This is why banks periodically perform re-KYC to ensure your bank account remains secure. Yes, here too, you must remember one thing: criminals make fake calls, send SMS and links. Therefore, we must remain vigilant and not fall prey to such fraudsters. KYC or re-KYC should be done only through your bank branch, official app, and authorized medium. Our farmers are not just food providers… they are true devotees of the earth. One should learn from our farmers what it is to turn soil into gold. And our farmers today are blending both tradition and technology, and I am pleased to see that our farmers are now focusing not just on production but also on quality, value addition, and new markets. The story of a young farmer named Hirod Patel in Odisha is truly inspiring. Until about eight years ago, he cultivated paddy in the traditional way with his father, Shiv Shankar Patel, but then, he began to approach farming from a new perspective. He built a strong mesh structure over his farm’s pond. He grew creeper vegetables on it, planted bananas, guavas, and coconuts around the pond, and also started fish farming in the pond. In other words, traditional farming, vegetables, fruits, and fish are all being undertaken in one place. This has led to better land use, water savings, and additional income. Today, farmers from far and wide come over to see his model.

In Kerala’s Thrissur district, there’s a village where 570 varieties of rice are grown in a single field. This includes local varieties, herbal varieties, and even varieties imported from other states. This isn’t just farming, it’s a massive campaign to preserve seed heritage. The results of our farmers’ hard work are reflected in the statistics also. Today, India has become the world’s largest rice producer. Producing over 150 million tons of rice is no small achievement. We are meeting our own needs and contributing to the global food basket. Friends, agricultural products are now reaching foreign countries more easily by air. Nanjangud bananas from Karnataka, Mysuru betel leaves, and Indi lemons were exported to the Maldives. These products are known for their taste and quality and have even received the GI tag. Today’s farmer seeks quality, is also increasing quantity and is making his mark as well.

You surely remember the amazing images of the Maha Kumbh around this time last year. The sea of ​​humanity surging on the banks of the Sangam, the immense flow of faith, and in that sacred moment of bathing, it seemed as if India was ‘in communion’ with its ‘Sanatan Chetana’. Friends, the same stream of the Maha Kumbh, the same month of Magha, the same voice of devotion, as it moves from North to South, takes on a new identity.

Amma Jayalalithaa ji was one such popular leader. February 24th is the occasion of her birth anniversary. I still feel the deep affection the people of Tamil Nadu had for her, even today during my visits to the state.

The mention of Amma Jayalalithaa brings a glow to the faces of the people of Tamil Nadu. Our ‘Nari Shakti’s’ connection with her has been even more special. This is also because, while in government, she made many commendable efforts for the welfare of mothers, sisters, and daughters. She also took concrete steps to maintain law and order in the state. Prime Minister Shri Narendra Modi, today, participated in the groundbreaking ceremony of HCL-Foxconn Semiconductor Unit in Uttar Pradesh, via video conferencing. The ceremony marks a historic milestone in India’s journey toward becoming a global semiconductor hub, following closely on the heels of the Global AI Impact Summit held in New Delhi.

Addressing the gathering, the Prime Minister emphasized that India is working towards the aim of Viksit Bharat rapidly. "I have said from the ramparts of the Red Fort, India has no time to stop or pause. Since the beginning of 2026, India has accelerated its pace," the Prime Minister remarked. Shri Modi cited the recent milestones such as the Viksit Bharat Young Leaders Dialogue, National Startup Day which energized the start up revolution in India, and the India Energy Summit through which India's strength caught the attention of the world.

Prime Minister noted that the Budget for Viksit Bharat has injected fresh momentum into the nation's progress, making this a truly historic week for India. He further stated that India is making unprecedented investments today in every technology that will determine the future of humanity and development of this robust semiconductor ecosystem in India is a prime example of this.

Highlighting the strategic importance of chips, the Prime Minister compared their value in the 21st century to oil in the 20th century. "During the Corona pandemic, the world saw the fragility of the chip supply chain. When supply hit a brake, global economies faltered”, Shri Modi noted. He highlighted that India learned from that crisis to turn it into an opportunity and decided that India must become self-reliant in chip manufacturing. “Today’s programme is a reflection of this vision”, Shri Modi emphasised.

Prime Minister Modi stated that "Made-in-India" chips are the backbone of a Viksit Bharat, powering critical sectors from AI and 6G to Defense and EVs. To support this vision, he highlighted the Chips to Startup initiative, set to train 85,000 specialists, alongside Budget-led advancements like the Semiconductor Mission’s second phase and the establishment of Rare Earth Corridors for end-to-end R&D and manufacturing support.


As a Member of Parliament from Uttar Pradesh, the Prime Minister expressed immense pride in the state's transformation. “UP is becoming a major center for the semiconductor ecosystem, which will bring design houses, R&D centers, and startup ecosystems to the region, creating vast employment opportunities for the youth”, Shri Modi noted.

Prime Minister underscored that in the last 11 years, India has witnessed a monumental shift in its industrial landscape, with electronics manufacturing growing six-fold. “This growth is most evident in the mobile revolution, where domestic production has increased 28-fold and exports have surged by a staggering 100-fold”, he added. Shri Modi remarked that Uttar Pradesh has emerged as a powerhouse and a strong pillar in this success story, currently accounting for more than half of all mobile phones manufactured in the country. This transformation marks a significant milestone in India’s journey toward becoming a global manufacturing hub.

The Prime Minister credited the "Double-Engine Government" for changing the identity of Uttar Pradesh from a state once associated with crime and migration to one known for Expressways, Defense Corridors, and world-class infrastructure like the Jewar International Airport and Dedicated Freight Corridors."Global investors are coming to UP because they know their investment is guaranteed a fantastic return," the Prime Minister said. Shri Modi also announced that he would be inaugurating the Delhi-Meerut Namo Bharat Train Corridor tomorrow, further boosting the region's connectivity.


Concluding his address, the Prime Minister thanked HCL Technologies Chairperson Roshni Nadar and Foxconn Semiconductor Business Group President Bob Chen for their partnership. He noted that Foxconn’s presence sends a global message: "A democratic India is a trusted partner. Our participation in the value chain increases its resilience, a win-win for India and the world."

आज भारत, विकसित होने के लक्ष्य पर बहुत तेजी से काम कर रहा है। और मैंने लाल किले से भी कहा है- भारत के पास रुकने का, थमने का समय नहीं है। साल 2026 की शुरुआत से ही भारत ने अपनी कदमताल और तेज कर दी है। 12 जनवरी को विकसित भारत यंग लीडर्स डॉयलॉग से देश के लाखों युवा जुड़े, 16 जनवरी को हमने नेशनल स्टार्ट अप डे मनाया, भारत की स्टार्ट-अप क्रांति को नई ऊर्जा दी, जनवरी में ही हुई इंडिया एनर्जी समिट में भारत ने अपने सामर्थ्य से दुनिया का ध्यान खींचा। फिर विकसित भारत को नई गति देने वाला बजट आया और अब ये सप्ताह भी भारत के लिए ऐतिहासिक सिद्ध हो रहा है। ग्लोबल AI Impact समिट में, दुनिया के अनेक देशों के राष्ट्राध्यक्ष, टेक्नॉलॉजी जगत के दिग्गज, सभी दिल्ली में जुटे थे। इस समिट में दुनिया ने, भारत के AI सामर्थ्य को देखा, हमारे विजन को समझा और सराहा।

ये समिट कल ही समाप्त हुई है, और अब हम यहां भारत के सेमीकंडक्टर इकोसिस्टम से जुड़े इतने बड़े कार्यक्रम का हिस्सा बन रहे हैं।

आधुनिक विश्व को चलाने के लिए जिस प्रोसेसिंग पावर की ज़रूरत है, उसमें भी भारत अब दुनिया के टॉप देशों के साथ आने का प्रयास कर रहा है। यानी भारत सॉफ्टवेयर और हार्डवेयर, दोनों पहलुओं पर एक साथ काम कर रहा है। औऱ हम सभी के लिए ये गर्व की बात है कि उत्तर प्रदेश भी, भारत के सेमीकंडक्टर इकोकिस्टम का बड़ा सेंटर बनने जा रहा है। HCL और Foxconn की ये नई फैक्ट्री, टेक्नॉलॉजी पावर-हाउस के रूप में यूपी की नई पहचान को और सशक्त करेगी। उत्तर प्रदेश के सांसद के रूप में भी, मेरे लिए ये बहुत गर्व का क्षण है। इस सेमीकंडक्टर फैक्ट्री की वजह से, उत्तर प्रदेश के युवाओं को, देश के युवाओं को बड़ी संख्या में रोजगार मिलेंगा। क्योंकि जहाँ semiconductor unit आती है, वहाँ design houses आते हैं, R&D center आते हैं, startup ecosystems बनते हैं। और ये सब कुछ अब यूपी में भी होने जा रहा है। मैं मुख्यमंत्री योगी आदित्यनाथ जी और उनकी पूरी टीम को, यूपी की जनता को बहुत-बहुत बधाई देता हूं।

मैं एक बात अक्सर कहता हूं, कि ये Decade भारत का Techade है। इस दशक में भारत टेक्नॉलॉजी के क्षेत्र में जो कुछ कर रहा है, वो इक्कीसवीं सदी के हमारे सामर्थ्य का आधार बनेगा। चाहे ग्रीन एनर्जी हो, चाहे स्पेस टेक हो, चाहे डिजिटल टेक्नॉलॉजी हो, चाहे मैन्युफेक्चरिंग टेक्नॉलॉजी हो, या फिर आर्टिफिशियल इंटेलीजेंस, मानवता का भविष्य तय करने वाली हर टेक्नॉलॉजी में भारत आज अभूतपूर्व निवेश कर रहा है। भारत में सशक्त सेमीकंडक्टर इकोसिस्टम का विकास भी इसका एक उत्तम उदाहरण है। सेमीकंडक्टर सेक्टर में भारत ने अपना सफर भले ही देरी से शुरु किया हो, लेकिन आज हम बहुत तेज़ गति से आगे बढ़ रहे हैं। भारत ने अपने सेमीकंडक्टर मिशन के तहत, अभी तक 10 सेमीकंडक्टर फैब्रिकेशन और पैकेजिंग प्रोजेक्ट्स को स्वीकृति दे दी है। इनमें से चार यूनिट्स, बहुत ही जल्द अपना प्रोडक्शन शुरु करने वाली हैं।


साथियों,

आप सभी जानते हैं, बीसवीं सदी में जिस देश के पास तेल था, वहां समृद्धि और सामर्थ्य दोनों आया। इक्कीसवीं सदी में यही सामर्थ्य छोटी सी चिप के पास है, उससे जुड़ी स्किल और मटीरियल में है। कोरोना महामारी के दौरान हमने देखा है, कि छोटी सी चिप की supply chain कितनी कमज़ोर रही है। उस दौरान, चिप की सप्लाई पर ब्रेक क्या लगा, दुनिया में फैक्ट्रियां रुक गईं, अर्थव्यवस्थाएं चरमराने लगीं। भारत ने उस संकट से भी सीखा, और उसे अवसर में बदलने का प्रयास शुरू किया। हमने तय किया, भारत को चिप मैन्यूफैक्चरिंग में आत्मनिर्भर बनाना है। इसके लिए, भारत में सेमीकंडक्टर इकोसिस्टम का निर्माण करना है। आज का ये कार्यक्रम, इसी विजन का प्रतिबिंब है।

साथियों,

विकसित भारत का निर्माण तभी होगा, जब भारत आत्मनिर्भर होगा। और इसके लिए मेड इन इंडिया चिप होना बहुत ज़रूरी है। क्योंकि जब भारत की चिप मेड इन इंडिया होगी, तो हमें हमारे आधुनिक साजो-सामान की मैन्यूफैक्चरिंग के लिए दूसरों की तरफ नहीं देखना पड़ेगा। Digital India, AI, 5G-6G, इलेक्ट्रिक व्हीकल, Defence., आज जरूरत के हर सामान की आत्मा सेमीकंडक्टर है, चिप है। हमारे पास अपनी चिप होगी, तो हर सेक्टर में भारत की गति बिना रोक-टोक जारी रहेगी।

साथियों,

आज फॉक्सकॉन जैसी दिग्गज कंपनियों का भारत आना, चिप मैन्युफैक्चरिंग में सहयोग करना, इसमें एक वैश्विक संदेश भी है। भारत जैसा लोकतांत्रिक देश, दुनिया का एक भरोसेमंद पार्टनर है। किसी भी Value Chain में भारत की बढ़ती भागीदारी, उस Value Chain की रिजिलियंस को भी बढ़ाएगी। इसलिए दुनिया की फैक्ट्री के रूप में भारत की पहचान, भारत और विश्व के अन्य देश, सभी के लिए win-win situation की तरह है।

आज दुनिया भारत को tech फ्यूचर के सेंटर के रूप में देख रही है। इसका एक बड़ा कारण भारत का टैलेंट भी है। भारत, अपने चिप डिजायिनिंग टैलेंट के पूल का तो विस्तार कर ही रहा है, साथ ही, सेमीकंडक्टर से जुड़ी अन्य स्किल्स पर भी बहुत बल दे रहा है। भारत सरकार ने Chip to Startup कार्यक्रम शुरू किया है। इसका उद्देश्य, सेमीकंडक्टर डिज़ाइन में 85 हजार से ज्यादा, इंडस्ट्री रेडी प्रोफेशनल्स तैयार करने का है। इस वर्ष के बजट में इंडिया सेमीकेंडक्टर मिशन के दूसरे चरण की भी घोषणा की गई है। यानी हर प्रकार के Fabs, एडवांस्ड पैकेजिंग, R&D के लिए, भारत में ही एक कंप्लीट सपोर्ट सिस्टम डवलप किया जा रहा है। सेमीकंडक्टर और बैटरी निर्माण के लिए रेयर अर्थ मिनरल्स भी बहुत आवश्यक हैं। भारत इसमें भी आत्मनिर्भरता के लिए बड़े कदम उठा रहा है। इस वर्ष के बजट में घोषणा की गई है, कि देश में Rare Earth Corridors बनाए जाएंगे। ये भी सेमीकंडक्टर सेक्टर के लिए बहुत बड़ा प्रोत्साहन है।

साथियों,

बीते 11 वर्षों में भारत ने बार-बार दिखाया है कि हम जो ठानते हैं, वो हासिल करके ही रहते हैं। कुछ वर्ष पहले जब देश ने मेक इन इंडिया का संकल्प लिया था, तब कुछ लोगों ने शंकाएं-आशंकाएं जताई थीं। लेकिन आज मेक इन इंडिया, एक सशक्त ब्रैंड बनकर उभरा है। पिछले 11 वर्षों में, भारत में इलेक्ट्रॉनिक्स मैन्युफैक्चरिंग लगभग छह गुना बढ़ी है। इलेक्ट्रॉनिक्स एक्सपोर्ट भी लगभग आठ गुना तक पहुँच गया है। इसमें भी, मोबाइल मैन्युफैक्चरिंग, अट्ठाइस गुना से अधिक बढ़ गई है। और हमारे मोबाइल फोन एक्सपोर्ट में तो सौ गुना से भी अधिक की वृद्धि हुई है।

साथियों,

मुझे इस बात का संतोष है, कि भारत की मैन्यूफेक्चरिंग सक्सेस में यूपी एक मजबूत पिलर के रूप में भी उभर रहा है। अगर मैं मोबाइल फोन मैन्यूफेक्चरिंग की ही बात करुं, तो देश के आधे से अधिक मोबाइल फोन आज उत्तर प्रदेश में ही बन रहे हैं। आने वाले समय में यूपी का ये सामर्थ्य और बढ़ने जा रहा है। क्योंकि यहां पर सेमीकंडक्टर इकोसिस्टम के साथ-साथ, इलेक्ट्रॉनिक्स से जुड़े कंपोनेंट्स, यानी छोटे-छोटे पार्ट्स भी यहीं बनने जा रहे हैं। इससे भी बहुत बड़ी संख्या में यहां रोजगार के नए अवसर बनेंगे।


साथियों,

आज उत्तर प्रदेश की चर्चा मैन्यूफेक्चरिंग के लिए हो रही है। यहां आ रहे हज़ारों करोड़ रुपए के निवेश के लिए, यहां लग रही नई फैक्ट्रियों के लिए उत्तर प्रदेश चर्चा में है। लेकिन करीब एक दशक पहले तक, उत्तर प्रदेश का नाम गलत बातों के लिए उछाला जाता था। पलायन और अभाव, असुविधा और अपराध, ऐसा लगता था कि देश के सबसे बड़े राज्य का यही दुर्भाग्य बन गया है। मुझे बहुत गर्व है, कि यूपी की जनता ने डबल इंजन सरकार पर जो भरोसा जताया, बार-बार आशीर्वाद दिया, उसके परिणाम निरंतर दिख रहे हैं। आज उत्तर प्रदेश, Expressway वाला राज्य बन चुका है। यूपी की चर्चा Defence Corridor के लिए होती है। देश और दुनिया के लोग आज उत्तर प्रदेश को टूरिज्म की पसंदीदा जगह बना रहे हैं।

साथियों,

दुनियाभर के निवेशक आज इसलिए यूपी आ रहे हैं, क्योंकि वे जानते हैं कि यूपी में उनके निवेश का शानदार रिटर्न मिलना तय है। डेडिकेटेड फ्रेट कॉरिडोर और ज़ेवर इंटरनेशनल एयरपोर्ट जैसी आधुनिक कनेक्टिविटी, इस पूरे क्षेत्र को विकास की नई ऊंचाई पर ले जा रही है। और कल ही, आने वाले कल रविवार को, मैं दिल्ली-मेरठ नमो भारत ट्रेन कॉरिडोर का लोकार्पण करने वाला हूं। जहां ऐसा उत्तम काम हो रहा है, वो उत्तर प्रदेश, विकसित होकर ही रहेगा। मैं एक बार फिर से HCL और फॉक्सकॉन का आभार व्यक्त करता हूं। मुझे विश्वास है कि ये सेमीकंडक्टर यूनिट, उत्तर प्रदेश के विकास की गति को और तेज़ करेगी।

​Today India is working at a very fast pace on the goal of becoming developed. And I have also said from the Red Fort that  India does not have time to stop or pause. From the beginning of the year 2026 itself, India has further increased its pace. On January 12, lakhs of youth of the country joined the Viksit Bharat Young Leaders Dialogue; on January 16, we celebrated National Startup Day, giving new energy to India's startup revolution; in January itself, at the India Energy Summit, India attracted the world's attention with its potential. Then came the budget giving new momentum to Viksit Bharat, and now this week is also proving to be historic for India. At the Global AI Impact Summit, heads of state from many countries of the world, stalwarts of the technology world, all gathered in Delhi. In this summit, the world saw India's AI potential, understood and appreciated our vision.

​This summit ended only yesterday, and now we are becoming a part of such a big program related to India's semiconductor ecosystem here.

​In the processing power needed to run the modern world, India is now trying to come along with the top countries of the world. That is, India is working on both aspects, software and hardware, simultaneously. And it is a matter of pride for all of us that Uttar Pradesh is also going to become a big center of India's semiconductor ecosystem. This new factory of HCL and Foxconn will further strengthen the new identity of UP as a technology power-house. As a Member of Parliament from Uttar Pradesh too, this is a moment of great pride for me. Because of this semiconductor factory, the youth of Uttar Pradesh and the youth of the country will get employment in large numbers. Because where a semiconductor unit comes, design houses come there, R&D centers come, startup ecosystems are formed. And all this is now going to happen in UP as well. I congratulate the  Chief Minister Yogi Adityanath ji and his entire team, and the people of UP very much.

​I often say one thing, that this decade is India's Techade. Whatever India is doing in the field of technology in this decade will become the foundation of our potential in the twenty-first century. Whether it is green energy, whether it is space tech, whether it is digital technology, whether it is manufacturing technology, or artificial intelligence, India today is making unprecedented investments in every technology that determines the future of humanity. The development of a strong semiconductor ecosystem in India is also an excellent example of this. Although India may have started its journey in the semiconductor sector late, today we are moving forward at a very fast pace. Under its Semiconductor Mission, India has so far approved 10 semiconductor fabrication and packaging projects. Out of these, four units are going to start their production very soon.

​You all know, in the twentieth century, the country that had oil gained both prosperity and power. In the twenty first century, this same power lies with a small chip, and in the skill and material associated with it. During the Corona pandemic, we have seen how weak the supply chain of a small chip has been. During that time, as soon as the brake was applied to the supply of chips, factories in the world stopped, and economies began to crumble. India also learned from that crisis and started the effort to turn it into an opportunity. We decided that India has to be made self-reliant in chip manufacturing. For this, a semiconductor ecosystem has to be built in India. Today's program is a reflection of this very vision.

​The creation of Viksit Bharat will happen only when India is self reliant. And for this, it is very important to have a Made in India chip. Because when India's chip is Made in India, we will not have to look towards others for the manufacturing of our modern equipment. Digital India, AI, 5G-6G, Electric Vehicles, Defence,  today the soul of every necessary item is the semiconductor, the chip. When we have our own chip, India's speed in every sector will continue without interruption.

​Today, the coming of giant companies like Foxconn to India and cooperating in chip manufacturing also carries a global message. A democratic country like India is a reliable partner of the world. India's increasing participation in any value chain will also increase the resilience of that value chain. Therefore, India's identity as the factory of the world is like a win-win situation for India and other countries of the world.

​Today the world is looking at India as the center of the tech future. A big reason for this is also India's talent. India is not only expanding its pool of chip designing talent but is also giving great emphasis on other skills related to semiconductors. The Government of India has started the Chip to Startup program. Its objective is to prepare more than 85 thousand industry-ready professionals in semiconductor design. In this year's budget, the second phase of the India Semiconductor Mission has also been announced. That is, a complete support system is being developed in India itself for all types of Fabs, advanced packaging, and R&D. Rare earth minerals are also very essential for semiconductor and battery manufacturing. India is taking big steps for self-reliance in this as well. It has been announced in this year's budget that Rare Earth Corridors will be built in the country. This is also a huge encouragement for the semiconductor sector.

​In the past 11 years, India has shown repeatedly that whatever we resolve to do, we achieve it. A few years ago, when the country took the resolution of Make in India, some people had expressed doubts and apprehensions. But today, Make in India has emerged as a strong brand. In the last 11 years, electronics manufacturing in India has increased about six times. Electronics exports have also reached about eight times. In this too, mobile manufacturing has increased more than twenty-eight times. And in our mobile phone exports, there has been an increase of more than a hundred times.

​I have the satisfaction that UP is emerging as a strong pillar in India's manufacturing success. If I talk about mobile phone manufacturing itself, more than half of the country's mobile phones are being made in Uttar Pradesh today. In the coming time, this potential of UP is going to increase further. Because here, along with the semiconductor ecosystem, electronic components, i.e., small parts, are also going to be made here. This will also create new employment opportunities in very large numbers here.

​Today Uttar Pradesh is being discussed for manufacturing. Uttar Pradesh is in the news for the investment of thousands of crores of rupees coming here, and for the new factories being set up here. But until about a decade ago, the name of Uttar Pradesh was being tossed around for the wrong things. Migration and scarcity, lack of facilities and crime - it seemed as if this had become the misfortune of the largest state in the country. I am very proud that the trust the people of UP placed in the double-engine government and the blessings they gave repeatedly, their results are constantly visible. Today, Uttar Pradesh has become a state of Expressways. UP is discussed for the Defence Corridor. People of the country and the world are making Uttar Pradesh a favorite tourism destination today.

​Investors from all over the world are coming to UP today because they know that a grand return on their investment in UP is certain. Modern connectivity like the Dedicated Freight Corridor and Jewar International Airport is taking this entire region to new heights of development. And tomorrow itself, coming tomorrow Sunday, I am going to inaugurate the Delhi-Meerut Namo Bharat train corridor. Where such excellent work is happening, that Uttar Pradesh will certainly become developed. I once again express my gratitude to HCL and Foxconn. I am confident that this semiconductor unit will further accelerate the pace of development of Uttar Pradesh.
