Emphasizing the value of this experience, PM Modi suggested that new Members of Parliament from both Houses could learn immensely from Shri Harivansh’s insights on parliamentary conduct, dignity, and responsibilities. “Perhaps he never knew then that he himself would one day occupy this chair, but his writings covered the subject with remarkable depth,” stated Shri Modi.
The Prime Minister commended Shri Harivansh’s exemplary punctuality, disciplined life, and seriousness towards duties as key factors behind his universally accepted personality. According to PM Modi, when asked what he wanted to see in that developed country, Shri Harivansh expressed his desire to visit universities to understand what kind of education and culture enabled such progress. “He spent his entire discretionary time during that trip studying American universities, reflecting his deep commitment to educational excellence for a developed India,” remarked Shri Modi.
The Prime Minister highlighted Shri Harivansh’s exemplary utilization of the MPLADS (Members of Parliament Local Area Development Scheme) fund as a model for other parliamentarians. The Prime Minister detailed various study and research centers established by the Deputy Chairman, including a center for endangered Indian languages at IIT Patna, a Center for Earthquake Engineering considering the seismic vulnerability of Bihar’s regions, and a River Study Center at Aryabhatta Knowledge University in Patna to address erosion problems. “He has demonstrated how MPLADS funds can be utilized in a focused direction for long-term impact,” asserted Shri Modi.
The Prime Minister also mentioned other initiatives funded by Shri Harivansh, including a Business Incubation and Innovation Center at Chandragupt Institute of Management and an Artificial Intelligence Center at Magadh University. Appreciating the Deputy Chairman’s continued connection with his village roots despite urban relocation, Shri Modi said, “Harivansh Ji remains deeply connected to his village and continuously contributes to the joys and sorrows of his community.”
Sharing his personal experience of working with Shri Harivansh during the construction of the new Parliament building, the Prime Minister expressed how valuable his collaboration had been. The Prime Minister, Shri Narendra Modi, has highlighted that a discussion is currently underway in Parliament on the amendment to the Nari Shakti Vandan Adhiniyam, noting that deliberations continued till 1 AM last night.
He stated that all misconceptions surrounding the amendment have been addressed with logical responses, and every concern raised by members has been resolved. The Prime Minister added that necessary information, wherever lacking, has also been provided to all members, ensuring that issues of opposition have been clarified.
Emphasising that the issue of women’s reservation has witnessed political debates for nearly four decades, the Prime Minister said that the time has now come to ensure that women, who constitute half of the country’s population, receive their rightful representation.
He observed that even after decades of independence, the low representation of women in the decision-making process is not appropriate and needs to be corrected.
The Prime Minister informed that voting in the Lok Sabha is expected shortly and urged all political parties to take a thoughtful and sensitive decision by voting in favour of the women’s reservation amendment.
Appealing on behalf of the women of the country, he urged all Members of Parliament to ensure that no action hurts the sentiments of Nari Shakti. He noted that crores of women are looking towards the Parliament, its intent, and its decisions.
The Prime Minister called upon MPs to reflect upon their families-mothers, sisters, daughters, and wives—and listen to their inner conscience while making the decision.
He described the amendment as a significant opportunity to serve and honour the women of the nation and urged members not to deprive them of new opportunities.
Expressing confidence, the Prime Minister said that if the amendment is passed unanimously, it will further strengthen Nari Shakti as well as the country’s democracy.
Calling it a historic moment, he urged all members to come together to create history by granting rightful representation to women, who form half of India’s population.

He noted that despite the government’s utmost and sincere efforts, the Nari Shakti Vandan Adhiniyam Amendment failed to pass, effectively crushing the legitimate dreams of the female population. “I deeply apologize to all the mothers and sisters of the nation for this unfortunate outcome,” stated Shri Modi.
Highlighting that the national interest remains strictly paramount, the Prime Minister sharply criticized specific political factions for prioritizing partisan gains over the welfare of the country.
Reflecting on the profound disappointment witnessed across the country, the Prime Minister pointed out that defeat of this bill is a direct blow to the self-respect of women, an insult that the female electorate will permanently engrave in their memories. “Women may forget everything else, but they never forget an insult to their pride,” affirmed Shri Modi.
The Prime Minister highlighted that women of India are acutely aware of the malicious intentions and will hold the offending politicians strictly accountable in the future. Detailing the transformative vision of the Nari Shakti Vandan Adhiniyam Amendment, the Prime Minister explained that the legislation was a grand effort designed to grant long-pending rights and create new opportunities for half the population. He observed that the bill aimed to remove systemic obstacles and equally amplify the political power of all states, regardless of their size or geography. “This amendment was a sincere effort to make women equal co-travelers in India’s development journey,” pointed out Shri Modi.
The Prime Minister emphasized that the citizens of India have thoroughly recognized this ugly pattern of politics and fully understand the underlying motives. “The country has now completely understood the ugly political pattern used to steal women’s rights,” affirmed Shri Modi.
The Prime Minister explained that dynastic parties are terrified that empowered women from outside their families will threaten their localized leadership. He highlighted that the thousands of capable women currently serving in Panchayats pose a direct challenge to the deeply entrenched insecurity of dynastic politicians.
Dismantling the false narratives regarding delimitation, the Prime Minister clarified that the government had explicitly ensured no state would lose representation, as all states would see their seats increase in equal, fair proportion. Highlighting the missed opportunities for regional growth, the Prime Minister stated that the amendment would have significantly increased parliamentary seats for states like Tamil Nadu, Bengal, and Uttar Pradesh.
Listing a series of transformative initiatives opposed earlier, the Prime Minister pointed out that the Jan Dhan-Aadhaar-Mobile trinity, digital payments, GST, and the law against Triple Talaq were also resisted. He highlighted that earlier chaos has also been created over the CAA law and efforts to eradicate Maoist violence have been constantly hindered.
Tracing India’s historical developmental delays, the Prime Minister stated that the persistent strategy of sweeping necessary decisions under the carpet allowed other nations to surpass India post-independence. He highlighted that 40 years have been spent stalling crucial national resolutions, including border dispute settlements, OBC reservations, and the One Rank One Pension scheme for soldiers.
The Prime Minister noted that generations of Indians have suffered deeply due to such indecision and deceit. He emphasized that the current political battle is not just about a single piece of legislation, but a broader war against a deeply negative, anti-reform mentality. “I have no doubt that all the sisters and daughters of the country will give a fitting reply to this toxic mentality,” pointed out Shri Modi.
Dismissing claims that the failure of the bill reflects poorly on the government, the Prime Minister reiterated that he was perfectly willing to give the opposition full credit through advertisements if they had simply supported the legislation. “This issue was never about taking political credit; it was about securing rights,” asserted Shri Modi.

आज मैं एक बेहद महत्वपूर्ण विषय पर विशेष कर देश की माता बहनों और बेटियों से बात करने के लिए आया हूं! आज भारत का हर नागरिक देख रहा है कि कैसे भारत की नारी शक्ति की उड़ान को रोक दिया गया। उनके सपनों को बेरहमी से कुचल दिया गया है। हमारे भरसक प्रयास के बावजूद हम सफल नहीं हो पाए, नारी शक्ति वंदन अधिनियम में संशोधन नहीं हो पाया! और मैं इसके लिए सभी माताओं-बहनों, उनसे मैं क्षमा प्रार्थी हूं।
साथियों,
हमारे लिए देश हित सर्वोपरि है, लेकिन जब कुछ लोगों के लिए दल हित सब कुछ हो जाता है, दल हित, देश हित से बड़ा हो जाता है, तो नारी शक्ति को, देश हित को, इसका खामियाजा उठना पड़ता है। इस बार भी यही हुआ है। कांग्रेस, डीएमके, टीएमसी और समाजवादी पार्टी जैसे दलों की स्वार्थी राजनीति का नुकसान देश के नारी शक्ति को उठाना पड़ा है।
साथियों,
कल देश की करोड़ों महिलाओं की नजर संसद पर थी, देश की नारी शक्ति देख रही थी, मुझे भी यह देखकर बहुत दुख हुआ, कि जब ये नारी हित का प्रस्ताव गिरा, तो कांग्रेस, डीएमके, टीएमसी, सपा, जैसी परिवारवादी पार्टियां, खुशी से तालियां बजा रही थीं। महिलाओं से उनके अधिकार छिनकर ये लोग मेजें थपथपा रहे थे। उन्होंने जो किया वो केवल टेबल पर थाप नहीं थी, वो नारी के स्वाभिमान पर उसके आत्मसम्मान पर चोट थी और नारी सब भूल जाती है, अपना अपमान कभी नहीं भूलती, इसलिए संसद में कांग्रेस और उसके सहयोग के उन सबके व्यवहार की कसक हर नारी के मन में हमेशा रहेगी। देश की नारी जब भी अपने क्षेत्र में इन नेताओं को देखेगी, तो वो याद करेगी कि इन्हीं लोगों ने, इन्हीं लोगों ने, संसद में महिला आरक्षण को रोकने का जश्न मनाया था, खुशियां मनाई थीं। कल संसद में नारी शक्ति वंदन संशोधन का जिन दलों ने विरोध किया है, उनसे मैं दो टूक कहूंगा, ये लोग नारी शक्ति को फॉर ग्रांटेड ले रहे हैं, वो ये भूल रहे हैं, कि 21वीं सदी की नारी देश की हर घटना पर नजर रख रही है, वो उनकी की मंशा भाप रही है और सच्चाई भी भली भांति जान चुकी है। इसलिए महिला आरक्षण विरोध करके जो पाप विपक्ष ने किया है, इसकी उन्हें सजा जरूर मिलेगी। इन दलों ने संविधान निर्माताओं की भावनाओं का भी अपमान किया है और जनता द्वारा इसकी सजा से भी वो बच नहीं पाएंगे।

सदन में नारी शक्ति वंदन संशोधन किसी से भी कुछ छिनने का नहीं था। नारी शक्ति वंदन संशोधन हर किसी को कुछ ना कुछ देने का था, देने के लिए संशोधन का था। ये 40 साल से लटके हुए नारी के हक को, 2029 के अगले लोकसभा चुनाव से उसका हक देने का संशोधन था।
नारी शक्ति वंदन संशोधन 21वीं सदी के भारत की नारी को नए अवसर देने, नई उड़ान देने, उसके सामने से बाधाएं हटाने का महायज्ञन था। देश की 50% यानी आधी आबादी को उसका अधिकार देने का साफ नियत के साथ, ईमानदारी के साथ किया गया एक पवित्र प्रयास था। नारी को भारत की विकास यात्रा में सहयात्री बनाने और सबको जोड़ने का प्रयास था। नारी शक्ति वंदन संशोधन समय की मांग है। नारी शक्ति वंदन संशोधन उत्तर, दक्षिण, पूर्व, पश्चिम, सभी राज्यों की हर राज्य की शक्ति में समान वृद्धि का प्रयास था। ये संसद में सभी राज्यों की आवाज को अधिक शक्ति देने का प्रयास था। राज्य छोटा हो, राज्य बड़ा हो, राज्य की आबादी कम हो या राज्य की आबादी ज्यादा हो। सब की समान अनुपात में शक्ति बढ़ाने की कोशिश थी। लेकिन इस ईमानदार प्रयास की कांग्रेस और उसके सहयोगियों ने सदन में पूरे देश के सामने भ्रूण हत्या कर दी है, भ्रूण हत्या कर दी है। ये कांग्रेस, टीएमसी, समाजवादी पार्टी, टीएमके जैसे दल, इस भ्रूण हत्या के गुनहगार हैं। ये देश के संविधान के अपराधी हैं, ये देश की नारी शक्ति के अपराधी हैं।
साथियों,
कांग्रेस महिला आरक्षण के विषय से ही नफरत करती है, उसने हमेशा से ही महिला आरक्षण को रोकने के लिए षड्यंत्र किए हैं। इस दिशा में पहले जितनी बार भी प्रयास हुए, हर बार कांग्रेस ने इसमें रो़ड़े अटकाए हैं। इस बार भी कांग्रेस और उसके साथियों ने महिला आरक्षण को रोकने के लिए एक के बाद एक नए झूठ का सहारा लिया। कभी संख्या को लेकर, कभी किसी और तरीके से, कांग्रेस और उसके साथियों ने देश को गुमराह करने की कोशिश की। ऐसा करके इन दलों ने भारत के नारी शक्ति के सामने अपना असली चेहरा सामने ला दिया है। अपना मुखौटा उतर दिया है।
साथियों,
मुझे व्यक्तिगत तौर पर आशा थी कि कांग्रेस अपनी दशकों पुरानी गलती सुधारेंगी। कांग्रेस अपने पापों का प्रायश्चित करेगी, लेकिन कांग्रेस ने इतिहास रचने का, महिलाओं के पक्ष में खड़े होने का, अवसर खो दिया। कांग्रेस खुद देश के अधिकांश हिस्सों में अपना वजूद खो चुकी है। कांग्रेस परजीवी की तरह क्षेत्रीय दलों के पीठ पर सवार होकर खुद को जिंदा रखे हुए है। लेकिन कांग्रेस, ये भी नहीं चाहती कि क्षेत्रीय दलों की ताकत बढ़े, इसलिए कांग्रेस ने इस संशोधन का विरोध करवारकर अनेक क्षेत्रीय दलों के भविष्य को अंधकार में धकेलना का राजनीतिक षड्यंत्र किया है।
साथियों,
कांग्रेस, समाजवादी पार्टी, डीएमके, टीएमसी और दूसरी पार्टियां, इतने वर्षों से हर बार वही बहाने, वही कुतर्क गढ़ते आए हैं, बनाते आए हैं, कोई ना कोई टेक्निकल पेंच फंसाकर, ये महिलाओं के अधिकारों पर डाका डालते रहे हैं। देश राजनीति का यह भद्दा पैटर्न बराबर समझ चुका है, और उसके पीछे की वजह भी जान चुका है।
भाइयों बहनों,
नारी शक्ति वंदन अधिनियम के विरोध की एक बड़ी वजह है, इन परिवारवादी पार्टियों का डर। इन्हें डर है, अगर महिलाएं सशक्त हो गईं, तो इन परिवारवादी पार्टियों का नेतृत्व खतरे में पड़ जाएगा। ये कभी नहीं चाहेंगे कि उनके परिवार के बाहर की महिलाएं आगे बढ़ें। आज पंचायतों में, लोकल बॉडीज में, जिन हजारों लाखों महिलाओं ने अपनी क्षमता को साबित किया है, जब आगे बढ़कर लोकसभा और विधानसभाओं में आना चाहती हैं, देश की सेवा करना चाहती हैं, परिवारवादियों के भीतर उनसे असुरक्षा की भावना बैठी हुई है। परिसीमन के बाद महिलाओं के लिए कहीं ज्यादा सीटें होंगी, महिलाओं का कद बढ़ेगा, इसीलिए, इन लोगों ने नारी शक्ति वंदन संशोधन का विरोध किया है। देश की नारीशक्ति कांग्रेस और उसके सहयोगियों को इस पाप के लिए कभी माफ नहीं करेगी।
मेरे प्रिय देशवासियों,
कांग्रेस और उसके साथी दल, डिलिमिटेशन पर लगातार, लगातार झूठ बोल रहे हैं। ये इस बहाने विभाजन की आग को सुलगाना चाहते हैं। क्योंकि, बांटो और राज करो, काँग्रेस ये पॉलिटिक्स अंग्रेजों से विरासत में सीखकर आई है। और, कांग्रेस आज भी उसी के सहारे चल रही है। कांग्रेस ने हमेशा देश में दरार पैदा करने वाली भावनाओं को हवा दी है। इसलिए, ये झूठ फैलाया गया कि डिलिमिटेशन यानी परिसीमन से कुछ राज्यों को नुकसान होगा! जबकि, सरकार ने पहले दिन से स्पष्ट किया है, कि न किसी
राज्य की भागीदारी का अनुपात बदलेगा, न किसी का representation कम होगा। बल्कि,सभी राज्यों की सीटें समान अनुपात में ही बढ़ेंगी। फिर भी काँग्रेस,DMK,TMC और समाजवादी पार्टी जैसे दल इसे मानने को तैयार नहीं हुए।

ये संशोधन बिल सभी दलों, और सभी राज्यों के लिए एक मौका था, एक अवसर था। ये बिल पास होता तो तमिलनाडु, बंगाल, यूपी, केरलम, हर राज्य की सीटें बढ़तीं। लेकिन अपनी स्वार्थी राजनीति की वजह से इन दलों ने, अपने राज्य के लोगों को भी धोखा दे दिया। जैसे कि, DMK के पास मौका था कि वो और ज्यादा तमिल लोगों को सांसद, विधायक बना सकती थी, तमिलनाडु की आवाज़ और मजबूत कर सकती थी! लेकिन, उसने वो मौका खो दिया। TMC के पास भी बंगाल के लोगों को आगे बढ़ाने का मौका था। लेकिन TMC ने भी ये मौका गवां दिया। समाजवादी पार्टी के पास भी मौका था कि वो महिला विरोधी छवि होने के दाग को कुछ कम कर सके। लेकिन सपा भी इसमें चूक गई। समाजवादी पार्टी लोहिया जी को तो पहले ही भूल चुकी है। सपा ने नारीशक्ति वंदन संशोधन का विरोध करके, लोहिया जी के सारे सपनों को पैरों तले रौंद दिया है। सपा महिला आरक्षण विरोधी है, ये यूपी की और देश की महिलाएं कभी नहीं भूलेंगी।
साथियों,
महिलाओं के आरक्षण का विरोध करके, कांग्रेस ने फिर एक बात सिद्ध कर दी है। कांग्रेस, एक एंटी रिफॉर्म पार्टी है। 21वीं सदी के विकसित भारत के लिए, जो भी निर्णय, जो भी रिफॉर्म्स ज़रूरी हैं, जो भी निर्णय देश ले रहा है, कांग्रेस उन सबका विरोध करती है, उसे खारिज कर देती है, उस काम के अंदर खलल डालती है। यही कांग्रेस का इतिहास है और यही कांग्रेस की नेगेटिव पॉलिटिक्स है।
साथियों,
ये वही कांग्रेस है, जिसने जनधन-आधार-मोबाइल की त्रिशक्ति का विरोध किया। कांग्रेस ने, डिजिटल पेमेंट्स का विरोध किया, कांग्रेस ने, GST का विरोध किया, कांग्रेस ने, सामान्य वर्ग के गरीबों को आरक्षण का विरोध किया, कांग्रेस ने, ट्रिपल तलाक के विरुद्ध कानून का विरोध किया। कांग्रेस ने, आर्टिकल 370 हटाने का विरोध किया। हमारा संविधान, हमारे कोर्ट, जिस यूनिफॉर्म सिविल कोड, समान नागरिक आचार संहिता को, यूसीसी को ज़रूरी बताते हैं, कांग्रेस उसका भी विरोध करती है। Reform का नाम सुनते ही कांग्रेस, विरोध की तख्ती लेकर दौड़ पड़ती है। ऐसा कोई भी काम जिससे देश मजबूत होता है, कांग्रेस उसमें बाधाएं खड़ी करने के लिए पूरी शक्ति लगा देती है। कांग्रेस, वन नेशन वन इलेक्शन का विरोध करती है, कांग्रेस, देश से घुसपैठियों को भगाने का विरोध करती है, कांग्रेस, मतदाता सूची के शुद्धिकरण, SIR का विरोध करती है, कांग्रेस, वक्फ बोर्ड में Reform का विरोध करती है।
साथियों,
कांग्रेस ने, शरणार्थियों को सुरक्षा देने वाले CAA कानून तक का विरोध किया। इस पर झूठ बोलकर-अफवाहें फैलाकर देश में बवंडर खड़ा कर दिया। कांग्रेस, माओवादी-नक्सली हिंसा को समाप्त करने के देश के प्रयासों में भी रुकावटें डालती है। कांग्रेस का एक ही पैटर्न रहा है, कोई भी Reform आए तो झूठ बोलो, भ्रम फैलाओ। इतिहास साक्षी है, कांग्रेस ने हमेशा यही नेगेटिव रास्ता चुना है।
साथियों,
जो भी कार्य देश के लिए जरूरी फैसला होता है, कांग्रेस इसको कार्पेट के नीचे डाल देती है। कांग्रेस के इसी रवैये की वजह से भारत विकास की उस ऊंचाई पर नहीं पहुंच पाया, जिसका भारत हकदार है। आजादी के समय, उस दौर में हमारे साथ और भी कई देश आजाद हुए थे। ज्यादातर देश हमसे बहुत आगे निकल गए, और इसकी वजह थी, कि कांग्रेस हर Reform को रोककर बैठी रही। लटकाना-भटकाना- अटकाना यही कांग्रेस का सिद्धांत रहा है, यही कांग्रेस का वर्क कल्चर रहा है। कांग्रेस ने पड़ोसी देशों के साथ सीमा-विवादों को लटकाया, कांग्रेस ने पाकिस्तान के साथ पानी के बंटवारे से जुड़े विवादों को लटकाया, कांग्रेस ने ओबीसी आरक्षण के निर्णय को 40 साल तक लटकाए रखा। कांग्रेस ने सैनिकों के लिए वन रैंक वन पेंशन को 40 साल तक रोके रखा।
साथियों,
कांग्रेस के इस रवैये ने हमेशा देश का बहुत बड़ा नुकसान किया है। कांग्रेस के हर विरोध, हर अनिर्णय, हर छल-प्रपंच का खामियाजा देश ने भुगता है, देश की पीढ़ियों ने भुगता है। आज देश के सामने जितनी भी बड़ी चुनौतियां हैं, वो कांग्रेस के इसी रवैये से उपजी हुई हैं। इसलिए, ये लड़ाई सिर्फ एक कानून की नहीं है, ये लड़ाई, कांग्रेस की उस एंटी-रिफॉर्म मानसिकता के साथ है, जिसमें सिर्फ नेगेटिविटी है, नकारात्मकता है। और मुझे इसमें कोई संदेह नहीं है, कि देश की सभी बहनें-बेटियां, कांग्रेस की इस मानसकिता को करारा जवाब देकर रहेगी।
साथियों,
कुछ लोग देश की महिलाओं के सपने टूटने को सरकार की नाकामी बता रहे हैं। लेकिन, ये विषय कामयाबी या नाकामयाबी क्रेडिट का था ही नहीं। मैंने संसद में भी कहा था, आधी आबादी को उनका हक मिल जाने दीजिये, मैं इसका क्रेडिट, विज्ञापन छपवाकर विपक्ष के सभी लोगों को दे दूँगा। लेकिन, महिलाओं को दक़ियानूसी सोच से देखने वाले फिर भी अपने झूठ पर अड़े रहे, कायम रहे!
साथियों,
नारीशक्ति को भागीदारी दिलाने की लड़ाई दशकों से चल रही है। वर्षों से मैं भी इसके लिए प्रयास करने वालों में से एक हूं। कितनी ही महिलाएं ये विषय मेरे सामने उठाती रही हैं। कितनी ही बहनों ने पत्र के द्वारा मुझे सारी बातें बताई हैं। मेरे देश की माताएं-बहनें-बेटियां, मैं जानता हूं, आज आप सब दुखी हैं। मैं भी आपके इस दुःख में दुःखी हूँ। आज भले ही, बिल पास कराने के लिए जरूरी 66 परसेंट वोट हमें नहीं मिला हो, लेकिन मैं जानता हूं, देश की 100 परसेंट नारीशक्ति का आशीर्वाद हमारे साथ है। मैं देश की हर नारी को विश्वास दिलाता हूं, हम महिला आरक्षण के रास्ते में आने वाले हर रुकावट को खत्म करके रहेंगे, हटाकर के रहेंगे। हमारा हौसला भी बुलंद है, हमारी हिम्मत भी अटूट है और हमारा इरादा भी अडिग है। महिला आरक्षण का विरोध करने वाली पार्टियां, ये देश की नारी शक्ति को संसद और विधानसभाओं में उनकी भागीदारी बढ़ाने से कभी भी रोक नहीं पाएंगे, सिर्फ वक्त का इंतजार है। नारी शक्ति के सशक्तीकरण का बीजेपी-एनडीए का संकल्प अक्षुण्ण है। कल हमारे पास संख्याबल नहीं था, लेकिन इसका मतलब ये नहीं है कि हम हार गए। हमारा आत्मबल अजेय है। हमारा प्रयास रुकेगा नहीं, हमारा प्रयास थमेगा नहीं। हमारे पास आगे अभी और मौके आएंगे, हमें आधी आबादी के सपनों के लिए, देश के भविष्य के लिए, इस संकल्प को पूरा करना ही है। आप सबका बहुत-बहुत धन्यवाद।

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has given its approval for the continuation of Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III) beyond March 2025 upto March 2028. It involves consolidation of Through Routes and Major Rural Links connecting habitations to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals. The revised outlay of the scheme will be Rs.83,977 crore.
The Cabinet further, amongst other things, approved the following:
• Extension of timeline till March 2028 for completion of roads and bridges in plain areas and roads in hilly areas.
• Extension of timeline till March 2029 for completion of bridges in hilly areas.
• Works sanctioned before 31.03.2025 but un-awarded till now may be taken up for tender/award.
• Long Span Bridges (LSBs) (161 Nos. with estimated cost of Rs.961 crore) pending for sanction but lying on the alignment of already sanctioned roads may be sanctioned and tendered/awarded.
• Revision of outlay to Rs. 83,977 crore from original outlay of Rs.80,250 crore.
Benefits:
The extension of the timeline of PMGSY-III will enable the full realization of its intended socio-economic benefits by ensuring completion of targeted upgradation of rural roads. It will significantly boost the rural economy and trade by enhancing market access for agricultural and non-farm products, reducing transportation time and costs, and thereby improving rural incomes. Improved connectivity will facilitate better access to education and healthcare institutions, ensuring timely delivery of essential services, particularly in remote and underserved areas.
The continued implementation will also generate substantial employment opportunities, both directly through construction activities and indirectly by promoting rural enterprises and services. Overall, the extension will contribute to inclusive and sustainable development by bridging the rural-urban divide and advancing the vision of Viksit Bharat 2047.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026 representing an increase of 2% over the existing rate of 58% of the Basic Pay/Pension, to compensate against price rise.
The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.6791.24 crore per annum. This will benefit about 50.46 lakh Central Government employees and 68.27 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

The pool covers all maritime risks like Hull and Machinery, Cargo, P&I and War risk, Covers vessels carrying cargo from any international origin to Indian ports and vice-versa, even when transiting volatile maritime corridors
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today has approved the proposal for creation of a domestic insurance pool, namely ‘Bharat Maritime Insurance Pool’ (BMI pool) with a sovereign guarantee of Rs.12,980 crores to facilitate continuous maritime insurance coverages. The pool ensures that Indian trade continues to have access to affordable insurance for vessels carrying cargo from any international origin to Indian ports and vice-versa, even when transiting volatile maritime corridors.
With increased global volatility and geopolitical instability, maritime trade has been impacted with increased risk of losses for cargo and vessels resulting in increased insurance costs and uncertainty in continuous availability of insurance. Further, there is high dependence of Indian vessels on International Group of Protection and Indemnity (IGP&I) Club for P&I insurance covering third-party liabilities like Oil pollution liability, Wreck removal, Cargo damage, Crew injury and repatriation, Collision liabilities and so on. Accordingly, there was a need for a domestic maritime risk covering pool to maintain sovereignty and continuity of trade in face of withdrawal of coverage due to sanctions or due to geopolitical tensions.
In the above backdrop, the Government has approved formation of ‘Bharat Maritime Insurance Pool’ (BMI pool) for Indian flagged or controlled vessels or vessels destined to or starting from India, backed by a sovereign guarantee. The pool would cover all maritime risks like Hull and Machinery, Cargo, P&I and War risk. The policies will be issued by insurers that are Pool members, using the combined underwriting capacity of the Pool, which would be around Rs.950 crore. The Pool will help to manage liability insurance locally, tailored to Indian Shipping conditions and regulatory requirements, develop specialized Marine underwriting, claims management and legal expertise within India.
Further, a Governing Body Constituted for this pool would oversee the formation and functioning of the pool. The rationale for providing a sovereign guarantee to the proposed domestic insurance entity is rooted in the objectives of strengthening self-reliance, sanctions resilience and ensuring greater sovereign control.
