At the invitation of H.E. Mr. Emmanuel Macron, President of the French Republic and H.E. Mr. Robert Fico, Prime Minister of the Slovak Republic, I will be undertaking a visit to France and the Slovak Republic from 13 to 18 June 2026.

France occupies a special place in India’s strategic vision. Earlier this year, President Macron visited India and we elevated our relationship to a Special Global Strategic Partnership. When I meet President Macron in Nice, we will review the progress made since February, and chart the next steps in our cooperation. I look forward to our discussions on pressing global issues of mutual interest as well.

In Nice, I also eagerly look forward to inaugurating ‘Bharat Innovates’ along with President Macron on 14 June 2026. This landmark event, being held against the backdrop of the India-France Year of Innovation, will connect India’s most promising start-ups with global investment and serve as a major accelerator for innovations emerging from India’s higher education ecosystem.

From Nice, I will travel to the Slovak Republic for a State Visit from 14-15 June 2026, the first ever visit by an Indian Prime Minister since Slovakia’s independence in 1993. This historic visit builds on the strong momentum in our bilateral relationship. I look forward to holding discussions with President Pellegrini and Prime Minister Fico in Bratislava. I will also have the opportunity to interact with Slovak business leaders. Building on the momentum of the India-EU Free Trade Agreement, the visit will further energize our Strategic Partnership with the European Union, of which Slovakia is an important and valued member.

From Slovakia, I will travel to Evian, where I will participate in the G7 Summit on 16 and 17 June 2026. India’s presence at the G7 reflects the trust our partners place in us and our growing global profile. This is the 8th consecutive G7 Summit to which India has been invited. At the G7, India will not only speak for itself, but it will also give voice to the aspirations of the Global South.

I will conclude my visit to France in Paris on 18 June 2026 where I will attend the VivaTech 2026 alongside President Macron. VivaTech is Europe’s foremost gathering of technology and innovation, and India will have the largest national pavilion at this edition, a fitting symbol of the enormous potential for partnership between Indian and European innovation ecosystems. I also look forward to meeting the members of the vibrant Indian community in Paris, who have been a living bridge between our two nations.

I am confident that my visits to France and the Slovak Republic will reinforce India’s deepening engagement with both Europe and the G7, and showcase our steadfast commitment to expanding the horizon of our partnerships with the continent and beyond.

I extend my greetings to all participants associated with Bharat Innovates. I also convey my best wishes to everyone for the success of this programme.

Friends,

Countries across the world engage in trade with one another, and strategic partnerships also exist between nations. However, there are certain relationships that are driven not only by shared interests, but also by a shared vision. The relationship between India and France is one such partnership.

This relationship is marked by both connection and conviction. It embodies both innovation and inspiration. It is founded upon shared values as well as a shared vision.

It is upon the foundation of this relationship that, over the past years, we have jointly launched new initiatives, guided new ideas, and made every possible effort to find solutions to global challenges.

Whether it is the International Solar Alliance, dialogue related to AI, or our cooperation spanning from security to sustainability, our two nations have consistently worked together to provide solutions to challenges concerning humanity.

Earlier this February, the India–France Year of Innovation was launched. Today, we are equally delighted that the launch of Bharat Innovates is also being undertaken in partnership with France.

I express my sincere gratitude to my friend, President Macron, for being present here on this occasion. During your recent visit to India, President Macron, you had said that India and France must come together to address the challenges of this century. Today, I can proudly say that this initiative is a significant step in that very direction.

The Bharat Innovates platform is emerging as a bridge between Indian talent and European capital. It is a platform where young minds from India are getting the opportunity to connect with European expertise.

Today, 21st century India is undergoing a period of profound transformation. India is witnessing a startup revolution. In this revolution, the youth of India, with a new mindset, are seeking solutions to problems for the benefit of humanity. Bharat Innovates serves as a platform to bring the world-class solutions developed by our young innovators to the global stage. My friend, Mr. Harish Salve, Chairperson of the Board of IIT Delhi, has made a significant contribution to the organisation of this initiative, and I congratulate him and the entire team for their efforts.

A large number of young entrepreneurs are gathered here today. In them, one can witness a glimpse of India’s future. One can see the confidence of India’s youth. One can also see the energy of a new India.


An India that is emerging not merely as a consumer of solutions, but as a contributor of solutions. Here, some are working to transform rural life through AI, while others are using satellite technology to support farmers. Some young innovators are shaping the future through smart cities, advanced manufacturing, and new materials. Others are ensuring a sustainable future through green hydrogen, electric mobility, and battery technologies. At the same time, several start-ups are developing new technologies in the fields of defence and security.

Looking at your capabilities, I would say: Bharat innovates with scale and speed. Bharat innovates for a sustainable future. And Bharat innovates for the whole world.

Today, many venture capitalists and industry leaders are also part of this programme. In their presence, I would especially like to commend these young participants who have come from India.

All those who have come here chose not to follow the conventional path. Instead, they charted a new course and created a new direction for themselves. Here, you may be seeing around 100 to 125 start-ups, but India today has a vast pool of more than 200,000 such start-ups. These start-ups are now contributing with renewed energy to the growth of both the Indian and the global economy.

For the world, this decade is one of both disruption and development. Amid ongoing conflicts and the growing impact of climate change, the world is passing through a period of unprecedented upheaval. Yet, while the challenges facing humanity today are immense, the opportunities before us are equally significant.

Artificial Intelligence, Quantum Computing, Biotechnology, Space Technologies, and Advanced Materials are all technologies that will shape the future of humanity. They represent the next chapter of human civilisation.

Every technological revolution presents humanity with a new opportunity. And every opportunity also brings with it a new responsibility. Today, the world is looking towards technologies that are trusted, inclusive, human-centric, and aimed at global good. At such a time, India’s priority is Technology for Humanity; human-centric innovation.

This very mantra has been at the core of our digital revolution. It also reflects the essence of India’s Digital Public Infrastructure. The foundational principle of our AI vision is also the same – AI for All – for the welfare and well-being of all. This was also the central theme of the AI Impact Summit held in Delhi.

India has demonstrated that innovation and inclusion are not contradictory to one another, but complementary. This means that the greatness of any innovation does not lie merely in its valuation, its true greatness lies in its human impact.

Over the past 11 – 12 years, India has built a strong ecosystem for innovation. From patent filings to incubation networks, from Startup India to policy support, this entire journey has progressed in a mission mode.

Today, India is the world’s third-largest start-up ecosystem. However, our vision is not limited only to major cities. We have worked to take innovation to the grassroots level.

Atal Tinkering Labs have been established in schools, young people are being connected with hackathons and innovation challenges, incubators and research institutions are being expanded across the country, and women innovators in particular are being linked with a wide range of new technologies.

As a result of all these efforts, India has witnessed transformative change on a large scale. Today, from Drone Didis to founders of start-ups, our women power is scripting new success stories.

To further harness the energy of our youth, India’s defence sector has also been opened up for innovation. Today, hundreds of start-ups associated with the defence and space sectors are doing remarkable work in India.

Recently, India has also undertaken significant reforms in the nuclear energy sector. These reforms are set to create new opportunities in the fields of clean energy, advanced reactors, and frontier research.

This express of reforms will not stop; it will continue to move forward relentlessly. And the number of start-ups emerging from India will continue to grow manifold.

Until a decade ago, the world viewed India as a technology adopter. Today, India is emerging as a technology provider. Whatever India innovates, whatever solutions it offers, benefit a large section of humanity. This is also the objective of Bharat Innovates.

Prime Minister Modi and President Macron addressed the gathering. Prime Minister thanked President Macron for his gracious presence and noted that both India and France have been steadfast partners working to address global challenges. In this context, he highlighted Indo-French initiatives such as the International Solar Alliance, as also those in the areas of Artificial Intelligence and the promotion of stability and security in the Indo-Pacific. Prime Minister Shri Narendra Modi held bilateral talks with the President of France, H.E. Mr. Emmanuel Macron, at Villa Kerylos in Nice on 14 June 2026. This was the first meeting of the two leaders since the elevation of India-France ties to the level of ‘Special Global Strategic Partnership’ earlier this year.

The two leaders held extensive discussions covering diverse aspects of bilateral relations. They expressed satisfaction at the excellent growth and depth of bilateral defence collaboration across all domains and agreed to further intensify it with focus on co-design, co-development and co-production of defence platforms and advanced technologies. Both leaders noted the rich legacy of cooperation in the space sector and discussed furthering collaboration in human spaceflight and space situational awareness. They also discussed ways to expand private sector collaboration in space. In civil nuclear energy, they noted that India’s SHANTI Act creates new opportunities for collaboration, including on small and advanced modular reactors.

Reviewing the progress under the Horizon 2047 Roadmap, both leaders also shared concrete ideas to strengthen and diversify bilateral ties in the fields of economic growth, technology and innovation, talent mobility and people-to-people and cultural exchanges. In this context, they noted the steady growth in bilateral trade and agreed to set up a High-level Mechanism to double it within five years. They called for early implementation of the India-EU Free Trade Agreement, which offers a unique opportunity to expand bilateral trade and investment. The leaders also discussed ways to enhance cooperation in the SME, aviation and railway sectors. They welcomed the agreement to establish a Centre of Excellence for Skilling in Aeronautics in Kanpur. Welcoming the establishment of a Dialogue on Economic Security, both leaders agreed to strengthen supply chain resilience, especially in critical minerals.

Recognizing the key role of innovation and technology in the bilateral relationship, both sides adopted an “Innovation Roadmap 2030” to give the partnership a long-term direction. Both leaders discussed expanding cooperation on Artificial Intelligence and agreed to create a Joint India-France AI Working Group for the purpose. The joint inauguration of Bharat Innovates at Nice by the leaders, and Prime Minister’s upcoming participation at Vivatech in Paris have further strengthened the partnership between the two countries in sectors such as deep-tech, semiconductors, agri-tech, med-tech, renewable energy, defence and space. Both leaders appreciated the continued expansion of UPI in France, as well as the signing of 19 agreements among institutions in the innovation ecosystems of both countries.

The two leaders emphasized the importance of enhancing people-to-people ties. In this context, Prime Minister thanked President Macron for the swift operationalisation of visa-free transit for Indian nationals at French airports. They further discussed ways to enhance the mobility of talent and students between the two countries and expanding mutual recognition of educational qualifications. Prime Minister invited French universities to open campuses in India under the New Education Policy. The leaders also agreed to enhance cooperation among museums and cultural institutions, including the National Maritime Heritage Complex in Lothal.


The leaders exchanged perspectives on matters of global importance, including the situation in West Asia and Ukraine. Prime Minter looked forward to participating in the upcoming G7 summit in Evian and thanked President Macron for engaging India in substantive discussions leading up to the summit.

Both leaders reiterated the importance of the India-France Special Global Strategic Partnership in creating further opportunities for the peoples of the two countries and advancing international peace, stability and prosperity.

Prime Minister and President Macron also viewed the works of French artists Mr. Thibault De La Lance and Mr. Théophile de Bascher created during their 10-day art residency in Jaipur, India. The artists drew inspiration from Indian heritage and aesthetics resulting in works reflecting the cultural confluence of India and France.

Following the talks, President Macron hosted a lunch in honour of Prime Minister Modi.

India-France Innovation Roadmap 2030

On 17 February 2026, Prime Minister Narendra Modi and President Emmanuel Macron elevated the bilateral relationship to a “Special Global Strategic Partnership” and jointly inaugurated the India-France Year of Innovation 2026, calling for expanded and diversified cooperation in areas such as artificial intelligence, innovation, research, technology, digital technology and cyber space, health, culture, economy, educational links and people-to-people ties.

Building upon the Horizon 2047 Roadmap and the shared innovation journey of the two countries, India and France recognize innovation as a central driver of economic resilience, sustainable development, strategic autonomy, and technological and industrial sovereignty. Both sides agree that a strengthened innovation partnership will help unlock the full innovation potential of the two countries and contribute to solutions for global challenges.

The two sides recognize that India’s vision of Viksit Bharat 2047 and France’s ambition under France 2030 provide strong convergences for building a future-oriented innovation partnership, paving the way for new investment opportunities in disruptive innovations. India and France are therefore adopting the India-France Innovation Roadmap 2030 as a framework to guide their collaborative efforts towards advancing co-development in critical and emerging technologies, strengthening trusted technology ecosystems, deepening academic and research mobility, and delivering concrete outcomes for people, the planet and shared prosperity.


This Roadmap consists of the following key elements:


I. Partnership for ‘Trusted AI’ a central pillar of innovation partnership: Building on the India–France Declaration on Artificial Intelligence of February 2025 and the AI Action and Impact Summits hosted by France and India in 2025 and 2026 respectively, both countries agree to make ‘trusted AI’ a central pillar of their innovation partnership.

● Safe, secure and trustworthy AI systems: Both sides will work together to promote safe, secure and trustworthy AI systems that are aligned with democratic values and human rights, prevent discrimination and the dissemination of misinformation, and support the 2030 Agenda for Sustainable Development. They will encourage cooperation between regulators, standards bodies, and technical experts to advance interoperable, risk-based approaches to AI governance, including for frontier and generative models, while ensuring that innovation and national development are not stifled.

● Cooperation on child safety online as a priority of their AI partnership: Recognizing the acute risks that AI-enabled services pose to vulnerable sections particularly children in the digital environment, India and France agree to deepen their cooperation on child safety online as a priority of their AI partnership. Building on the Expert Engagement Group on AI and Child Safety convened at the AI Impact Summit 2026 and India’s emerging techno-legal framework on child safety online, the two sides will develop concrete synergies between their ongoing initiatives, including privacy-preserving age assurance, safety-by-design architectures, and outcome-based safety standards for AI systems that materially interact with children.

● Centrality of privacy-preserving data sharing frameworks: India and France recognize the centrality of privacy-preserving data sharing frameworks to unlock the full potential of AI and data-driven innovation while safeguarding fundamental rights. India’s Data Empowerment and Protection Architecture (DEPA) and France’s own work on trusted data spaces and health data platforms offer complementary strengths that can support secure, consent-based data flows for research, healthcare, and public services.

II. Partnership for enhanced people-to-people cooperation via academic mobility: In accordance with the shared objectives under the Horizon 2047 framework, both sides recognize that investment in STEM education, research partnerships, mobility of talent, and institutional collaboration will play a critical role in preparing future generations to address global challenges. In this regard, both sides acknowledge the importance of France’s objective of welcoming 30,000 Indian students by 2030 and reaffirm their commitment to strengthening people-to-people ties as a foundation of the bilateral partnership. In this context, both sides welcome the following initiatives:

● Mutual Recognition of Qualifications (MRQ): Recognizing the central role of mobility and academic integration in sustaining long-term innovation partnerships, both sides reaffirm the importance of strengthening mutual recognition frameworks for higher education and professional qualifications. Recalling that France became the first country to conclude a Mutual Recognition of Qualifications (MRQ) agreement with India in 2018, both sides express their intention to work towards an expanded and updated framework encompassing a broader range of academic disciplines, regulated professions, and emerging technology domains. Such cooperation would support greater academic mobility, facilitate dual-degree programmes and doctoral co-supervision arrangements, and contribute significantly towards strengthening the long-term talent and knowledge partnership between India and France.

● Further, several institutions from India and France have agreed to collaborate on academic mobility through student exchanges and research collaboration [List of MoUs in annexure].

III. Partnership for technological sovereignty and innovation led growth through industry-academia linkages: Both countries recognize that closer collaboration between governments, industries, startups, universities, research institutions will be essential for fostering innovation-led growth, and building resilient and trusted supply chains in strategic sectors. In this context, both sides recognize:

● the centrality of the Indo-French Centre for the Promotion of Advanced Research (CEFIPRA), a flagship instrument of bilateral scientific cooperation, with an enhanced focus on innovation and the co-development and scaling of strategically relevant technologies.

● the importance of the India-France Innovation Network (IFIN), as a key achievement of the India-France Year of Innovation, and a powerful tool to connect the two countries’ innovation ecosystems. Both countries are committed to contributing to its long-term vitality including through the possible establishment of a joint Indo-French steering committee to ensure the governance of the IFIN.

● the relevance of the Franco-Indian Campus in Life Sciences for Health (FIC-LSH) as an existing platform supporting cooperation in biomedical sciences and health innovation, and express interest in continuing discussions on ways to strengthen its contribution to bilateral research, academic collaboration, and innovation partnerships in the health sector.

Through reciprocal access to research laboratories, the CEFIPRA, the Joint Science and Technology Committee, start-up collaboration at Station-F, FRIND-X and the launch of the India-France Innovation Network, both countries are committed to securing their technological sovereignty and ensuring that the next generation of researchers and entrepreneurs can independently address global challenges.

Further, both sides agreed to the following initiatives:


● Franco-Indian Campus for Aeronautics Training and Careers: France and India will establish an aeronautical training campus in Kanpur in partnership with MSDE, in order to develop and share their training offerings in this prominent and strategic sector.

● India–France InnoXchange Bridge: Both sides acknowledge the potential of the India-France InnoXchange Bridge as a bilateral startup and innovation exchange initiative aimed at establishing a dedicated research and entrepreneurship corridor between the two countries. Building on existing bilateral initiatives, the InnoXchange Bridge could provide structured and reciprocal access to research laboratories, technology platforms, innovation clusters, investors and start-up ecosystems in both countries, enabling start-ups and innovators to undertake research residencies, collaborative innovation immersion and collaboration programmes as well as soft landings across both jurisdictions.

● Acknowledging the vital role of small and medium enterprises in driving innovation, employment and inclusive economic growth, both sides intend to explore ways for further interactions between SME ecosystems.

● France and India remain committed to strengthening the existing strong partnership between the two countries in space at an institutional level as well as between the French and Indian private space ecosystems. India and France will host two international space events during the same week: the Bengaluru Space Expo (BSX) on 7-9 September in Bengaluru, and the International Space Summit on 9-10 September in Paris. These major events will contribute to lay the foundations for a structured common ambition to deepen our bilateral space cooperation in the fields of Earth observation and human exploration including joint activities related to French Zero-G capabilities and expertise and to Indian future space station in Low Earth Orbit and to bring together the French and Indian eco-systems.

IV. Partnership for building AI and research-based solutions for global challenges in health


● Consent based data sharing: Building on ongoing collaborations such as the pilot project involving India’s ICMR and France’s Health Data Hub (HDH), the two sides will work on consent-based architectures, in compliance with national legal frameworks, for secure data sharing that can be scaled, adapted to additional sectors and shared with interested partners, including in the Global South. India and France will encourage joint work between their data intermediaries, technical standard bodies and regulators to advance interoperable, rights-protecting data infrastructures that underpin AI innovation and public-interest research.

India and France will pursue this Roadmap as a partnership guided by mutual trust, shared democratic values, strategic autonomy, and a common commitment to trusted, open, inclusive and human-centric innovation.
