DoNER Minister reviews preparations for the forthcoming Madhavpur Mela of Gujarat
The Union Minister of State (I/C) Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances and Pensions, Atomic Energy and Space, Dr Jitendra Singh chaired a high level meeting with senior officials of the Gujarat Government here today to review preparations for the forthcoming Madhavpur Mela of Gujarat. The Secretary, DoNER, Dr Inder Jit Singh, Secretary, North Eastern Council (NEC), Shri K. Moses Chalai and senior officers of NEC, besides Resident Commissioners/representatives of Arunachal Pradesh, Assam and Manipur also participated.
Dr Jitendra Singh directed the officials that events including cultural performances, crafts display and food festivals of the NER region be showcased in major cities of Gujarat including Ahmedabad to generate wider interest among the local population. He said the Madhavpur Mela will mark the cultural integration of Gujarat with the North-East under the Ek Bharat, Shrestha Bharat announced by the Prime Minister Shri Narendra Modi.
The annual fair is held at Madhavpur Ghed in Porbandar district and the Mela this year will commence on 2nd April, a day after the Ram Navami festival. The eight States of the Northern Eastern Region will participate in a big way during the Madhavpur Mela
Madhavpur Ghed, a small but culturally significant village, is the place where, according to folklore, Lord Krishna married Rukmini, the daughter of King Bhishmaka. Madhavpur lies on the seashore, close to Porbandar. A 15th century Madhavrai temple marks the site. This event is commemorated by a cultural fair held every year, commencing on Ram Navami. A colourful chariot carrying the idol of Lord Krishna circumnavigates the village and the festivities usually continue for five days.
The week-long ‘Utsav’ will see a vibrant cultural trail of art, dance, music, poetry, story-telling and folk drama from Arunachal Pradesh, Manipur and other North-Eastern States with the aim to integrate the rich cultures of the two regions.
Dr Jitendra Singh later held a Review Meeting of the Ministry of DoNER. He was informed about the progress of utilization of funds by different States under various schemes of NEC and MDoNER with special focus on Manipur, setting up of Bamboo Industrial Park at Dima Hasao district of Assam and digital/virtual classrooms in the NER, student hostels at JNU and Rohini and North-East Convention Centre (NECC) at Dwarka in New Delhi besides examining viability of introduction of sea plane at Brahmaputra River Front and Umrangso Reservoir under UDAN 3.0 of Regional Connectivity Scheme of the Civil Aviation Ministry. Dr Jitendra Singh stressed on expediting and setting deadlines for completion of projects.
During the meeting Dr Jitendra Singh, who is also the Vice-Chairman of the NEC, lauded the decision of the Union Cabinet today approving allocation of thirty percent of the NEC’s allocation for new projects for focused development of deprived areas, neglected sections of society and emerging priority sectors. He thanked the Prime Minister Shri Narendra Modi and Union Home Minister Amit Shah, who is also the Chairman of the NEC, for the momentous decision.
The projects under the existing “Schemes of NEC” will accrue socioeconomic benefits to the marginalized and vulnerable groups of people in backward and neglected areas of the North Eastern States. It will lead to faster decision making and quick implementation of the projects.
On the occasion Dr Jitendra Singh also gave away certificates and prize money to winners of the Decipher North-East Quiz contest.

Hours after the Union government signed a peace accord with Bodo insurgent groups, Prime Minister Narendra Modi hailed the decision, saying that the agreement will usher in a new dawn of peace, harmony and togetherness.
The government on Monday signed an accord with the National Democratic Front of Boroland (NDFB), one of the dreaded insurgent groups of Assam, providing political and economic bonanza sans a separate state or Union Territory.
PM Modi said that the accord will bring "transformative results for the Bodo people".
"They will get access to a wide range of development-oriented initiatives. We are committed to doing everything possible to help the Bodo people realise their aspirations," he said.
In the presence of Union Home Minister Amit Shah, the tripartite agreement was signed by Assam Chief Minister Sarbananda Sonowal, the top leadership of the four factions of the NDFB, ABSU, Joint Secretary in the Home Ministry Satyendra Garg and Assam Chief Secretary Kumar Sanjay Krishna.
The home minister described the agreement as "historic" and it will bring a permanent solution to the decades-old problems of the Bodo people.
"This agreement will facilitate all-round development of the Bodo areas, their language and culture will be protected without compromising the territorial integrity of Assam," he said.
The home minister said due to the violence perpetrated by the Bodo militants, over 4,000 people lost their lives in the past few decades.
#WHAT THE NEW ACCORD SAYS :
Assam minister Himanta Biswa Sarma said as per the accord, 1,550 militants belonging to the NDFB lay down their arms on January 30, an economic programme of Rs 1,500 crore will be implemented in the next three years with equal contribution of Rs 750 crore each from the central and state governments.
The existing structure of the Bodoland Territorial Council (BTC) will be strengthened with more powers and its seats will be expanded from 40 to 60, he said.
A commission will be set up for inclusion of Bodo dominated villages in the BTC and exclusion of those where Bodos are not in majority.
This was the third Bodo accord to be signed in the last 27 years when the violent movement for a separate Bodoland state claimed hundreds of lives, destruction of public and private properties.
The first Bodo accord was signed with the All Bodo Students Union in 1993, leading to the creation of a Bodoland Autonomous Council with limited political powers.
In 2003, the second Bodo accord was signed with the militant group Bodo Liberation Tigers, leading to the formation of a Bodoland Territorial Council (BTC) with four districts of Assam -- Kokrajhar, Chirang, Baska and Udalguri -- called Bodoland Territorial Area District (BTAD).
The name of the BTC will be changed to Bodoland Territorial Region (BTR).
The BTC currently has control over 30 subjects like education, forests, horticulture but no jurisdiction over the police, revenue and general administration departments, which are controlled by the Assam government.
The BTC was formed under the 6th Schedule of the Constitution.
The demand for a separate state for the Bodos has been going on in Assam for about five decades and several Bodo overground and militant groups raising it leading to agitations, protests, violence and many deaths.

In the last few weeks, more than 1,079 Twitter accounts were created in Pakistan to spread hate speech around Citizenship Amendment Act (CAA), according to a report prepared by cybersecurity company Innefu Labs, which works closely with government and enforcement agencies, including the Defence Research and Development Organisation (DRDO).
The report, which is available exclusively with Tech2, shows that Pakistan is the hotspot and point of origin of hate speech and anti-India narrative aiming to destabilise social harmony and create internal conflict, by calling India a “terror state” and a “Nazi” country.
In fifteen days, ending 23 December, 2019, hashtags, influencers and bots were used to spread anti-national content using social media.
Hashtags like #NaziIndiaRejected, #IndiaDiscriminatesMuslims, #IndiaToEndia are created by Pakistan-based PTI Social media activists and Pak Cyber Force.
#NaziIndiaRejected was created by @PTI_VF, which has more than 28,000 followers. Other ones such as #IndiaDiscriminatesMuslims was created by Pakistan-based influencer Husnain Baloch on 21 Dec, 2019. The hashtag #ModiTerrorismPolicy was created by F_H_B_PK on 20 Dec, 2019. And some other of the handles that propagated hate speeches are @KranchiKings19s (does not exist now) and @Rayyank077. Some of the other hashtags originating from Pakistan are #caa_nrc_protests, #citizenshipamendmentact, #indiaagainstcaa_nrc, #indiahatemodi, #cabprotests, among others, used for negative propaganda.
Some of the hashtags were used to originate the hate speeches and others were used to post propaganda videos, misinformation, and police brutality.
The list of Pakistani Twitter handles investigated by Innefu Labs
The accounts’ and the bots’ objective is to increase negative sentiment and radicalise Muslims against the bill. The accounts projected the CAA as communal law. The report also said that attempts were made, using these accounts and bots, to start countrywide protests. These accounts were also used to share a series of videos and posts against police brutality.
“There is a gradual rise in the use of the internet by Pakistani outfits,” said Wig. “They have become very active with an increase in their workforce by outfits like Social Media activist or SM activist, and PCF (Pak Cyber Force).”
Though it is difficult to find out which are the organisations behind these accounts and bots, Wig has witnessed a gradual rise of such groups on the internet.
“Initially Pakistan Cyber Force was very active apart from JiD cyber army, but now multiple other groups seem to have been started by them for the same thing,” said Wig.
