New Delhi: Now that the Supreme Court has finally given a clean chit to Prime Minister Narendra Modi upholding the magisterial court’s orders, it may be time to probe whether the Godhra train inferno was preplanned?


The BJP, the VHP and other Sangparivar elements have all along since 2002 alleged that the Godhra railway platform mayhem of Feb 27, 2002, was ‘preplanned’ by Islamist forces.


One common refrain from Gujarat police and ministers from time to time – beginning in 2002 – has been that “such a huge mob could not have been collected or gathered unless there was a deliberate attempt to incite violence”.


Narendra Modi, then Chief Minister of Gujarat, later targeted ‘Mia Musharraf’. Perhaps he had reasons to suspect a conspiracy or a plot from across the border.


There would be elements keen to derail the Ayodhya movement and to a large extent ‘defame’ the then Vajpayee government.


Even Vajpayee’s Defence Minister, George Fernandes, used to say that the strategic ramifications of the entire plot could not be underestimated.


In fact, at the fag end of the riots on September 24, 2002, two Pakistani terrorists were involved

in the attack on Akshardham temple at Gandhinagar.


Not surprisingly, on Sept 25, 2002, the then Deputy Prime Minister L K Advani (in charge of the Home portfolio) said that hitherto unheard off ‘Tehrike-e-Kasas (outfit of revenge)’ terrorists chose to attack the Akshardham temple with the intention to hold a number of people hostage and then get their demands fulfilled.


Indian ‘secular parties’ did not condemn or react to the railway station inferno till the anti-Muslim violence was triggered off in Ahmedabad and other places on Feb 28, 2002.


In fact, the Railway Police Force FIR lodged on Feb 27 (2002) itself was the ‘first’ authentic version available about the incident. It had categorically said that provocative appeals made over loudspeakers from a nearby Masjid had surcharged the atmosphere.


It also claimed – “miscreants from the minority community had planned to attack more coaches and the passengers had closed all windows and doors and thus made themselves captive targets”.


The RPF version maintained that the train was stopped for the ‘second time’ by removing the vacuum

pump. Three RPF personnel on duty – Karan Singh, Sri Mohan Yadav and Ambaresh Kumar – fired four rounds from .303 rifles. Ambaresh also alerted other colleagues and the inspector in charge J K George.


Inspector George and one of his colleagues Nawab Singh rushed to the spot while ‘provocative

appeals; were being made from the local Masjid over a loudspeaker.


The RPF FIR charged over 1000 people with conspiracy and murder under various sections including

section 302 of IPC. The RPF officials also sought reinforcement and about 40 personnel and four doctors had rushed from Baroda.


Curiously, it was later given out by eyewitness accounts and local residents that Godhra township did not have many educated people. It was also reported that the chief occupation of a ‘vast number of youths’ in the township has been to rob train passengers, snatch chains and lift bags.


There were other interesting stories related to the incidents on the Godhra railway platform.


One source had said then (in 2002) that there was heavy stone pelting on the burnt coach from the southern side of the tracks as window panes on the other (northern side) had melted in the fire.


Closer investigations of the Forensic Laboratory had stated that the intensity of the heat in the charred coach S-6 was four-five times more towards seat No. 72. It was concluded that – “….standing in the passage of seat number 72, using a container with a wide opening, about 60 litres of liquid had been poured and immediately a fire had been started in the bogie”.


On various allegations and theories of ‘larger conspiracy’, the Supreme Court has finally hit thenail. It said that accepting the argument of a larger conspiracy behind the riots would raise the question of whether the Godhra train burning was also the “outcome of alleged larger criminal conspiracy”.


“Such a view would be preposterous,” the judgment said.

On June 20, 1975, the Congress held a massive rally at which Devkant Barua declared, “Indira Teri Subah Ki Jai, Teri Sham Ki Jai, Tere Kaam Ki Jai, Tere Naam Ki Jai,” and during this public meeting Indira Gandhi stated during her speech that she would not resign as Prime Minister.


On June 25, 1975, in front of a large crowd at Ramlila Maidan, Jayaprakash Narayan stated, “All opposing sides should unite for the sake of the country, otherwise dictatorship will be established here and the people will be unhappy.” “After this, meetings will be held in villages demanding Indiraji’s resignation, and daily satyagraha will be held in front of the President’s residence from June 29,” said Nanaji Deshmukh, secretary of the Lok Sangharsh Samiti. On the same evening, as thousands of people returned from the massive public meeting at Ramlila Maidan, it seemed as if the demand from every corner was that “the Prime Minister resign and follow the tradition of a true republic.” (P.G. Rashtriya Swayamsevak Sangh and Emergency


On the 15th and 16th of March 1975, the Deendayal Shodh Sansthan in New Delhi hosted a discussion on the subject of emergency and democracy in the Constitution. During this discussion, former Supreme Court Chief Justice Shri Koka Subbarao stated, “A situation may arise when the President and the Cabinet unite to destroy constitutional democracy.” (DeendayalSansthan, Revoke Emergency, p. 17) Who could have predicted that such a situation would arise only three months later?  (P.G. Sahasrabuddhe, ManikchandraBajpai, Emergency Struggle Story (1975–1977), p 40)


On July 4, 1975, the Rashtriya Swayamsevak Sangh was banned.


The formation of the Lok Sangharsh Samiti. The committee organised an anti-emergency struggle that included Satyagraha and the imprisonment of over one lakh volunteers.


RSS Sarsanghchalak Balasaheb Deoras was apprehended at Nagpur station on June 30th. “In this extraordinary situation, it is the duty of the volunteers not to lose their balance,” he exhorted before his arrest. Continue the work of the Sangh and build the capacity of the general public to perform their national duty by doing public relations, public awareness, and public education as soon as possible, according to the orders of Sarkaryavah Madhavrao Mule and the officer appointed by him.


More than 100,000 of the total 1,30,000 Satyagrahis who took up the Satyagraha during the Emergency were from the Rashtriya Swayamsevak Sangh.


More than 25,000 of the 30,000 people imprisoned under Misa were Sangh volunteers.


During the Emergency, 100 Rashtriya Swayamsevak Sangh workers were sacrificed, most in captivity and some outside. Shri Pandurang Kshirsagar, the head of the Sangh’s All India Management team, was among them. (Kratiroop Sangh Darshan, p. 492)


The Sangh’s Protest Against the Emergency


All forms of communication, including newspapers and magazines, forums, the postal service, and elected legislatures, were halted. In this situation, the question was who should organise the mass movement. It could only be done by the Rashtriya Swayamsevak Sangh. The Sangh had its own network of shakhas throughout the country and could only serve in this capacity. The Sanghhas grown from the ground up through direct contact between people. For public relations, it was never reliant on the press or the stage. As a result, while the media’s shutdown had an impact on other parties, it had no effect on the Sangh. Its central decisions at the all-India level reach the village via the province, department, district, and tehsil levels. This Sangh communication system worked flawlessly between the time the emergency was declared and the end of the emergency. The homes of the Sangh workers proved to be the greatest boon to the fabric of the underground movement, and as a result, intelligence officers were unable to track down the underground workers. Prior to his arrest, Shri Jayaprakash Narayan had entrusted the Lok Sangharsh Samiti movement to Shri Nanaji Deshmukh, a full-time Rashtriya Swayamsevak Sangh worker.


When Nanaji Deshmukh was arrested, the leadership was unanimously passed to Shri Sunder Singh Bhandari.


“I am pleased to learn that the volunteers of the Rashtriya Swayamsevak Sangh, as well as any other group of political resistance, Were willing to openly collaborate and support those who opposed emergency and are able to work with enthusiasm and integrity, against the diabolical regime that resorts to blatant repression and lies,” Achyuta Patwardhan wrote. Seeing the volunteers’ bravery and valour in leading the movement in the face of police atrocities and brutality, the Marxist Member of Parliament – Shri AK Gopalan – became emotional as well. “There must be some high ideal giving them indomitable courage for such a heroic act and sacrifice,” he had said. “The Rashtriya Swayamsevak Sangh is particularly noteworthy among the sections that have done this work with fearless dedication,” MC Subramaniam wrote. Satyagraha was organised by them. Maintained the entire India communication system. Funds for the movement were quietly collected. Arrangements have been made for the free distribution of literature. Helped fellow prisoners of other parties and even from different ideologies in the prison. In this way, they demonstrated that it is the closest character to Swami Vivekananda’s call for a sannyasi army for social and political work in the country. They are revolutionary traditionalists. Emergency and Communist


The CPI saw the Emergency as an opportunity and welcomed it. The leaders of the CPI believed they could turn the Emergency into a communist revolution. The CPI supported Indira Gandhi’s Emergency during the 11th Bathinda Congress. (Coalition Strategies and Indian Communism Tactics, p. 224)


RSS has proven itself time and again when it comes to protecting the four pillars of democracy, assisting each one during natural disasters, developing each one’s personal and national character, and improving the environment.

Kerala Muslim Jama-ath Federation, an Islamic body in Kerala, issued a circular urging the Muslim youth to apply for the Agnipath scheme.

Calling the agnipath scheme ‘Attimari programme’ (coup d’etat), the circular in Malayalam said, “It is necessary to ensure ‘our’ (Muslim) representation in the armed forces. It also added that the last date to apply for the scheme is July 5 and all eligible students should apply for it. 

When the usage ‘coup’ triggered a controversy, the office of the Jamaath Federation justified it as a typographical error.


The circular dated June 24, also appealed to all Imams to spread the message through Jumma speech. The circular was issued by the state president of the federation, Kadakkal Abdul Azeez Moulavi and general secretary Adv K P Muhammad.


Kadakkal Abdul Azeez Moulavi later informed the media that the circular was intended to send more Muslims to the Indian armed forces.


The Association of Muslim Professionals (AMP), an Islamic body in Uttar Pradesh, has also made a similar appeal to Muslims to become Agniveers. The AMP roped in Muslim clerics for the initiative.


“By becoming Agniveers, Muslim youths will be benefited in many ways. Maximum number of Muslims should apply for the scheme and serve the country,” said Shahid Kamran Khan, patron of AMP. He also added that AMP is promoting this at all levels and Imams would make special appeals to the masses in this regard on Friday.


Another cleric, Maulana Khairuddin, said he had shared the details of Agnipath scheme on social media asking people to seek more details from the portal : www.mod.gov.in. ? !!!


Union Cabinet, on June 14, approved the ‘Agnipath’ scheme for Indian youth to serve in the armed forces. Under the Agnipath scheme, youth will be selected to serve in the armed forces for a period of four years. The youth who will be selected under the scheme will be called Agniveers.


The scheme is designed to provide an opportunity for the youth who are skilled, disciplined, motivated, keen to don the uniform and are in tune with current technological trends. It will also enhance the youthful profile of the armed forces and bring a necessary transformational shift of the Armed forces into more tech-savvy.


As protests broke out against the newly launched Agnipath recruitment scheme, government officials on Thursday (June 16) brought out a fact sheet to clarify myths being spread about the programme.
