2. In his speech at the Kampnagel Theatre, Bucerius Summer School in Hamburg, Germany on August 22, Congress President Rahul Gandhi outlined electoral strategy and philosophy that the party will resort to against the Narendra Modi-led NDA government in the 2019 Lok Sabha elections.
3. Throughout the speech, he categorically explained that the Congress would try to corner BJP government on two major discontents brewing in the country- social unrest and economic disparity.
Rahul claimed that the growing violence against Dalits, tribal and minorities is marginalising them, denying them their space in the process of national transformation that has been going on for the last 70 years. If that was not enough, he also brought up demonetisation and flawed implementation of GST that destroyed millions of small-scale traders and the foundation of unorganised sector.
The focus was primarily on social equality, which Rahul said, can be achieved through dialogue, listening and love. If Modi and his colleagues will tom-tom about numbers showing economic prosperity, Rahul will try to deflate the same with the dangers of exclusion or diminishing "freedom of speech".
So when someone in the audience asked him how India would catch up with the Chinese growth story, he shifted the goal post saying that India and China may not be moving towards the same objective. "China may be growing at 11 per cent, India at 9 per cent. But in India, anyone can say anything he wants. I would like to give three points for that freedom of speech," he said.
Rahul dismissed a global news report suggesting India was the most dangerous place for women, yet claimed that violence against women is growing under the current central government. But he sees that more as a social problem, which can be tackled by changing the mindset of Indian men. "Safety and respect of women is one area where I would like to win the race with China."
Yet, Rahul took the example of Chinese economic prosperity to attack Modi on the issue of unemployment- an issue that is raised again and again in the run-up to the Lok Sabha polls. He blurted out his often repeated statistics- "China creates 50,000 jobs a day against just 450 by India."
On being asked about his suggestion to the German government for dealing with the refugee problem, Rahul desisted from issuing any advisory but made an observation- the problem is the consequence of the failure of governments to create enough opportunities and jobs which breeds insecurities and leading to the emergence of leaders such as Modi.
Of course, he cautioned the west for their policies in countries like Iraq and Syria, but the narrative was to once again built around jobs- something he hopes will hurt Modi the most. "To put it bluntly, the US, Western Europe and India have been outcompeted by China," he said.

[But what Rahul again missed like in several previous speeches was laying down his blueprint to create jobs. Instead, he kept attacking Modi's model of economic development that, according to Rahul, revolves around the exclusion of the downtrodden from the elite. This could be termed as an over-simplified analysis of a much complex phenomenon, but then electoral politics is always about packaging facts for mass consumption. It also can be labeled as Rahul's attempt at fighting Modi style of electioneering, but the bigger challenge for the Congress president lies elsewhere. Modi came to power with a two-pronged strategy-criticism of 70-year-old Congress rule in the country and advertisement of his Gujarat model of development.
Rahul doesn't have an administrative experience of his own to showcase, and the Congress legacy, especially of UPA 2, has become an albatross around his neck. So when Rahul attacks Modi, he will also need to provide the voters an alternate vision, that's distinct from everything that went wrong with the Congress.
During his speech at Hamburg, Rahul kept repeating the dangers of government's failure to provide a vision to a section of the people, yet till now he has not elaborated on his vision. It's perfectly fine to talk about love and listening, but Indian voters need a working model. Highlighting Modi's failure will not be enough as the Prime Minister will have enough ammunition to target previous Congress governments and it will always be an uneven battle.

Addressing the Congress president directly, he said, "You have a false estimate of India and India's potential".
Gandhi is on a four-day tour of Europe. Last night, he said in Hamburg, a German city, that when people are excluded from the process of development, they resort to hate and violence.
"It is very dangerous in the 21st century to exclude people. If you don't give people a vision in the 21st century somebody else will give them one," he said.
He cited the example of the Islamic State, saying that when a US law excluded a certain Iraqi tribe from joining government services after the Iraq War, it created an insurgency which eventually led to the formation of the terror group.
The NDA government, he said, "feel[s] that tribal communities, poor farmers, lower caste people, minorities shouldn't get the same benefits as the elite". He accused the Modi administration of "attacking the support structures created to help certain groups of people".

Saying that the transformation taking place across the world requires certain protections, Gandhi accused the BJP dispensation of taking away these protections from Dalits, tribals and minorities, favouring big corporates instead.
"The Dalits, minorities, tribals are now not allowed to gain from the Govt. All the money that used to go into schemes for the poor are now going to a few large corporates"

Gandhi said that rising incidents of lynching in the country were a result of the anger emanating from joblessness and destruction of small businesses due to demonetization and poorly implemented Goods and Services Tax.
"Large numbers of people who worked in small businesses were forced back to the villages and these three things that the government has done has made India angry."
"And that's what you get to read in the newspapers. When you hear about lynchings, when you hear about attacks on Dalits in India, when you hear about attacks on minorities in India, that's the reason for it," Gandhi said.
He said there is a lot of hatred in the world but not enough people are listening. The only solution, he added, was to understand people.

Gandhi also said, "India has a strategic relationship with US, and we share some ideas like democracy with them. But China is growing extremely fast. India's role is to balance these two powers."
