The order would be enforced in 1.22 lakh government schools from the new academic session. Last September, the state education minister had said that the government would de-recognise schools that failed to comply when the directive had been rolled out in schools in Satna district.

Bhopal: The Madhya Pradesh government has made it mandatory for all school students in the state to respond to their roll call by saying “Jai Hind”.

The order, issued on Tuesday (May 15), according to the Times of India, stated that “this is the decision taken by state government to instil patriotism among students”.

The directive would be enforced in 1.22 lakh government schools when the new academic session begins. Its implementation is optional for private schools and an advisory would be issued regarding the same, said Madhya Pradesh education minister Vijay Shah.


The schools are currently closed for summer break.

Shah, in September last year, had instructed government schools in Satna district to start this practice as an experiment from October 1 onwards. He announced that the “patriotic” slogan would be eventually introduced in all schools depending on its success and subject to chief minister’s permission. Shah went on to say that “Jai Hind is acceptable to students of all religions so I have decided to introduce it. We just want to keep our culture alive which our young generation is forgetting,” reported by Hindustan Times.

The education minister had added at the time that the government would de-recognise schools that fail to comply with the directive.

In November, while addressing the NCC cadets at Shaurya Smarak in Bhopal, Shah had said that the current practice of marking attendance by saying “yes sir, yes madam” does not inculcate patriotism and thus, should be replaced with “Jai Hind”, according to an Indian Express report.


The move by the Madhya Pradesh government has been criticised by the main opposition party Congress. Congress leader K.K. Mishra said, “We cannot force patriotism. There is no need to make it compulsory, the government should first think about the quality of education, lack of teachers in government schools.”

Educationists have been drawing attention to the systemic drawbacks and loopholes plaguing the overall school system. The state of Madhya Pradesh, too, doesn’t fare well in the education department. A study by Child Rights and You(CRY) reported that even six years after the implementation of Right to Education Act, 2009, 94% schools in Madhya Pradesh had “significant infrastructural gaps”.

BJP spokesperson Rahul Kothari, however, defended the decision and said it should be looked at in a positive manner. “It’s a great initiative for instilling patriotism among students. We should look upon this in a positive manner,” he said.

In September, Madhya Pradesh chief minister Shivraj Singh Chouhan and his government had already directed the schools and madrasas to sing the national anthem and hoist the tricolour daily. Official sources suggest that the latest order has also been taken after taking permission from Chouhan on Monday.

In the past, many such instances of forced patriotism have run into controversy. In 2016, the Tribune reported that a BJP leader and former MLA from Amreli Dilip Sanghani, who heads Shree Patel Vidhyarthi Ashram Trust, made it compulsory for students seeking admission to the educational institutions run by the trust – including two high schools, a primary school and a college, to write ‘Bharat Mata Ki Jai‘ in their application forms.


Sanghani had then argued, “Time has come to rejuvenate the spirit of patriotism among students, especially after anti-India slogans were (allegedly) shouted on the Jawahralal Nehru University campus in Delhi. Opposing the chanting of ‘Bharat Mata Ki Jai‘ is like opposing the country.”

“We have decided that admission will be given to only those who write the slogan on admission form. Just as it is not compulsory to write it, it is also not mandatory for those who don’t write it to enrol in our institutes. Those who want to take admission, must show their commitment towards the country,” he added.

Yoga guru Ramdev, in the same month, said that he would have “beheaded” lakhs of people for refusing to say ‘Bharat Mata Ki Jai’, were it not for the law of the land. He was later booked under section 295 A (deliberate and malicious acts intended to outrage religious feelings) of the IPC, as per the Indian Express report.

In July 2017, The Hindu reported how the Madras high court had passed an order making it mandatory for private and government schools in the southern state to make sure that their students sing ‘Vande Mataram” at least twice a week, preferably on Monday and Friday. The order added that the song could also be played in other private and government institutions at least once a month. However, the order also specified that no person or organisation should be compelled to sing or play the song if they have difficulty. But valid reasons needed to be provided, the order added.

4. Congress stakes claim to ‘Vande Mataram’ & ‘Bharat Mata Ki Jai’, says RSS copied them

In line with RSS drill, Congress is taking out prabhat pheris to mark Indira Gandhi’s birth centenary; claims its workers invoked nationalism during freedom struggle.

New Delhi: To mark the birth centenary of former Prime Minister Indira Gandhi, the Congress is organising prabhat pheris (morning processions) — an exercise usually carried out by the RSS — across the country.

Apart from this, Congress’ Seva Dal members sing ‘Vande Mataram’ and shout slogans such as ‘Bharat Mata ki Jai’ in line with the RSS drill. The only difference though is that the Congress workers shout the word, ‘Jai’, three times.

While Congress calls it a move to propagate its own brand of nationalism, party leaders denied allegations that they are following in the footsteps of their arch rival, BJP-RSS.

“Seva Dal was established in 1923. Our members shouted these slogans during the independence struggle. The RSS and the BJP have just copied them and are trying to present a distorted picture of history,” Mahesh Joshi, national president of the Congress Seva Dal, told The Print.

“We are trying to make the younger generation aware of the sacrifices made by Congress workers, especially at a time when the dirty tricks department of the BJP is spreading lies about our leaders,” he added.

Dressed in white uniform, the Seva Dal workers take out a march in two lines with the Congress flag in their hands. Out of 10 marches in Uttar Pradesh, seven have already taken place with the remaining to be held in Agra, Rae Bareli and Allahabad.

Apart from ‘Bharat Mata Ki Jai’, the Congress workers shout slogans such as ‘Kashmir se Kanyakumari, Bharat Mata Ek Hamari’ (From Kashmir to Kanyakumari, we have one India) and ‘Mahila Ke Samman Mein Seva Dal Maidan Mein’ (Seva Dal dedicates itself to protect the honour of women).


The morning processions are part of Congress’ year-long programme that will culminate on 19 November, Indira Gandhi’s birthday. The Seva Dal will organise a big event in Allahabad on that day.

Congress sources claim that the BJP has taken away a chunk of their voters through its hyper-national narrative and there is an urgent need to get them back in the Congress fold through exercises such as prabhat pheris.

“Every morning, our march is attended by senior leaders. UP Congress president Raj Babbar was present at the Lucknow event,” said Pramod Pandey, chief organiser of the Seva Dal, Uttar Pradesh.

Even Congress president Sonia Gandhi was supposed to attend the Rae Bareli function, but sources said she would skip it on health grounds. Other senior leaders are likely to attend the concluding function in Allahabad on 19 November.

“We organised similar programmes in the past too, without being too vocal about these issues. Instead of trying to grab the limelight, we love to work on the ground,” Joshi added.

Recently, the BJP government in UP had organised prabhat pheris across the state as part of the birth centenary celebrations of Pandit Deen Dayal Upadhyay.

A controversy is raging in the country now about whether one should say 'Bharat Mata ki Jai' or not. That a controversy has erupted on the issue of chanting slogans in praise of one's country is unfortunate. One of the two MIM MLAs, who refused to say 'Bharat Mata ki Jai', have been suspended from the Maharashtra Legislative Assembly. Now, the question has been raised about whether patriotism exists in only saying 'Bharat Mata ki Jai'.

All these occurrences are not only irritating but nauseating as well.

The arguments of the pseudo-seculars started as soon Asaduddin Owaisi spoke. The question is not whether or not one should say 'Bharat Mata ki Jai', but whether we are now going to question every icon of pride in this country. Some time ago, the hoisting of the tricolour in universities was also criticised. The question was, and is, asked about what such symbolism can achieve. Some even asked a very laughable and irrelevant question about whether criminals would be pardoned if they said 'Bharat Mata ki Jai'. By raising objections like what hoisting of flags will achieve, why one should chant slogans, and whether it will eradicate corruption or whether patriotism will do away with hunger etc, where are we taking our nation?

To proclaim that the Constitution of the country is supreme and at the same time labeling Afzal Guru's hanging — who was executed after completing all due legal processes — as a 'judicial killing' at a college programme and to brand the programme as freedom of expression; supporting the slogans of destruction of India directly or indirectly and at the same time, searching for the validity of slogans in India's praise in legal books is a blatant falsehood. Such double-faced forces must be opposed in the country.

Some have claimed that they would not chant 'Bharat Mata ki Jai because it was RSS' agenda. Actually, the statement that 'people in the country have to be told to chant Bharat Mata ki Jai' was made by Sarsanghchalak Mohanrao Bhagwat in the backdrop of incidents at JNU. However, MIM's Owaisi bragged that he would never chant 'Bharat Mata ki Jai' even if a knife was held to his throat. His party's legislators ran the same line forward and said in the Assembly that they would not say 'Bharat Mata ki Jai'.

Actually, Kiran Chandra Banerjee put forward the concept of 'Bharat Mata ki Jai' in 1873 and the songs Bharat Mata and Vande Mataram appeared in the famous novel Anandmath by Bankim Chandra Chatterjee in 1882. It became a historic song, and an inspiration for India's freedom struggle. Thereafter, the song Vande Mataram used to be sung in the Congress sessions after 1885. Vande Mataram was sung even when Muslims presided over Congress sessions. It was sung in 1887 when Badaruddin was president, then in 1896 when Rahim Sayani, in 1913 when Sayyad Mohammad Bahadur was president and also in 1927 when MA Ansari was Congress president. None objected to it until 1937 when Mohammad Ali Jinnah objected to it.

On 1 March, 1938 he propounded the thought that “Vande Mataram must go”. In the Calcutta session of the Muslim League on 6 April, 1938, Vande Mataram was opposed and the history that followed is known to all.

The first sentence in the preamble of the Constitution of India says, “We, the people of India,... for a sovereign secular democratic republic”. Now, a democratic republic can be built only when the unity, brotherhood and love among each other grows. The chants of 'Bharat Mata ki Jai' or unfurling of the tricolour not only remind us of our glorious freedom struggle, but also breed affection among us. Will chanting of slogans reduce crime or end corruption? There are laws to take care of that. However, if saying 'Bharat Mata ki Jai' increases the feeling of brotherhood, what is wrong with that?


Bharat Mata is not an icon of religion or any organisation. It is a slogan which inspired an enslaved nation to attain independence. In Nehru's words, “Saying 'Bharat Mata ki Jai' is to hail the people of this country”. Then why should one object?

The questions is now being asked as to under which rule this MLA was suspended in the Assembly. The Maharashtra Legislative Assembly has a tradition of members across the parties coming together on issues of wider consequences, leaving aside their party politics. All parties unanimously supported the bill in Legislative Assembly banning the dance bars. Yesterday, when two members refused to chant 'Bharat Mata ki Jai', the legislators were obviously enraged. Although there is no stipulation to chant these slogans, there is no prohibition against doing so either.

In fact, does one need a Constitutional provision for patriotism? There is no sense is asking for legal and Constitutional provisions for something that should flow in the blood. In such a situation, the unanimous demand by the enraged members to suspend the member who refused to say 'Bharat Mata ki Jai' is justified.
